BEIJING, Feb. 25 (Xinhua) -- Chinese Vice Premier Li Keqiang on Thursday ordered local governments to increase funding for affordable housing projects, stressing that the construction of 10 million units was a mandatory task that must be fulfilled this year.Speaking at a national conference on affordable housing for low and middle income groups, Li said that the construction of 10 million affordable housing units this year is of great significance for the government to stabilize public expectations, control housing prices, improve people's lives and boost domestic consumption."Housing is imperative for people's lives and local governments must waste no time in beginning the construction of 10 million affordable housing units this year and putting them into service as early as possible," Li said.To facilitate the government's subsidized affordable housing projects, Li said that local governments should ensure basic market supply with small units and guide the public to "reasonable consumption."More efforts are also needed to develop low-rent public housing and satisfy the demands of residents for affordable public housing, Li said. To support the construction of affordable housing, local governments can use tax breaks, determine the rent for public housing reasonably and finance construction projects in different ways, such as bank loans and social investment, he added.Li also called on local governments to increase land supplies for common commercial housing construction. The vice premier called on authorities to ensure transparency and fairness in the distribution of affordable housing units to benefit low-income groups who are in need.He stressed the need to discourage house purchases for the purposes of investment and speculation and to increase the supply of common commercial apartments and strictly implement the central government's macro control policies for the real estate market.The Chinese central government signed strict agreements with provincial governments to guarantee the construction of 10 million government-subsidized apartments this year. The target of building 10 million government-subsidized apartments is 72.4 percent more than last year, according to official figures.China's affordable housing provisions are divided into different categories, including "economic housing" that are sold below market prices, "price-capped housing," government-owned "low-rent housing" for extremely poor residents and "public-rent housing" for a wider range of people.

BEIJING, April 12 (Xinhuanet) -- Doctors may choose riskier treatment with fewer severe side effects for themselves than they'd recommend for their patients, according to a study in the Archives of Internal Medicine Tuesday. In the study, two sets of questions were sent to primary care physicians around the United States. One involved choosing between two types of colon cancer surgery and the other situation involved choosing no treatment for the flu, or choosing a made-up treatment less deadly than the disease but which could cause permanent paralysis. Of 242 physicians who answered the colon cancer questionnaire, 38 percent went with the treatment that carried a higher risk of death but fewer side effects for themselves. By contrast, only a quarter said they would recommend that treatment to their patients.In the flu scenario, 63 percent chose the deadlier option of no treatment for themselves, versus 49 percent recommending it for patients.The findings are important because patients faced with difficult medical decisions often ask their doctors, "What would you do?" The answer reflects the doctors' values -- not necessarily those of the patients.Doctors should know what their patients value most before giving advice, and patients should ask doctors the reasons behind their answers, said study author Dr. Peter Ubel, an internist and behavioral scientist at Duke University.

BEIJING, Feb. 1 (Xinhua) -- Senior Chinese official Zhou Yongkang Tuesday called on law enforcement personnel to take more preventive measures against crime and accidents during the Lunar New Year holiday.Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, visited community security personnel, a district court, and police patrolling downtown Beijing Tuesday.He also visited a police station that is responsible for keeping public order in the area surrounding the central leadership compound of Zhongnanhai.During his visits, Zhou, who also heads the Commission for Political and Legal Affairs of the CPC Central Committee, said China was seeing the travel peak for the Spring Festival and some regions were suffering icy weather and lingering drought.He asked the police to take effective measures in traffic control and fire-fighting work, and maintain social order during the holiday season.He commended the practice of deploying special police to patrol the surrounding areas of the Tiananmen Square in central Beijing, saying it could deter crime and enable quick responses to emergencies.During his visit to the district court, Zhou warned there were still "many social conflicts."He asked local courts to solve social conflicts more effectively, promote innovative social management and law enforcement in a just and clean manner.The Spring Festival, or Chinese lunar New Year, is the most important festival for Chinese. GENEVA, March 28 (Xinhua) -- The world is ill-prepared to respond to a severe influenza pandemic or to any similarly global, sustained, and threatening public health emergency, an independent expert-committee entrusted by World Health Organization (WHO) said at its fourth meeting here on Monday.The Review Committee, tasked to look into the experience gained in the global response to the influenza A (H1N1) pandemic in 2009, issued its preliminary report at the meeting.In the report, the Committee said, "global preparedness can be advanced through research, strengthened health-care delivery systems, economic development in low and middle-income countries and improved health status."It recommended that international society establish an extensive global public health reserve corps consisted of experts and public health professionals, which could be deployed to support countries in need, in case of future pandemics.Another suggestion was to create a contingency fund for public health emergencies to be held in trust at an institution such as the World Bank, in order to provide financial support during a declared public health emergency of international concern.The report also urged WHO member states to reach an agreement on sharing of viruses and access to vaccines, and encouraged them to run independent or cooperative influenza research program.WHO Director-General Margaret Chan said at the opening of the meeting that the report had offered "critical guidance to all ministers of health who need to make far-reaching decisions."She said the recommendations in the report would help to " improve the capacity of WHO and the international community to respond to public health emergencies" and therefore should be taken with "added urgency."In January 2010, WHO's Executive Board established a Review Committee, at Chan's proposal, to review the experience gained in response to the H1N1 pandemic, as well as the International Health Regulations and WHO's functioning in tackling the disease.The Committee is expected to prepare its final report out of the current preliminary version, and submit it to the decision- making body of WHO in May.

LOS ANGELES, May 5 (Xinhua) -- NASA has selected three planetary missions from which it will pick one potential mission to look at Mars' interior for the first time, NASA's Jet Propulsion Laboratory (JPL) announced on Thursday.The Mars mission, to be launched in 2016, would be led by JPL, according to the announcement.The other two missions would study an extraterrestrial sea on one of Saturn's moons; or study in unprecedented detail the surface of a comet's nucleus, said JPL in Pasadena, Los Angeles.The selected investigations could reveal much about the formation of our solar system and its dynamic processes, JPL said.Each mission will receive three million dollars to conduct its mission's concept phase or preliminary design studies and analyses, JPL said in a news release.After another detailed review in 2012 of the concept studies, NASA will select one to continue development efforts leading up to launch. The selected mission will be cost-capped at 425 million dollars, not including launch vehicle funding, according to JPL.NASA's Discovery Program requested proposals for spaceflight investigations in June 2010. A panel of NASA and other scientists and engineers reviewed 28 submissions."NASA continues to do extraordinary science that is re-writing textbooks," said NASA Administrator Charles Bolden. "Missions like these hold great promise to vastly increase our knowledge, extend our reach into the solar system and inspire future generations of explorers."
