(KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron.She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. How people are educated about the upcoming vaccine will be crucial."Right now, I think there are a lot of people who want to take a vaccine and to get a vaccine, but if people feel that this has been rushed, that they don’t feel all of the normal safety measures have been taken, it's going to be much harder for people to take that step," explained Evans.Dr. Bali Pulendran, a pathology, microbiology and immunology professor at Stanford University, says just because a COVID-19 vaccine is being expedited doesn't mean it's any less safe."It's a very established, lengthy process. It’s expedited now because of certain technologies such as the mRNA technology that really helps you accelerate this process," said Dr. Pulendran.He says the creation of a vaccine is rigorously tested, first with mice, then primates, and finally, humans. Tens of thousands of people are currently choosing to participate in COVID-19 vaccine trials."And so, this is a development and paradigm that has served vaccinology really well. It's really served it well in terms of enabling the licensure of some 20 or more vaccines," said Dr. Pulendran.Dr. Pulendran says every year, the flu vaccine varies in efficacy. For a good year, it could be 90 percent protective, while the next year, the flu shot may only be 10 percent effective. The COVID-19 vaccine is expected to be 60 percent effective."I think for me, personally, if I saw a vaccine coming out in the next year or so that had a 60 to 70 percent efficacy, that to me would be very encouraging," said Dr. Pulendran.The public, though, may still need some convincing."One of the hardest things for the general public to embrace is the idea of probability. We like to know definitively if something works or not,” said Evans. “The reality is that a vaccine is a probabilistic issue. It's highly likely that you won’t contract, whatever the condition is, but it’s not 100 percent."Evans says the key will be in how the vaccine is marketed to the American public.Dr. Pulendran hopes any positive data and outcomes of the COVID-19 vaccine trial will encourage as many people as possible to get the vaccine when it comes out. 2823

The Instagram account that posted the photo has since been deleted.Late Monday afternoon, the dean of students announced that the fraternity, Lambda Chi Alpha, had been placed on interim suspension.The fraternity said in a statement to the school's newspaper that it is sorry "for failing to recognize the racial impacts this brought forth." 750

SAN MARCOS, Calif. (KGTV) — A man was arrested after deputies say he fled the scene of a San Marcos crash and was stopped by passersby from leaving a second crash scene.San Diego Sheriff's deputies received a report of a beige Mercedes-Benz traveling at an unsafe speed on northbound Bennett Ave. before is ran off the road and collided with a concrete wall and then a residence at 600 Bennett Ave.The driver, a 26-year-old man, tried to flee the area, but was detained by passerbys until deputies arrived.While deputies were responding to that incident, SDSO says they received another call about a black, male suspect wearing camouflage clothing who had used a hatchet to smash the window of a vehicle at a Stater Brothers Grocery store at 1330 East Mission Rd. The man reportedly fled in a vehicle matching the description of the Mercedes-Benz and struck a gray Audi in the area of Knob Hill Rd., SDSO said. The driver of the Audi, a 61-year-old woman, was not injured. At the scene of the Bennett Ave. crash, paramedic treated the suspect at the scene and he was released. Based on evidence and interviews, deputies determined that the suspect was under the influence of prescription medication and heavily intoxicated at the time of the collision. The man was later arrested for driving under the influence, vandalism, and leaving the scene of an accident.SDSO's traffic division is investigating the crime. 1420
