SAN DIEGO (KGTV) - Mayor Kevin Faulconer is proposing new regulations for dockless scooters around the city.Faulconer, Council members Lori Zapf and Chris Cate, and representatives from the scooter companies held a press conference Monday morning at NTC Park, in Liberty Station to address growing concerns over the safety of dockless scooters. “We want to make sure that its safe, that there are clear rules of the road and regulations that make sense.”Faulconer is proposing to “geo-fence” certain areas around the city. SAN DIEGO (KGTV) - Just ahead of this holiday week, San Diego's Cross Border Xpress (CBX) unveiled new biometric facial comparison technology. The CEO of the sky bridge that connects travelers directly to the Tijuana International Airport told ABC 10News that it will further secure and streamline travel into the United States.The U.S.-Mexico border is still closed to non-essential travel because of COVID-19. CBX CEO Jorge Goytortua said CBX is still not encouraging people to travel right now but if they do, they can take advantage of this technology.“Within seconds, the technology will recognize the passenger in a [Customs and Border Protection (CBP)] database,” said Goytortua. He told ABC 10News that the comparison process happens only at a time and place where travelers are already required by law to verify their identity by presenting travel documents. Goytortua says that when a traveler arrives at the CBP processing area, he or she will have a photo taken at the primary inspection point. A CBP officer will do a review by retrieving the traveler's passport or visa photo from government holdings. The new photo will be compared to the previously collected photo.“It's going to be a hands-free process. It's going to be a much faster process,” he told ABC 10News.He added that CBX does not have access to the photos. Only CBP officers can see them. If travelers are still concerned about privacy, he said it's not mandatory to use the technology. “You can ask the officer if you don’t want to be processed like that then you will be processed the traditional way with your document read it on the scan. SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million.The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community.
