BEIJING, Jan. 20 (Xinhua) -- China on Thursday announced it had introduced a regulation to better manage state compensation funds. The regulation was signed by Chinese Premier Wen Jiabao Monday and immediately came into effect then.The regulation is aimed to ensure eligible claimants receive state compensation on time and in full.The regulation means governments at all levels must budget for state compensation payouts each year, and if the actual amount of state compensation payouts exceed what is budgeted for, additional funds must be used.The regulation also standardizes the procedure of applying for state compensation.State compensation refers to government pay outs to citizens for damages it has caused them through infringements of their rights.The State Compensation Law of China took effect since 1995.

BEIJING, Feb. 25 (Xinhua) -- China's top legislature on Friday ended its bimonthly session, adopting a series of bills including a law on vehicle and vessel taxation, which is aimed at standardizing taxation and promoting environmental awareness and energy efficiency.The National People's Congress (NPC) Standing Committee also voted to adopt an amendment to the Criminal Law which reduces the number of crimes punishable by death by 13 to 55.Moreover, it passed the country's first law on intangible cultural heritage protection, which is expected to better preserve heritages of historic, literary, artistic or scientific value.At the session that opened on Wednesday, lawmakers validated the dismissal of Liu Zhijun from his post as the railways minister and appointed Sheng Guangzu, the former head of the General Administration of Customs, to replace Liu.The discipline watchdog of the Communist Party of China (CPC) said on Feb. 12 that Liu was under investigation for alleged "severe violation of discipline," while the CPC Central Committee's Organization Department said he had been removed from the post of the ministry's Party chief.Wu Bangguo, chairman of the NPC Standing Committee, said at the closing of the bimonthly session that the democratic rights of NPC members should be fully respected and guaranteed during the upcoming NPC plenary session.On Friday afternoon, the members of the NPC Standing Committee attended a lecture on China's water conservancy development.

MOSCOW, Jan. 24 (Xinhua) -- China and Russia held the fifth round of strategic security talks here Monday, pledging more joint efforts to strengthen national, regional and international security.The Chinese delegation, led by Chinese State Councilor Dai Bingguo, was visiting Russia at the invitation of Russian Security Council Secretary Nikolai Patrushev.During the talks, the two parties exchanged views on major international issues and the further development of strategic partnership and interaction between Russia and China.Both sides agreed that their close bilateral cooperation on global issues has helped maintain regional and world peace, safety and stability.The two countries acknowledged that in order to further enhance strategic mutual trust and improve the security situation around the global, the two sides should chart the development of Sino- Russian relations for the next 10 years from a strategic and comprehensive perspective.As long-time strategic partners, Russia and China will adhere to the principles of mutual trust, win-win cooperation and good neighborliness while conducting strategic coordination, the two sides pledged.The fourth round of Sino-Russian security consultations took place in Beijing in December 2009, when Russia and China signed a protocol on cooperation in the strategic security sphere. BEIJING, May 10 (Xinhuanet) -- Researchers from California, Unated States, found that sexual orientation could play a role in cancer and more gay men are reported being cancer survivors than straight men, according to findings in the journal Cancer online Monday.The researchers found that gay men are 1.9 times more likely than straight men to report having had cancer. They also found that lesbian and bisexual women are more than twice as likely as heterosexual women to report fair or poor health after having cancer.Researchers looked at three years of responses to the California Health Interview survey, which included more than 120,000 adults living in the state.Among other health-related questions, participants were asked if they had ever been diagnosed with cancer and whether they identified as gay, lesbian, bisexual, or straight.Out of 51,000 men, about 3,700 said they had been diagnosed with cancer as an adult. While over 8 percent of gay men reported a history of cancer, that figure was only 5 percent in straight men, a disparity that could not be attributed to differences in race, age or income.About 7,300 out of 71,000 women in the study had been diagnosed with cancer, but overall cancer rates did not differ among lesbian, bisexual, and straight women.Ulrike Boehmer, the study's lead author from the Boston University School of Public Health, said higher rates of human immunodeficiency virus (HIV) may be related to the increased risk of cancer in gay men.However, the findings do not necessarily mean that being gay, lesbian or bisexual increases risk of cancer, said the researcher.

BEIJING, May 16 (Xinhua) -- An initial ruling by China's Ministry of Commerce said Monday that European Union (EU) members have subsidized potato starch exports to China, hurting the interests of China's domestic industries.China will impose an anti-subsidy provision of the tariff on potato starch products effective from May 19, the ministry said in a statement on its website. The rate will range between 7.7 percent and 11.19 percent, depending on the subsidy margin, according to the statement.The initial ruling accused several EU companies, including France's Roquette Freres and Netherland's AVEBE, of receiving subsidies.China launched an anti-subsidy investigation into potato starch imports from the EU on August 30, 2010 at the request of the China Starch Industry Association. This was China's first-ever anti-subsidy probe into imports from the EU.China had earlier decided to impose anti-dumping tariffs ranging from 12.6 percent to 56.7 percent on EU potato starch products. The new tariffs were effective from April 19.
