BEIJING, Nov. 3 (Xinhua) -- Senior Communist Party of China (CPC) official Zhou Yongkang on Tuesday concluded a visit to India that helped promote development of mutual trust and bilateral cooperation between the two Asian nations.Zhou, member of the Standing Committee of the Political Bureau of the CPC Central Committee and also secretary of the Commission for Political and Legal Affairs of the CPC Central Committee, met Monday with Indian Prime Minister Manmohan Singh in New Delhi, India's capital.During the meeting, Zhou said strengthening political mutual trust with India was the key to deeper cooperation with the country and that the leaders of the two countries should often exchange views in great depth and with great frankness on major issues of mutual concern.Zhou said China and India had a combined population of 2.5 billion and there existed a great space for developing cooperation in the economy and trade, and people-to-people and cultural exchanges.He said both China and India faced the heavy task of developing their own economy, improving people's living standards and safeguarding social stability.Zhou said, while China was making its 12th five-year plan for socioeconomic development in the 2011-2015 period and India making its 11th five-year plan, China wished to increase political trust with India, expand cooperation of mutual benefit, and deepen the strategic cooperative partnership with India.Prime Minister Singh said the friendly relations between India and China played an extremely important role in promoting peace, stability and development in Asia and even in the whole world.Zhou also met on Monday with ruling Indian National Congress party President Sonia Gandhi and party General Secretary Rahul Gandhi.During the meeting, Zhou said the development of China and India provided opportunities rather than posed challenges to each other.Both China and India believed the world was big enough to accommodate the common development of China and India, Zhou said, adding the Chinese side was happy for every achievement that India made in its development.As for the China-India trade, which is expected to reach 60 billion U.S. dollars this year, Zhou said there was still great potential for the two big emerging powers to tap.He hoped both sides could deepen the strategic cooperative partnership further, strengthen practical cooperation in various fields, and increase personnel exchanges at different levels.Sonia Gandhi said India had always paid great attention to China's development and welcomed the improvement in the living standard of the Chinese people.She said India's and China's development had speeded up the recovery of the world economy in the face of the international financial crisis and she hoped both sides could strengthen coordination and cooperation further and tackle various global issues in a better way and maintain the favorable momentum of development.Zhou also met with Indian Minister of External Affairs S. M. UNITED NATIONS, Oct. 7 (Xinhua) -- China on Thursday called on all states to make joint efforts to advance the international disarmament, arms control and non-proliferation process.Wang Qun, the Chinese ambassador for disarmament affairs, made the appeal in a speech delivered at the General Debate of the First Committee of the 65th Session of the UN General Assembly."We welcome the positive progress that has been made in the international arms control and disarmament field since the beginning of this year. To advance the international disarmament, arms control and non-proliferation process, joint and unremitting efforts are called for on the part of the entire international community," Wang said.He said that China welcomes the recent signing of a new bilateral nuclear disarmament treaty between the United States and the Russian Federation, and wishes to see the early ratification of the treaty."In the meantime, we hope that they, as countries with largest nuclear arsenals and special and primary responsibility for nuclear disarmament, will continue to make drastic and substantive reductions in their nuclear arsenals, so as to create the necessary conditions for the ultimate realization of complete and thorough nuclear disarmament," he said."When conditions are ripe, other nuclear-weapon states should also join the multilateral negotiations on nuclear disarmament," he added.On issues concerning nuclear non-proliferation, Wang urged the international community to work to safeguard the international nuclear non-proliferation regime and strengthen the safeguards function of the International Atomic Energy Agency."It is essential that all states strictly fulfill their non- proliferation obligations and strengthen their export control systems," he said. "Practices of utilizationism and double standards should be discarded."The ambassador stressed that China wishes to see peaceful solution to regional nuclear issues through dialogues and negotiations, and hopes that the six-party talks on the nuclear issue on the Korean Peninsula could be resumed and the dialogue between Iran and E3+3 -- the United States, Russia, Britain, China, France and Germany -- could be restarted at an early date.REVITALIZING DISARMAMENT TALKSWang highlighted the importance of revitalizing the work of the Conference on Disarmament (CD) so as to take forward multilateral disarmament negotiations."We are of the view that CD's position and role are irreplaceable," he said.In this regard, Wang stressed the three essential principles in advancing the work of CD -- enhance CD's authority and position; respect CD's rules of procedure, particularly its consensus rule; and treat the legitimate security concerns of each member state as equal and address them in an earnest manner."China, for its part, has all along been active and supportive of CD's work," he said."In the meantime, it is also imperative that CD reactivate its substantive work on such core issues as the prevention of an arms race in outer space, nuclear disarmament and security assurances for non-nuclear-weapon states," he added.SAFEGUARDING GLOBAL COMMON SPACEThe ambassador also called for the "active pursuit of a preventive diplomacy in safeguarding a global common space," including outer space and cyber space."Outer space is the common wealth of mankind, and the peaceful use and exploration of outer space is in the interest of the whole human-being," he said, urging the early conclusion of a new legal instrument on the prevention of weaponization in outer space.Cyber space constitutes a new dimension of multilateral arms control diplomacy, Wang said."States should exercise effective administration over cyber space and maintain its security, and avoid it from becoming a new battlefield and a tool of interfering in other countries' internal affairs," he said.China hopes that the international community will work on the basis of a first UN report on the issue of information security to "explore effective ways of combating cyber threats and preserving the sound international cyber order," Wang added.

BEIJING, Sept. 10 (Xinhua) -- Senior Communist Party of China (CPC) leader Zhou Yongkang said here Friday that China-South Africa relations have never been so good.Zhou, member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks when meeting with South African Minister in the Presidency Trevor Manuel.Hailing South African President Jacob Zuma's visit to China in August, Zhou said bilateral cooperation in trade and economy, culture, justice and security had maintained sound momentum.During Zuma's visit, the two countries signed the Beijing Declaration, in which they announced the establishment of the "comprehensive strategic partnership" and mapped out cooperative framework over the next 10 to 15 years.Zhou said he hoped China and South Africa could further implement consensuses reached by leaders of the two countries.Manuel, also in charge of South Africa's National Planning Commission , said he was responsible for the next 15-year plan of South Africa's development, and hoped to learn more from China's success in development.Zhou said China was willing to expand exchanges with South Africa in this regard, as China was working on formulating the 12th Five-year Plan (2011-2015).China became South Africa's largest export destination at the beginning of 2009, and remained South Africa's largest import partner.

BEIJING, Aug. 31 (Xinhua) -- China's banking regulator will strictly implement the central government's macroeconomic policies that aim to curb soaring housing prices, an official said Tuesday.Ye Yanfei, deputy head of the Statistics Department of the China Banking Regulatory Commission (CBRC), said the CBRC will restrain speculative property investment and support the building of affordable housing while controlling risk.China's housing market and lending to the property sector are crucial to the national economy and people's livelihood, as well as to the stable and steady development of the nation's banking sector, Ye said at a seminar in Beijing.Ye's remarks come after the banking regulator said it would further "instruct and monitor" commercial banks' efforts to strengthen the management of lending to home-buyers.Ye's comments echo those of Zhang Ping, director of the National Development and Reform Commission, who said last Thursday in a report to China's top legislature the government will "further implement the measures meant to curb excessive gains in housing prices and resolutely restrain speculative property investment in the second half the year."Ye also said the CBRC has pushed lenders to test the impact of falling house prices, although the regulator said earlier that hypothetical scenarios examined in stress tests do not herald any change in policyHousing prices in major Chinese cities rose 10.3 percent year on year in July, slower than the 11.4 percent growth rate in June, according to official figures.On a monthly basis, housing prices in June fell 0.1 percent from May and July prices were unchanged from June.
