SAN DIEGO (KGTV) — California has rejected San Diego County's request for a tier adjustment after the region was moved into the state's purple reopening tier.The county said that "San Diego’s increased cases are not due to the sectors impacted by moving into a more restrictive tier. County has interviewed cases to identify potential exposure settings and tracked community outbreaks."County health officials say businesses that will be impacted by purple tier restrictions saw the following breakdown of COVID-19 cases in October:Restaurant/bars: 7.4% of COVID-19 cases (715 of 9,646)Retail: 6.6% of COVID-19 cases (636 of 9,646)Places of worship: 1.9% of COVID-19 cases (184 of 9,646)K-12 schools: 1.7% of COVID-19 cases (165 of 9,646)Gyms: 0.4% of COVID-19 cases (39 of 9,646)In reference to October's data, the county said that, "outbreak data also show these sectors make up a small percentage of the cases overall ... Penalizing the impacted sectors for case increases is wrong, as these sectors continue to do the right things, while trying to weather the ongoing pandemic and the back and forth of re-openings."The county pointed to many local restaurants as an example of improving its mitigation efforts and investing in materials to make their settings safe for visitors, adding, "additionally, the closure of indoor restaurants, especially during the wintertime where outdoor dining is not optimal, will move individuals into homes and encourage gatherings, which is one of the high-risk areas for cases."Despite the request, the state decided on Sunday that the county will remain in the more restrictive purple tier.COUNTY'S EXPOSURE DATA (Oct. 25 - Nov. 7)According to county public health officials, between Oct. 25 and Nov. 7, there were a reported 5,576 COVID-19 cases.Of those cases, 3,833 cases were interviewed for contact tracing and 2,260 cases reported at least one of the potential exposure settings:Restaurant/bars: 389 casesBeach: 10 casesCasinos: 20 casesGroup gatherings: 159 casesGyms: 18 casesHair salon or barber: 97 casesPlaces of worship: 118 casesProtest: 0 casesRetail: 308 casesWork: 1,314 casesOther: 158 casesThe county says 1,573 of the 3,833 cases reported no potential exposure settings.Of all the cases between Oct. 25 and Nov. 7, the county says that people reported the possible exposure settings:Household exposure: 1,311 casesTravel-related exposure: 814 casesAny education-related exposure: 172 casesThrough Nov. 7, San Diego County has reported a total of 60,169 COVID-19 cases and 908 deaths from the virus. 2566

SAN DIEGO (KGTV) — Authorities are looking for an inmate who walked away from a San Diego rehabilitation facility.Steven Vargas, 53, was last seen at 10 a.m. Tuesday after leaving the San Diego's Male Community Reentry Program, according to the California Department of Corrections and Rehabilitation. Vargas had been given permission to leave the facility but didn't return when required.The facility allows eligible offenders with one year left to serve to do so in re-entry centers, providing them with rehabilitation services that assist them with substance use disorders, mental health care, employment, education, housing, and more. Officials said they were alerted that Vargas' electronic monitoring device had been tampered with just before noon Tuesday.Vargas was sentenced to four years in prison on May 6, 2019 for vehicle theft with prior vehicle related theft convictions and grand theft of a firearm. He was scheduled to be released on parole in June.Vargas is described as a Hispanic male, 6-feet tall, and weighs about 192 pounds. He was last seen wearing faded black jeans, black shoes, a blue shirt, and a charcoal grey sweater. SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. He said they will absolutely bring in biologists, environmental scientists and archeologists before lighting prescribed burns."The good news is the governor is engaged in this issue I think the issue of how we deal with some of the impacts of climate change; this is just the beginning of a very long conversation," Phillips said. 2128

  

SAN DIEGO (KGTV) - Border Patrol agents and San Diego Police are at the scene of a possible suspicious device in Otay Mesa, officers confirmed Wednesday.Police said they got a call from Border Patrol about 3 p.m. telling them about a possible threat in a vehicle in a tow yard on the 9000 block of Airway Road.The vehicle had been seized during a drug smuggling investigation, police said.San Diego officers sent canine units to the scene and helped establish a perimeter.California Highway Patrol closed one lane on eastbound I-905 exiting onto SR-125.
