SAN DIEGO (KGTV) – A new interactive map produced by San Diego County officials shows the cities and communities hardest hit by the coronavirus.The county launched its COVID-19 case rate map on Thursday, and it uses a color tier system similar to the state’s “Blueprint for a Safer Economy” reopening plan.Users can look at case rates per 100,000 residents in specific areas or search by ZIP code.County Public Health Officer Dr. Wilma Wooten said, “Cities had previously requested the map to determine how they are faring during the pandemic. The map gives cities a clearer picture of how COVID-19 is impacting their residents and will help them determine whether to take more aggressive actions to enforce the public health guidance to slow the spread of the virus.”San Diego County tallied a record 661 coronavirus cases on Nov. 10. Purple tier-related restrictions take effect midnight on Saturday, Nov. 14.Many nonessential businesses will be required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.The restrictions include closing amusement parks. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers will be able to remain open with 25% of the building's capacity. No food courts will be permitted.Schools will be able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. Smart streetlights do not have this technology, said Lt. SAN DIEGO (KGTV) - A man says his car was stolen while he was picking up a delivery order from a Subway in Clairemont. Luis Riveramerced said he was working for Postmates, a food delivery app, on Tuesday when he stopped at the Subway in Clairemont Town Square.“All I had to do is grab the bag and take off,” he said.So he felt comfortable leaving his car running, expecting to be in and out in a few seconds.“If I know it’s pick-up only, then I'll let my car run. I’ll just grab it,” he said.But while he was inside, he noticed part of the order was missing. As he was waiting for the order to be fixed, surveillance video captured a man peeking into the store, getting in his car and driving away.“I was like wow,” he remembered thinking when he went back outside. “I wasn’t expecting somebody to jump in my car right in front of me and take off like that.”He called the police but by the time they got there, the driver was long gone.“You put a little bit of trust and now I will never do that again,” said Riveramerced.A Navy veteran, he said he’d been working for Postmates for a few weeks. SAN DIEGO (KGTV) -- A man attempting to kill weeds set his house on fire in San Diego on Sunday morning, according to firefighters.The man was trying to use a hand-held propane torch to kill the weeds in a planter box in front of his property when the plants caught fire.Shortly after the plants caught fire, the flames spread to the rest of the house.Firefighters arrived quickly and were able to extinguish the flames in about 5 minutes.Authorities estimate there is about ,000 in damage to the house.No one was injured. 533

SAN DIEGO (KGTV) — A San Diego couple is doing all they can to bring joy to hundreds of kids living in orphanages and shelters around the county.And despite the pandemic, they have donated thousands of stuffed animals to little ones in need.Charles and Linda van Kessler, with Passion 4 Kids, have donated 5,000 stuffed animals this year to kids in orphanages and shelters around the county."They need so much more and deserve so much better," Linda van Kessler said. "For these kids, it means a lot. It's something that's theirs. Something that gives them unconditional love."More than half of Passion 4 Kids' donations have been delivered in the past month. The couple says the kids cling to their new toys like a security blanket, of sorts."They are just so craving for love and someone to care about them and play with them. Most of the time we end up in tears because it's just so heartbreaking," Linda said.Charles says he knows the power of giving comfort first hand. He spent nearly 10 years in an orphanage in Amsterdam during World War II."I saw my family snatched away for the nazis. So I ended up in a state orphanage for 8 years, of abuse. I ran away and when I came to America I immediately decided to create a charity," Charles van Kessler said.And the pandemic has taken a toll on children.
