SAN DIEGO (KGTV) - A small brush fire in University City led to train delays between Sorrento Valley and Old Town Thursday, according to the North County Transit District. The first-alarm vegetation fire broke about just before 2 p.m. in a riverbed off Porte De Merano north of SR-52, according to San Diego Fire-Rescue. The brush burned into heavy fuel, officials said, before being stamped out.“Please expect delays on COASTER service,” NCTD posted on Twitter. The train tracks were shut down in the area due to the fire, but reopened just before 2:30 p.m.There was no immediate word on the cause of the fire.10News is monitoring breaking developments. 662

SAN DIEGO (KGTV) -- A woman says she tried to save the life of a man found dead under a bridge this morning. He was released from the hospital just hours before police found his body in Hillcrest. There was something about a man at the hospital that stood out to Megen Murray. "For whatever reason, I don't know why he caught my eye," said Murray. "I just watched the orderly wheel him outside."He was discharged from Scripps Mercy Hospital Wednesday night. He was still wearing a hospital gown when he was found."It was just unnatural to see a man in a hospital gown, in a wheelchair, sitting on the street."Murray says she tried to get the hospital to help, but she says they wouldn't listen. "Yep, he's homeless, he has nowhere to go, we dismissed him, if he wants he can come back in and be seen again but that was it," said Murray.She then took it upon herself to make him comfortable. "I said, 'I have these blankets for you,' and he looked at me and gave me the biggest smile. And then I said, 'I only have  cash on me, so here's .' I told him to put it in his pocket and said 'I'm sorry I cant do more."'The hospital told 10News the man was healthy enough to be released and aware of his surroundings. Seven hours later he was found dead after tumbling from the Washington Street bridge. And it's not the first time a patient was discharged in hospital clothes. A video from Baltimore went viral in January that showed a woman, wobbling and confused, still wearing a gown and surgical mask. Homeless patients are often discharged after being treated with nowhere to go. "We have to see these people as people. They're people. It just ripped me to the core. Yousif will be voting for the first time.Yousif told ABC 10News anchor Kimberly Hunt that due to the persecution back in Baghdad and not having the freedom to truly make a difference in election, this election -- to her -- is “precious.”The American system is something everyone all over the world admires, according to Yousif.She said as Chaldean Iraqis, her family finally feels true freedom.Even her parents are sharing her joy because they will be voting in their first presidential election here. They’ve all enjoyed having the right to express their opinions, have discussions, hear the candidates’ views, and make a choice at the ballot box.“I feel blessed to be a citizen of this country. SAN DIEGO (KGTV) - After weeks of large crowds, no masks or social distancing in Ocean Beach, the City of San Diego put together a compliance team to educate people about the county’s public health order.A team of about 12 people consisting of code compliance, parking enforcement, and park rangers handed out face masks to those who didn’t have them on and asked for compliance.“There was unacceptable levels of people coming together, congregating together getting really, really close without masks or social distancing,” said Joel Day, the senior advisor for COVID Response and Recovery with the City of San Diego. “We’re asking people don’t congregate here, please wear a mask if you’re around other people, and please socially distance and so far it’s looking pretty great.”Within one hour, Day said the team handed out about 300 masks.Earlier in the day, residents noted that Veterans Plaza in Ocean Beach appeared to be less crowded. But as the sun went down, the drum circle returned, and so did the crowds. They cleared out by about 10:30 PM.Resident Tim Johnson said home and business owners have had to deal with the same scene repeatedly. Crowds are filling up the park after the farmers market.“There’s piles of trash that get left and open containers, aggressive behavior,” he said.On Tuesday, the city put up a fence to keep the crowds out, but it was quickly torn down.While Johnson said he appreciates the city’s efforts, he said more needs to be done to solve the problem.“The COVID issue is secondary to the other problem, and that other problem is that illegal, obnoxious, aggressive behavior has continued on without being enforced,” said Johnson. 1677
