BEIJING, Dec. 20 (Xinhua) -- China's top judge, Wang Shengjun, on Monday urged the nation's courts to pay close attention to the impact on people's standards of living caused by recent price hikes.Also, the courts should properly handle disputes regarding employment, social security, education, medical treatment, housing and consumption sectors, in an effort to safeguard people's vital interests, said Wang, President of the Supreme People's Court of China, at a meeting attended by presidents from the countrywide high courts.Further, the Supreme People's Court urged local authorities to crack down on telecom and internet fraud, the fight against production and sales of poisonous food and fake medicine, and ensuring the safety of people's health and property, according to Wang.All courts should also properly handle disputes concerning farmers' rights and interests, including cases relating to the sale of agricultural products and pay to migrant workers, Wang said.Wang also urged the courts in various regions to take an active part in the country's efforts in protecting intellectual property rights and environmental protection, and hand down severe punishments for work-related crimes.As to people's letters and appeals to the higher authorities for help, Wang said the courts and police officers should speed up dealing with long-pending cases, and resolve problems and complaints from people.Statistics from the Supreme People's Court showed that in the first 11 months of this year, courts at various levels had received 9,754,141 cases and completed handling 8,967,396 cases, up 0.15 percent and 2.14 percent year-on-year.Wang also said the courts had played an effective role in serving economic and social progress.

CHENGDU, Nov. 21 (Xinhua) -- Twenty-eight miners were trapped in a colliery flood in southwest China's Sichuan Province on Sunday, the local safety watchdog said.The accident happened at 11 a.m. in Weiyuan County of Neijiang City.Altogether 41 miners were working underground when a pit of Batian Coal Mine was flooded. Thirteen of them escaped, said Lin Shucheng, chief of the provincial work safety bureau.He said rescuers had begun pumping flood water from the pit early in the afternoon. MOHE, Heilongjiang, Jan. 1 (Xinhua) -- An oil pipeline linking Russia's far east and northeast China began operating Saturday.At 11:50 a.m., Yao Wei, general manager of the Pipeline Branch of Petro China Co., Ltd. (PBPC), pushed a button in the China-Russia border county of Mohe, Heilongjiang Province, five hours after the crude oil began being pumped through the pipeline to the border, marking the official start of operations after a two-month trial.PBPC is the operator of the Chinese section of the pipeline.The pipeline, which originates in the Russian town of Skovorodino in the far-eastern Amur region, enters China via Mohe and ends at China's northeastern city of Daqing. As 550,000 tonnes of crude oil had already traveled through the pipeline during the test run period, the Daqing terminal receives the oil 15 minutes after Yao pushed the button at Mohe."The operation of the China-Russia crude oil pipeline is the start of a new phase in China-Russia energy cooperation," Yao said at the launching ceremony.He noted that the pipeline would improve the nation's energy-imports structure and promote economic development.Sergey Tsyplakov, Russian trade representative in China, also said in early December that the completion of the pipeline project was a "milestone" for the development of both countries.Construction of the 1,000-km-long pipeline project, with 72 km within Russia and 927 km in China, started last year, and it will transport 15 million tonnes of crude oil from Russia to China annually between 2011 to 2030, according to the agreement signed between the two countries.This volume of oil means adding 8 billion U.S. dollars to the trade volume between China and Russia, and the import tariffs for China on the oil will be up to 10 billion yuan (1.5 billion U.S. dollars), according to the projection by Chinese customs officials based on the current international crude oil price.Yao said that after the oil arrives at Daqing's Linyuan Station it will enter the Pipeline Networks of Northeast China and be pumped to oil refineries in Dalian, Fushun and other cities.Luo Xuefeng, director with the entry-exit inspection and quarantine bureau of Mohe, said workers with the bureau would take daily oil samples to monitor the quality of the oil."So far, the pumped oil is qualified as regulated in the agreement," Luo said.The annual amount of oil shipped through the pipeline could increase, depending on the drilling capacity in Russia, said Tsyplakov.Further, Li Fuchuan, a researcher with the Chinese Academy of Social Sciences, said the operation of the oil pipeline would not only increase the crude trade, but also improve mutual trust between China and Russia, laying an economic foundation for the two countries' strategic partnership.Zhang Shibin, deputy manager of the PBPC Daqing branch, said although the operation has worked well during the trial period, measures need to be performed to prevent pipes from cracking in May."The pipe will face an 'important test' in May as snow and ice will melt at that time, bringing challenges to us. BEIJING, Dec. 3 (Xinhua) -- China's Ministry of Commerce (MOC) Friday welcomed ruling from the World Trade Organization (WTO) that the European Union (EU) anti-dumping duties on Chinese screws and bolts were discriminatory and are in violation of global commerce rules.For a long time, the EU has been requiring Chinese exporters to prove they meet with the "single duty" requirements when they are responding to anti-dumping cases, bringing a heavy burden and unfair treatment to Chinese companies, said an official with the MOC.In particular the WTO ruled the EU's single duty requirements and practices are discriminatory and violated WTO rules.China urged the EU to respect the WTO ruling and rid itself of codes or practices that go against WTO rules and treat Chinese exporters fairly to ensure normal trade between China and the EU, the official said.At the beginning of 2009, the EU decided to impose anti-dumping duties of up to 87 percent for the next five years on fasteners imported from China.The WTO set up an expert panel on Oct. 23, 2009 after China initiated the WTO case on July 31, 2009, saying anti-dumping measures taken by the EU against the import of Chinese steel fasteners violated WTO trade rules.
