(KGTV) - A bill that would create the option for a third gender marker on California driver's licenses and birth certificates is heading to the state Senate.SB 179, also known as the Gender Recognition Act and introduced by Senator Toni Atkins, passed through the State Assembly 50-13 and will now return to the Senate for approval of amendments made in the assembly.If approved in the Senate, it will head to Governor Jerry Brown's desk for signing.RELATED: San Diegan third in nation to change gender to 'nonbinary'California Assemblymember Todd Gloria (D-San Diego), a co-author of the bill, said the legislation aims to end the stigma and hardships Californians face when it comes to government documentation.“All too often, members of our transgender, intersex, and nonbinary community experience hardships and even stigma when their government documents don’t match their gender presentation," Gloria said in a release. "Despite the divisive rhetoric at the federal level, SB 179 demonstrates the inclusiveness of California and represents recognition from government that people can exist as more than just male or female."In addition to a third gender marker on state-issued identification documents, the bill is also designed to "streamline" the process for transgender, intersex, and nonbinary Californians to get those certificates.RELATED: Oregon becomes first state to allow gender-neutral licensesCurrently, changes to gender in California require proof of "clinically appropriate treatment." Atkins' bill does away with this requirement.Under the bill, anyone who chooses to change their gender would be allowed to "to attest, under penalty of perjury, that the request is to conform the person’s legal gender to the person’s gender identity and not for any fraudulent purpose."If approved, this portion of the bill would go into effect September 2018.In the case of driver's licenses, the bill would require an applicant to have the choices of male, female, or nonbinary, as specified, available. (KGTV) – A U.S. Forest Service firefighter was injured while battling a vegetation fire that has burned 10 acres in the Cleveland National Forest near the community of Alpine.The firefighter was taken to an area hospital for treatment according to U.S. Forest Service's Anabele Cornejo. No other details were available.Amid strong Santa Ana winds in the area Friday, a wildfire erupted in the Japatul Valley area of San Diego's East County.The blaze was reported just before 1 p.m. Friday near the 21000 block of Japatul Road, southeast of Alpine, according to the California Highway Patrol.According to the CHP, dark smoke was visible from the agency’s Interstate 8 viewpoint. The CHP also noted the strong winds swirling in the area.Cal Fire San Diego said the fire went on to burn at least 10 acres as of 1:55 p.m., but good progress was made in the firefight thanks to crews on the ground and aerial water and retardant drops.No evacuation orders were issued, but residents in the nearby area were told to shelter in place as a precaution.With Santa Ana winds whipping in the county’s inland and mountain areas, a Red Flag warning was in effect until early Saturday morning. 1186

(CNN) -- The homeless population in the US increased 2.7% this year largely because of a surge in unsheltered and chronically homeless individuals in California, the US Department of Housing and Urban Development (HUD) said in a news release Friday.The study found that 567,715 people across the nation experienced homelessness on a single night in 2019, an increase of 14,885 people compared with 2018. Meanwhile, homelessness among veterans and families with children declined in the year, dropping 2.1% and 4.8%, respectively.The number of people experiencing homelessness dropped in 29 states and Washington, DC in 2019, the news release said. (CNN) -- The terrorist behind the 2000 attack on the USS Cole is believed to have been killed in a US airstrike in Yemen on Tuesday, according to a US administration official. Jamel Ahmed Mohammed Ali Al-Badawi was an al Qaeda operative who the US believes helped orchestrate the October 12, 2000, attack on the USS Cole that killed 17 American sailors, including San Diegan Lakiba Palmer. The official said all intelligence indicators show al-Badawi was killed in a strike in Yemen as a result of a joint US military and intelligence operation. RELATED: Community gathers to remember USS Cole bombingUS officials told CNN that the strike took place in Yemen's Ma'rib Governorate. The administration official said that al-Badawi was struck while driving alone in a vehicle and that the US assessed there was not any collateral damage. Al-Badawi was on the FBI's list of most wanted terrorists. The Cole was attacked by suicide bombers in a small boat laden with explosives while in port in Aden, Yemen, for refueling. The attack also wounded 39 sailors. The bombing was attributed to al Qaeda and foreshadowed the attack on the US less than one year later on September 11, 2001. Al-Badawi was arrested by Yemeni authorities in December of 2000 and held in connection with the Cole attack but he escaped from a prison in Yemen in April of 2003. He was recaptured by Yemeni authorities in March of 2004 but again escaped Yemeni custody in February 2006 after he and several other inmates used broomsticks and pieces of a broken fan to dig an escape tunnel that led from the prison to a nearby mosque. The State Department's Rewards for Justice Program had previously offered a reward of up to million for information leading to his arrest. Abd al Rahim al-Nashiri, an al Qaeda militant also seen as a key figure in the bombing, has been in US custody since 2002 and has been held at the detention facility in Guantanamo Bay, Cuba since 2006. US military prosecutors have charged al-Nashiri with murder for allegedly planning the attack on the USS Cole. Al-Badawi is also not the first high profile al Qaeda target that the US has killed in Yemen. US officials told CNN in August that a 2017 CIA drone strike in Yemen killed Ibrahim al-Asiri, a master al Qaeda bombmaker. Al-Asiri, a native of Saudi Arabia, was the mastermind behind the "underwear bomb" attempt to detonate on a flight above the skies of Detroit on Christmas Day in 2009. He was widely credited with perfecting miniaturized bombs with little or no metal content that could make it past some airport security screening. That ability made him a direct threat to the US, and some of his plots had come close to reaching their targets in the US. The US has sought to prevent al Qaeda from exploiting the chaos of Yemen's civil war to establish a safe haven and the US military carried out 131 airstrikes in Yemen in 2017 and conducted 36 strikes in 2018, nearly all of them targeting al Qaeda in the Arabian Peninsula, a terror group that both al-Asiri and Al-Badawi have been associated with.
