(AP) — The hue and cry over the placement of a bright American flag graphic on police cars has leaders in a small coastal Southern California city considering whether to tone down the design.The Laguna Beach City Council will decide Tuesday night whether to keep the current logo or choose an alternative.Some residents feel the red, white and blue design is too aggressive while others are surprised anyone would object to the American flag.Mayor Pro Tem Steve Dicterow told the Los Angeles Times the council is simply facing "a very narrow decision" about the brightness of the colors, but that the issue has devolved into a broader national conversation about patriotism.He said he has received hundreds of emails from people around the country, mostly in support of keeping the flag designs on the car.The council agreed earlier this year to repaint its squad cars in black and white with the stars and stripes running through the word "police" on the doors. The city has 11 police vehicles.The proposed graphic the council approved in February was a more muted version of the design that now appears on the cars."Clearly, the way it looks on the car is not what anyone expected it to look like," Dicterow said. "I think it's reasonable that we're going to look at it again so that whatever we (approve) is exactly what we put on the car." 1372

(KGTV) - A medical marijuana dispensary could be opening its doors just feet away from children in La Mesa.Last month, the La Mesa Planning Commission approved a conditional use permit for New Origins Management, Inc. to open a medical marijuana dispensary, but the center says they were never contacted about it.  One woman who has a teen at the San Diego Center for Children called the pot shop counterproductive to what parents and the clinic are trying to accomplish. The nonprofit helps young people with mental and behavioral issues.The La Mesa Medical Plaza is a pretty peaceful place, but the San Diego Center for Children is worried about its future neighbor. The clinic says you can draw direct line from their front door to the front door of the proposed medical marijuana dispensary."Our concern is having our youth that close to a medical marijuana dispensary," said Dr. Cheryl Rode, VP of Clinical Operations for the Center.The clinic occupies Suites J and K but a medical marijuana dispensary could be moving into Suite C.  The offices share a walkway and parking lot."Literally, our clients and their clients would be interacting pretty regularly," Dr. Rode said.In November 2016, La Mesa voters passed Measure U, prohibiting medical marijuana dispensaries from opening within 1,000 feet of a minor-oriented facility.It's defined as any after-school program, teen center, club for boys and/or girls, children's theater, or children's museum, where the primary use is for people under the age of 18.  The Center argues it qualifies as an after-school program."We feel that we clearly meet the criteria for a minor-oriented facility and that our facility was overlooked," Dr. Rode said.But the city disagrees.  They tell 10News because voters approved measure U, they don't have the ability to interpret the law or intent outside of its plain language, which does not include mental health and therapeutic services.  Director of Community Development Kerry Kusiak city sent us a statement that reads in part: 2136

Larry Nassar said he was the victim, not his patients.In more than three hours of interviews with police, obtained by Scripps station WXYZ in Detroit through the Freedom of Information Act, Nassar appears befuddled and defiant when faced with allegations that he abused patients.“It’s like blindsiding someone,” Nassar told a detective. “You’re doing this and you’re doing it for good to help someone and they’re giving you the positive feedback that you’re helping them, how do I know I’m hurting them?”The interviews stem from complaints filed against Nassar in 2014 and 2016.  Both interviews were conducted by officers with the Michigan State University Police Department.In August 2014, MSU police interviewed Nassar after a graduate student complained he sexually assaulted her during an appointment. Nassar had gotten wind of the complaint from one of his colleague, Dr. Jeffrey Kovan.“What else did he tell you?” asked Capt. Valerie O’Brien.“That she felt violated, that I was doing, like I touched her breast and I moved her underwear out of the way. And I’m like, yeah. I do that all the time,” Nassar said.  Nassar brought a laptop to the interview, showing the officer videos of him performing past medical treatments that required contact with intimate parts of women’s bodies, an attempt to convince the detective that everything was fine. “This is a treatment that I lecture on. I lecture on not only here at Michigan State,” Nassar said. “I was the keynote guest speaker in Australia to the Australian Olympic sports medicine for this very technique.”For each allegation made by the young woman, Nassar had the same response: it’s a standard medical procedure. She’s confused. I’m sorry.“She said that she felt like you were massaging her breast and that was not part of the manipulation that you were doing,” O’Brien said.“It’s the rib cage, you know what I mean?” Nassar said. “You’re going to be on the chest wall, you move the breast down, you move the breast down to get down to the wall. It’s like giving someone a mammogram almost.”During the 2014 interview, the officer asked Nassar if he’s ever been accused of abuse before.“There has been a few times where that has been brought up. Okay? And each and every time they were sexually abused,” Nassar said.“So, that’s what, that’s what I’m saying, when they’re uncomfortable about that, there’s been three cases. And all three of them were sexually abused. Okay? So that’s why I’m like, yeah. That’s why I’m like, is there something more? What am I missing?”The 2014 interview lasted more than two hours. MSU police wanted to bring charges but the Ingham County prosecutor declined.Two years later, Nassar was back at MSU police—when another victim came forward.“Has there been another complaint?” Nassar asked. “I’m just like confused right now.”A second complaint had been filed by Rachael Denhollander, a past Nassar patient.“I’m trying very hard to do things where I’m not being nearly as invasive,” Nassar said, saying he learned from the last police complaint. “But it compromises things.  So I’m trying to modify that.”In the 2016 interview, Lieutenant Andrea Munford asked Nassar about details from his past treatment of Denhollander.“Do you ever get aroused during these exams?” she asked, catching Nassar off guard.“Do I get aroused during the exam?” he asked.“Do you ever get an erection?” Munford asked. “The reason why I’m talking about this is because this young girl and her mother both observed this on more than one occasion during treatment.”Nassar replied: “If there was arousal it’s, it’s, it’s…you know what I mean? (AP) — A Southern California man was arrested on suspicion of murder and driving drunk in the death of a motorcycle officer with the California Highway Patrol, officials said Sunday.Michael Callahan of Winchester was booked on the charges in the death of California Highway Patrol Sgt. Steve Licon, said Officer Steve Carapia.Callahan is suspected of driving drunk Saturday afternoon when he crossed over the right shoulder of Interstate 15 in Lake Elsinore, crashing into Licon and a car he had pulled over for speeding.Licon died at a nearby hospital. Inmate records show he has a court appearance set for Wednesday.Licon was a 27-year veteran of the agency and is survived by his wife, daughter and stepdaughter.Licon's body was taken to the coroner's office on Saturday night in a slow and somber procession.Acting Gov. Eleni Kounalakis ordered flags to be flown at half-staff at the state Capitol, and the California Highway Patrol is holding a bell tribute ceremony in his honor on Monday.Carapia, who knew Licon for six years, said the sergeant was well-liked and known for his work ethic and a distinct and quirky high-pitched laugh."He had a great sense of humor," Carapia said. "You could hear him laughing from the sergeant's office. You could hear him coming down the hallway ... Just an all-around great human being."He said Licon loved his job and the fact that his office was on a motorcycle."This is a tough one," he said. "It hits you to the core."Police departments and officers across the state took to social media to post about Licon.CHP Commissioner Warren Stanley said Licon was a great leader "who sacrificed his life serving the people of California."CHP Headquarters tweeted that "our hearts are heavy ...
