NAIROBI, Feb. 23 (Xinhua) -- The East Africa Community (EAC) and the Chinese government held talks on Wednesday to explore new areas of cooperation and boost trade between both sides.A statement from the EAC Secretariat said China's Ministry of Commerce Director Department of West Asian and African Affairs Chai Zhijing held discussions with Secretary General of the East African Community Juma Mwapachu on bilateral cooperation. "The Chinese delegation were at the EAC Headquarters to explore areas of cooperation specifically trade and investment opportunities in areas such as agriculture, animal-husbandry, production and processing of mineral and other natural resources, manufacturing, commerce and logistics, and tourism," the statement said.It noted that the delegation wants to know how China could support and facilitate cross-border infrastructure projects such as transport, communication and power.The Chinese and EAC officials also discussed cooperation in human resource development and training.Speaking during the meeting, Mwapachu said the visit by the director will open further the cooperation space between China and the EAC.He said the prevalence of Chinese firms in the region was very high in the construction industry and some other infrastructural developments.He noted that Chinese companies were involved in the construction of the EAC Arusha-Namanga-Athi River Road projectThe EAC secretary general said the regional economic bloc, which comprises Kenya, Uganda, Tanzania, Rwanda and Burundi, was truly looking forward to forging a lasting relationship with China.Chai said China has very good economic and cultural relations with all the five partner states of the East African Community and that all the five states were enjoying economic stability.He said EAC had a reputable framework for integration and development for the region, adding that "these form the solid basis for establishing cooperation with the People's Republic of China."The two sides agreed to come up with a concrete framework for engaging each other in the identified areas of cooperation, within one month.

BEIJING, Jan. 30 (Xinhua) -- A total of 248 people were arrested in China last year for involvement in food safety cases, food safety authorities said Sunday.The country dealt with 130,000 cases involving food safety last year, including 115 criminal cases, according to a statement of the National Food Safety Regulating Work Office.The cases touched upon such areas as production of edible agricultural produce, food production, food circulation, catering services and food exports and imports,"No major incident occurred last year, and the overall food safety situation maintained stable," said the statement.Last year also saw a nationwide crackdown on "gutter oil", usually made from discarded kitchen waste that has been refined, after media reports that it was commonly used by small restaurants.Since July when the State Council, or Cabinet, ordered the eradication of "gutter oil", 165.7 tons of edible oil has been confirmed to have been disqualified and produced by unknown sources.Chinese authorities since July last year have also cracked down on the use of undisposed tainted milk powder produced before the melamine scandal of 2008.About 2,132 tonnes of melamine-tainted milk powder was seized in the latest crackdown, the statement said.A total of 191 officials were punished for failing to do their duty in food safety enforcement, with 26 of them fired, it said.In July last year, Dongyuan milk powder, produced in west China's Qinghai Province, was found to contain excessive levels of melamine, a toxic chemical normally used in the manufacturing of plastics, which triggered the nationwide crackdown.It is the latest blitz on tainted milk products since 2008 when melamine-tainted milk powder killed at least six infants and sickened 300,000 children across the country.

SHANGHAI, Feb. 19 (Xinhua) -- Shanghai and several other Chinese cities have moved to restrict home purchases in a bid to deflate bubbles in the real estate market.The rules, which were revealed by Shanghai's Housing Guarantee and Administration Bureau on Saturday, prohibits new home purchases from locally-registered families who have owned two or more homes and non-local registered families who have owned at least one home.Additionally, non-Shanghai registered families who have no documents certifying they have paid for social security or income tax in the city for one year are banned from buying property.Sales of commercial homes fell 42.4 percent year on year in Shanghai in 2010 as earlier measures to curb the speculative demand in the real estate market took effect.Despite the fall in sales volume, the average price of new commercial homes rose by 7.6 percent to 20,995 yuan (3,200 U.S. dollars) per square meter last year.On the same day, authorities in the eastern city of Nanjing and the northeastern city of Harbin rolled out similar purchase restrictions.On Wednesday, the Beijing municipal government unveiled even tougher measures to prohibit home purchases from non-local registered families who have no proof of social security or income tax payments in the Chinese capital for five straight years.The purchase limits came after the State Council, China's Cabinet, ordered late last month that cities where home prices are skyrocketing must implement strict measures to restrict home purchases over a period of time.The State Council also said that local governments will be responsible for the stable and healthy growth of property markets and are required to publicize, before the end of March, the annual "controlled" price targets for new homes.China has implemented a series of measures since last year, which includes higher down payment and lending rates, and bans on mortgage loans for third homes, to rein in the rapid rise in housing prices.Soaring prices have become a major concern for urban Chinese residents as more homes turn unaffordable.
