SAN DIEGO (KGTV) — Lime can still operate its dockless scooters and bikes in San Diego, after the city's petition to revoke the company's permit was denied.Tuesday, a hearing officer reportedly refused the city's petition to revoke Lime's Shared Mobility Device (SMD) permit. The city argued that Lime violated municipal code on several occasions.“Lime is pleased with today’s decision and we appreciate the hearing officer for recognizing our compliance in San Diego. As San Diego’s longest serving operator, we value our partnership with the City and look forward to continuing to serve the community," Lime said in a statement.RELATED: City Council committee OKs changes to dockless scooter, bike lawIn August, Lime was made aware of the city's intent to revoke their SMD permit after they said the company failed to address speeding violations within the city's geofenced areas. A letter to Lime from the city's Development Services Department claimed the company had violated San Diego Municipal Code on July 13, July 14, and Aug 1.Dockless scooters and bikes are required to have a 8 mph speed restriction in high-traffic areas areas like Spanish landing and near Petco park, and as low as 3 mph along the Embarcadero and the Martin Luther King Jr. Promenade."The Mayor has made it abundantly clear that operators who don’t follow rules meant to protect public safety could lose their permit and no longer do business in San Diego anymore. That’s exactly what is being done in this case," a statement from the city said.Lime argued that they were in fact in compliance, adding at the time "it is unfortunate they have chosen to move forward with this hearing" and offering to demonstrate their compliance to the city in a letter from Lime to Mayor Kevin Faulconer.After approving an initial package of rules in April, the city council is set to consider adding new regulations on dockless scooters and bicycles, including:A rider curfew from midnight to 5 a.m.;Usage of one device per government ID;A fine structure and punitive actions for companies that violate regulations;Eliminating the original ordinance's provision that allows for temporary fleet spikes during large events;Authorizing the city to reduce a company's fleet size if it poses a public safety hazard;Authorizing the city to suspend a company outright for multiple violations; andRequiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks. 2468

SAN DIEGO (KGTV) -- In an effort to help San Diego's homeless population, the City of San Diego is proposing a third storage facility the homeless can use to store their belongings. The city organized a town hall in July to gather input for the facility that would be placed on 54th and Lea Street.According to the San Diego Housing Commission, the facilities provide a "safe place for individuals who are experiencing homelessness to keep their belongings as they look for work, attend classes, or meet with a service provider or doctor."One of the centers, located on the 200 block of 16th Street, provides bins for more than 400 homeless individuals. Although the centers provide a service to San Diego's homeless population, some residents have made their opposition clear. Before one of the facilities opened in Sherman Heights, residents voiced their concerns. Neighbors told 10News they worried the facility would increase illegal activity and pose safety concerns in the area. To address concerns, security was placed inside the building as well as patrols sent out into the neighborhood. SAN DIEGO (KGTV) -- It should be no surprise at this point that home prices are still on the rise in San Diego this April. A new report from Zillow shows that, year-to-year, home values in San Diego have risen more than eight percent. According to Zillow, the median home value in San Diego currently sits at just over 5,000. That change marks an increase of 8.4 percent since last April.Meanwhile, rent is also on the rise at a median of just over ,500, or an increase of 3.6 percent since last April.Click on the charts below for more information:  The high cost of housing in San Diego is in stark contrast with national home values.The median home value nationally is 5,600. If there's one thing San Diego and the rest of the nation have in common in this report it's that both saw home values increase by more than eight percent.“Home values are rising faster than we’ve seen in a very long time: The spring home shopping season has been a perfect storm of strong demand and tight supply,” said Zillow senior economist Aaron Terrazas.Nationally, the number of new homes being built is also seeing a decrease. “Sluggish new construction has exacerbated the supply situation and homes that are hitting the market, are moving very quickly once they do. Americans are also in a spending mood, boosted by recent tax cuts and rising wages. SAN DIEGO (KGTV) — If you're trying to find a precious ticket to San Diego Comic-Con this summer, watch out for villainous scammers scalping fake badges.The Better Business Bureau has issued a warning that third-party sellers may sell fake badges."For consecutive years now, Comic-Con International has sold out in record time and obtaining a badge has become strenuous," the BBB writes. "One of the most pervasive scams BBB has found over the years is the reselling scam in which a scammer claims they bought a badge but can no longer attend the convention."MAP: Where to find you favorite Comic-Con exhibitsScammers may offer their fake badge, tricking customers into thinking they can change the name on their badge to theirs. But they can't and Comic-Con doesn't allow legitimate badge holders to do so."A key factor for consumers to remember is Comic-Con provides a refund at the buyer’s request, making it unnecessary to resell a ticket," BBB adds.The BBB says another common scam with SDCC badges is scammers sell "extra tickets." Comic-Con badgeholders are limited to one ticket each, so third-party sellers can't have extra badges to sell. Thus, buying from a third-party seller is not only more expensive it may put the attendees at risk of being expelled from the event," the BBB says.While Comic-Con 2019 badges are sold out, numerous off-site events packing just as much fun will be held around the San Diego Convention Center and throughout downtown.
