CAIRO, Jan. 23 (Xinhua) -- As part of bilateral efforts to enhance cultural cooperation between the two great civilizations, China, as the Guest of Honor, will participate in the 43rd Cairo International Book Fair in Egypt."An outstanding Chinese delegation will attend the fair to inform the Egyptian people all about Chinese culture," said Chen Dongyun, cultural counsellor of the Chinese Embassy in Egypt.Some 248 publishers, 13 renowned scholars, writers and artists will display about 10,000 books about the achievements made by China in various fields such as politics, economy, science and technology, and culture.The fair, the most important of its kind in the Arab region, will be held on Jan. 29 through Feb. 8 in the Cairo International Conference Center. The annual fair began in 1969.The Chinese hall in the center covers an area of 1,400 square meters, with special areas allocated for a variety of exhibitions about the history of the evolution of Chinese characters, photos reflecting Sino-Egypt friendship and landscape of modern China and intangible cultural heritage.The fair also includes a seminar featuring literature and translation among Chinese and Egyptian writers and artists and a week-long film show in which six Chinese films with Arabic subtitles will be introduced to the audience.Chinese participation reflected the common consensus of the leaders of the two countries to deepen mutual understanding and friendship and will serve to promote the sound and sustainable development of bilateral relations, Chen said.Zhang Jichen, vice president of China National Publications Import and Export (Group) Corporation, which is in charge of the organization of the Chinese activities at the fair, said a cooperation agreement between the General Administration of Press and Publication of China and Egypt's Ministry of Culture.China will also present some 1,000 high-quality books to the National Library and Archives of Egypt and the Alexandria Library.The fair is expected to attract 632 publishers from 29 countries, including 17 in the Middle East. More than two million visitors participate in the fair each year.

SHANGHAI, Jan. 29 (Xinhua) -- Three Carrefour stores were fined 500,000 yuan (75,988 U.S. dollars) each on Saturday for overcharging customers in east China's metropolitan Shanghai, said municipal price regulators.The fine is the highest for such wrongdoing, with the tickets being issued Saturday morning.The three stores were also ordered to correct their illegal pricing and refund overcharged customers, said the regulators.A hearing will be held to decide the final amount of the fine. Carrefour representatives will be able to respond to the charges at the hearing, according to regulators.China's price regulator announced last week that it had found several retailers cheating customers, which included 11 of Carrefour's China stores.Carrefour China promised customers Saturday that it would provide refunds of five times the difference between advertised prices and incorrect prices charged at registers, after it was blacklisted by Chinese authorities due to deceptive pricing.Chen Bo, spokesperson with Carrefour China, apologized to Chinese customers during an exclusive interview with Xinhua.Chen said the company has started to work on this pricing issue.Carrefour China has established both short-term and long-term measures to resolve the issue, Chen added."We will have our special control group conduct internal price inspections, with wide coverage and high frequency," Chen said.Chen said the refund policy would be permanently implemented at Carrefour's 182 outlets in China, with non-implementation of the policy being regarded as a violation of company rules.The National Development and Reform Commission, China's top economic planner, also urged authorities to step up price checks ahead of the Spring Festival, which falls on Feb. 3 this year.The Spring Festival holiday is usually the busiest shopping season, as the public makes large purchases of food and gifts for families and friends.

BEIJING, May 28 (Xinhua) -- The issue of third-party online payment permits in China this week will boost the sector's development through giving it a legal status, analysts said.The People's Bank of China (PBOC), or the central bank, on Thursday announced its first batch of electronic payment licenses to 27 qualified third-party online payment platforms, including Alipay, Tenpay and 99bill.It also stipulated that all the third-party payment businesses should obtain licenses before September, or cease doing business.The move has long been awaited after the central bank said in June last year that non-financial institution payment service would be regulated, and that all businesses involved in the service must get licenses before Sept. 1, 2011.The license covers payment transactions such as Internet payment, mobile phone payment, bank card acquiring service, issuance and accept of prepaid cards and currency exchange.The move provides a legal status for the third-party payment sector so that it can develop in a more standard and healthy way, said Zhang Meng, an analyst with Analysys International, an Internet market information provider.Third-party payment enterprises refer to those non-financial operators who work as the third party between buyers and sellers to provide payment settlement through Internet, telephones or mobile phones.China has the world's highest number of Internet users, with about 457 million netizens, among whom 148 million were active online shoppers as of the end of last year.China's online payment topped 1.09 trillion yuan (167.29 billion U.S. dollars) last year. The figure was 397.3 billion yuan in the first quarter this year, almost doubled year-on-year.99bill CEO Guan Guoguang called the issue of the third-party payment licenses "a milestone" for China's e-payment sector.Requiring that enterprises must be licensed to operate e-payment businesses will help standardize the sector, improve services and boost integration of e-payment and e-commerce, said Guan.The first group of e-payment license holders include Alipay.com Co. LOS ANGELES, May 12 (Xinhua) -- A subsurface ocean of molten or partially molten magma exists beneath the surface of Jupiter's volcanic moon Io, the Jet Propulsion Laboratory (JPL) said on Thursday."The finding heralds the first direct confirmation of this kind of magma layer at Io and explains why the moon is the most volcanic object known in the solar system," JPL said in a press release posted on its website.The finding was based on new data analysis from NASA's Galileo spacecraft, said JPL.The research was conducted by scientists at the University of California, Los Angeles; the University of California, Santa Cruz;, and the University of Michigan, Ann Arbor. The study is published this week in the journal Science, JPL said."Scientists are excited we finally understand where Io's magma is coming from and have an explanation for some of the mysterious signatures we saw in some of the Galileo's magnetic field data," said Krishan Khurana, lead author of the study and former co- investigator on Galileo's magnetometer team at UCLA."It turns out Io was continually giving off a 'sounding signal' in Jupiter's rotating magnetic field that matched what would be expected from molten or partially molten rocks deep beneath the surface."Io produces about 100 times more lava each year than all the volcanoes on Earth, according to data released by JPL in Pasadena, Los Angeles.While Earth's volcanoes occur in localized hotspots like the "Ring of Fire" around the Pacific Ocean, Io's volcanoes are distributed all over its surface, JPL said, adding that a global magma ocean about 30 to 50 km beneath Io's crust helps explain the moon's activity."It has been suggested that both the Earth and its moon may have had similar magma oceans billions of years ago at the time of their formation, but they have long since cooled," said Torrence Johnson, a former Galileo project scientist based at JPL, an affiliation with NASA."Io's volcanism informs us how volcanoes work and provides a window in time to styles of volcanic activity that may have occurred on the Earth and moon during their earliest history," said Johnson, who was not directly involved in the study.NASA's Voyager spacecraft discovered Io's volcanoes in 1979, making that moon the only body in the solar system other than Earth known to have active magma volcanoes. The energy for the volcanic activity comes from the squeezing and stretching of the moon by Jupiter's gravity as Io orbits the largest planet in the solar system.Galileo was launched in 1989 and began orbiting Jupiter in 1995. Unexplained signatures appeared in magnetic field data from Galileo flybys of Io in October 1999 and February 2000. After a successful mission, the spacecraft was intentionally sent into Jupiter's atmosphere in 2003.
