FUZHOU, Oct. 23 (Xinhua) -- Senior Communist Party of China (CPC) leader Zhou Yongkang, while on an inspection tour, has urged officials in the coastal province of Fujian in southeast China to pursue leapfrog economic development.Fujian should make full use of the opportunity for development and put in place the next five-year development plan based upon its real conditions to significantly improve the people's standards of living, said Zhou, member of the Standing Committee of the Political Bureau of the CPC Central Committee.He further said the province should increase its economic and cultural exchanges with Taiwan.Zhou also told officials to divert more government spending and public services to impoverished areas and low-income residents to boost the development of the old revolutionary base areas, as well as the western and northern areas in Fujian.

BEIJING, Oct. 20 (Xinhua) - China's State Council, or the Cabinet, unveiled a set of guidelines Wednesday, aiming at helping reconstruction work in landslide-hit Zhouqu County in Gansu Province.The guidelines affect taxation, finance, education and employment policies in the region which was devastated by the massive mudslide on Aug. 8.The document clarified that funds for the reconstruction would come primarily from central government subsidies.It said that priority would be given to rebuild damaged residential houses, public services, infrastructure and prevent the spreading of diseases.It specified tax reduction measures for enterprises and individuals who had organized and collected donations, and encouraged banks and financial institutions to increase loans to the mudslide-hit areas.Land required for housing, infrastructure and reconstructing public facilities will be allocated by the local government, according to the document.Local governments or universities have also been directed to financially assist Zhouqu-born college students, while high-school students in the landslide-affected areas have been exempted from paying tuition fees, the document said.A massive mudslide triggered by rainstorms slammed Zhouqu county in northwest China's Gansu Province on Aug. 8, leaving 1,472 dead, 294 missing and more than 15,000 people homeless.

BEIJING, Sept. 26 (Xinhua) -- The Chinese government Sunday released a white paper on human rights in China in 2009, highlighting the role of Internet freedom and the country's efforts in safeguarding citizens' legitimate civil and political rights."The overall cause of human rights has been promoted in an all-round way," says the white paper, published by the State Council Information Office under the title "Progress in China's Human Rights in 2009."Chinese netizens' right to freedom of speech on the Internet was protected in 2009 and the Internet has become a new channel for the Chinese government to gauge public opinion, and consequently improve its governance, the report reads.It has become "common practice" for governments at all levels to consult the public via the Internet before formulating some policy, it says.It adds government agencies have set up special websites to facilitate the public's reporting of corruption and dereliction of duty among officials.In 2009, the Chinese government promulgated and implemented its first national action plan with human rights as the theme.The National Human Rights Action Plan of China (2009-2010), which applies the Constitutional principle of respecting and protecting human rights to the various fields of politics, economy, culture, social construction, etc., has been "effectively implemented", according to the white paper.Chinese people's standard of living "has been further improved on the basis of economic and social development" after the country put forward a 4-trillion-yuan (596.6 billion U.S. dollars) stimulus package in the wake of the international financial crisis, it says.In 2009, the per capita net income of rural residents was 5,153 yuan, and the per capita disposable income of urban residents was 17,175 yuan, an increase of 8.5 percent and 9.8 percent respectively over the previous year.The white paper is China's 9th report on human rights since the country began releasing the document in 1991.

  

NANJING, Oct. 31 (Xinhua) -- United Nations Secretary-General Ban Ki-moon on Sunday urged China to keep moving down the path of sustainable development and put greater emphasis on social equity and environmental sustainability.Addressing students of Nanjing University in east China's Jiangsu Province, Ban said as the world's most populous country with the fastest growing economy, China has become the world's largest manufacturer and exporter but also the greatest emitter of greenhouse gases."Seven of the world's 10 most-polluted cities are in China. Your environmental footprint is growing daily," Ban said, adding that fortunately China is beginning to fight the side-effects of prosperity -- climate change and environmental degradation -- besides poverty.The UN chief noted that many of these development problems were raised during discussions as Chinese leaders recently met to draw the 12th Five-Year Plan for economic and social development of the country from 2010 to 2015.Ban applauded the Chinese government's goal of leading the country into an all-around Xiaokang society, or well-off society, by 2020 and said making Xiaokang a reality will, perhaps, ultimately become China's "great export -- its gift to humankind.""You already have a concept for it... Let China be the country to show the way ahead. Let China show the world how to live comfortably, in harmony with the environment while leaving none of its citizens behind," Ban said."China is serious about sustainable development. We all need to get serious about sustainable development," he added.On the UN Framework Convention on Climate Change (UNFCCC) talks, Ban said he is pleased to see progress in adaptation, technological cooperation and steps to reduce deforestation, but he has concerns over the slow progress in setting mitigation targets, monitoring, verification and the future of the Kyoto Protocol.The UN chief called on all governments to work together in a spirit of compromise and common sense in pushing forward UNFCCC progress during the Cancun meeting in December.Ban was in Nanjing for a short visit after attending the Summit Forum held on the closing day of the Shanghai World Expo. He received an Honorary Doctorate in Laws from Nanjing University.Ban began his China visit on Saturday and is expected to leave on Wednesday.

  

XIAMEN, Sept. 7 (Xinhua) -- The Second World Investment Forum (WIF), seeking to offer insights on the balance between investment and sustainable development, opened Tuesday in Xiamen, in southeast China's Fujian Province.With the theme "Investment for Sustainable Development," the forum is organized by the United Nations Conference on Trade and Development (UNCTAD) and has attracted more than 1,500 overseas investors, policymakers and international organization representatives."International investment is high on the agenda of global policy-making," United Nations Secretary-General Ban Ki-Moon said in a video message to the forum.Despite the recovery of worldwide capital flows since the downturn in 2009, Ban said, the recovery remained fragile and the consequences of climate change were "increasingly clear.""We must work together to advance responsible investment and corporate sustainability," said Ban.He urged governments and businesses to make investments that better stimulated economic activity while promoting energy efficiency and green technology.He stressed the critical role of private investment in the spread of environment friendly practices and in reaching the UN's Millennium Development Goals (MDGs).Established in 2000, the MDGs are eight development goals to be achieved by 2015. Agreed to by UN member states, the goals include time-bound targets for reducing extreme poverty and child mortality rates, fighting disease epidemics, promoting gender equality, education and environmental sustainability.The forum participants include World Trade Organization Director-General Pascal Lamy and senior officials from many countries.The high-profile list "demonstrates the importance that international investment has gained as an engine of growth and development," UNCTAD Secretary-General Supachai Panitchpakdi said at the opening ceremony.The four-day forum would examine the challenges and opportunities for global investment in the post-crisis economy.He urged "a new generation of investment policies" to promote a transformation towards a low carbon economy.The forum also features presentations from countries showcasing climate change-related investment projects.Energy and drilling companies and engineering firms from Iceland will also attend the event to contribute their experience on the use of clean energy."The abundance of clean energy is the main reason why Iceland is... an attractive investment location for foreign companies," said Olafur Ragnar Grimsson, President of Iceland.Iceland had based all its electricity production and space heating on clean energy.However, Grimsson recalled that before the 1970s, more than 80 percent of energy in Iceland came from imported coal and oil."The climate crisis is primarily a call for a fundamental energy revolution, a comprehensive transformation from fossil fuel to green energy sources such as solar, wind, geothermal, hydro and biomass sources," he said.Chinese Vice President Xi Jinping delivered a keynote speech at the opening ceremony.The three-day forum will include conferences on the impact of investment on sustainable development; how stock exchanges can promote sustainable business practices; and the need for a recognized set of principles for borrowers and lenders that promotes sustainable debt and credit conditions.Also included is a ministerial round table that will address investment policy coherence in the post-crisis environment.
