SAN DIEGO (KGTV) -- Chief Edward Gallagher has retired weeks after it was determined his rank would remain intact, an attorney confirmed. In late November, Gallagher and three other SEALs were notified that a board of peers would determine whether or not they should remain SEALs, the Associated Press reported. President Donald Trump then ordered the Navy to allow Gallagher to retire as a SEAL with his rank intact. Defense Secretary Mark Esper allowed Gallagher to retire without the possibility of being removed from the SEALs — at the President's direction — shortly after firing then-Navy Secretary Richard Spencer over his handling of the case.RELATED:Trump says Navy won’t remove Gallagher’s SEAL’s designationEsper says Trump ordered him to allow SEAL to keep statusPentagon chief fires Navy secretary over SEAL controversy“I have directed the Chief of Naval Operations to terminate the Trident Reviews for three Naval Special Warfare officers. Given the unique circumstances of these three remaining cases, I have determined that any failures in conduct, performance, judgment, or professionalism exhibited by these officers be addressed through other administrative measures as appropriate, such as letters of instruction or performance observations on their officer fitness reports," Modly wrote.Gallagher was acquitted of murder in the deadly stabbing of an Islamic State militant captive in Iraq. He was, however, convicted of posing with a corpse. 1471

SAN DIEGO (KGTV) — Cities are rushing to adapt to the ever-changing State mandates on indoor facilities caused by the coronavirus pandemic. City governments are coming up with different ways to help local businesses stay afloat.Rediscovering the great outdoors has been a roller coaster ride for city tacos owner, Gerald Torres."We kind of did a 180 and closed it all down, and now we're doing a 180 again and opening up for patios," Torres said about his La Mesa location. This comes after the city of La Mesa enacted an Executive Order on Thursday, which allows businesses to use outdoor spaces for dining, displaying products, and other services.Meanwhile, Coronado waived its alcohol prohibition in city parks, just ahead of this weekend's Spreckels Park Outdoor Dining Room event. This is a move to get people to buy local take-out, and picnic outdoors.Coronado also approved gyms to hold classes at Spreckels Park, Bradley Field, and the beach."We feel fortunate that we live in a town where we can just jump out into the park and do yoga," Stephanie Anderson with Island Yoga Coronado said.Tuesday, San Diego Mayor Kevin Faulconer signed an Executive Order waiving permitting requirements for sidewalks and parking lots for restaurants expanding outdoors. On the same day, Chula Vista approved plans to block off car traffic on Third Avenue on weekend evenings. This will help diners expand their businesses onto the entire street, not just on sidewalks and parking lots. The Third Avenue Village Association will discuss details and the start date at a special meeting next Wednesday. On Wednesday, Poway approved its Shared Outside Spaces (SOS) program, which lets houses of worship and gyms to hold activities at city parks. The city began accepting applications Friday morning. The city says we could be seeing yoga classes at parks as early as Monday. Both local governments and businesses must stay nimble to fight through the pandemic."There is no quit in my team," Torres said. "Everyone has stepped up to the plate. We find out what the rules of the game are now, and operate within those rules."All local governments say in order to operate outdoors, businesses must still follow all health guidelines set by the county and state. 2252

SAN DIEGO (KGTV) - Attention is now turning to the southern border after Wednesday's border closure with Canada. On Thursday, the walkway into Tijuana was nearly empty but the San Ysidro Port of Entry remains open, for the time being. “It's going to have major implications for us, particularly for us here in Southern California, if we see a closing of the U.S.-Mexico border,” says Dr. David Shirk with the University of San Diego, where he works as a professor with an area of expertise in U.S.-Mexico relations. RELATED: Senate GOP to unveil stimulus plan that includes ,200 payments for most AmericansShirk says that if the U.S. proceeds with any closure, not only will families be separated, but there will also be a major shortage of supplies like foods that are harvested in Baja and transported north. “Something that the federal government needs to take into consideration is that our economy is critically interlinked with Mexico,” he adds.As of Thursday morning, there were only 118 reported cases of COVID-19 in Mexico. Mexican President Andrés Manuel López Obrador has been criticized in recent days for not taking enough containment measures. Video on the Washington Post's website shows him shaking hands at a big rally last Saturday and kissing a supporter. San Diego Mayor Kevin Faulconer said Thursday that he has requested for the State of Baja to adopt the same precautionary measures that are being taken in San Diego. This Wednesday, the Mayor of Tijuana decided to cancel events with more than 100 people. Schools in Tijuana are reportedly now closed. RELATED: San Diego and national closures, cancellations, postponements due to COVID-19Shirk says Mexico has likely been slower to respond to the pandemic out of fears over its own economy. “I think there's real concern in the López Obrador Administration that an overly drastic response to the coronavirus crisis could cripple Mexico's economy and that has to do with the fact that for the last couple of years Mexico's growth rate has basically remained about flat," Shirk. U.S. Customs and Border Protection (CBP) sent 10News a statement about any possible plans for a border closure:“What we can say right now is that the U.S. Customs and Border Protection’s (CBP) highest priority is to ensure the health, safety and security of our workforce and the American people. CBP agents and officers will maintain situational awareness while identifying individuals who have traveled from or transited through countries affected by COVID-19. CBP continues to process cargo as there has been no identified threat as it relates to cargo shipments.CBP officers use a combination of traveler history records, questioning, observation, and self-declarations to further identify individuals requiring enhanced health screening by the Centers for Disease Control and Prevention (CDC). Currently, all CBP ports of entry are following the same operational guidance as issued by Presidential Proclamations and the Department of Homeland Security. If CBP observes a traveler with symptoms of COVID-19, we will refer them to the (CDC) and or DHS medical contractors for enhanced health screening. CDC personnel are responsible for the enhanced health screening of travelers in all locations nationwide.CBP has issued guidance to all employees that outlines the current comprehensive use of Personal Protective Equipment including guidance regarding wearing masks in the appropriate circumstances.
