SAN DIEGO (KGTV) — A San Diego judge says police departments must release records related to officer misconduct.The decision comes after local media groups, including 10News, sued to keep some police unions from blocking departments from following a groundbreaking new law in California.“This court finds that Senate Bill 1421 applies retroactively, to all, keyword, all personnel records of peace officers not only now but prior to January 1, 2019,” said San Diego County Superior Court Judge Eddie Sturgeon.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.“These records have been under seal for 45 years, and when you have that kind of duration, and decisions are made for that long than it is going to create substantial disruption when the law changes, and all of a sudden these things have been under seal for four and half decades are available for public perusal,” said Richard Pinckard, attorney for the unions.An attorney for the ACLU argued they intervened in the case to defend the public right to know saying the law was designed to be retroactive.“These are fundamental matters that the public has a right to know,” said David Loy, attorney for the ACLU of San Diego & Imperial Counties. “To restore public trust the public has to have the right to know and observe what the officers have done and what the agencies have said about it.”The Judge ruled no records could be released before March 29. He’s giving the unions time to appeal if they want. 2028

For decades, Bittner led a free "hawk watch" on Saturdays during the first two months of the year, where biologists would teach the community about birds and their relationship to raptors.Begent said the wildlife expert helped educate thousands on the importance of wildlife preservation, even purchasing 3,000 acres and gifting it to the county as a wildlife preserve, according to Begent."His life was dedicated fully to his love of wildlife and wild places, helping educate thousands on the balance of preservation and healthy appreciation of wildlife while protecting their habitat first and foremost," said Katie Quint, who worked closely with Bittner.Thursday, Bittner was replacing batteries near the location of a threatened Golden Eagle's nest, according to Quint. "Dave has been advocating for San Diego County’s Golden Eagle population with local agencies by ensuring the long-term documentation of their nesting ecology over the past 31 years," said Quint.Saturday, a special tribute is planned for Bittner from 10 a.m. to 12 p.m. at Begent Ranch in Ramona, the area where he connected so many to his love of wildlife. 2210

  

SAN DIEGO (KGTV) - A man carjacked two vehicles within hours in Otay Mesa, San Diego Police said Friday.The first carjacking happened in the parking lot of the Iris Trolley Station on Iris Ave. about 10:30 p.m. Thursday.A man was outside of his Volkswagen Jetta and a woman was sitting in the car when the suspect got into the driver’s seat, police said.The woman got out of the car and the suspect drove away, according to San Diego Police.Officers searched the area and found the suspect had parked the Jetta at Palm Ave. and Beyer Way and carjacked another car.Two men who were sitting in a Hyundai Genesis when the suspect grabbed the driver and pulled him out of the car. The passenger got out and the suspect drove away in the Genesis, officers said.The suspect crashed into a white SUV at I-805 and Sweetwater, police said.Paramedics took the driver, 33-year-old Daniel Perez, to the hospital with a knee injury. 927

  

SAN DIEGO (KGTV) — A Los Angeles-area mainstay could be making its San Diego debut by the end of the year.Plans for San Diego's first Roscoe's House of Chicken and Waffles are reportedly back on the table, 10News has learned.A contractor told 10News' Jon Horn the restaurant would be located on National Ave. in Barrio Logan.
