SAN DIEGO (KGTV) -- San Diego Gas and Electric warned customers that the company may have to shut off power to some rural residents due to Santa Ana winds.The notifications come as the Valley Fire rages and a red flag warning remains through 8 p.m. Wednesday night. The company said it notified more than 16,000 customers about the possible public safety power shutoffs. Notified residents should be prepared to be without power through Thursday, SDG&E said.The Valley Fire has scorched more than 17,000 acres and is 11% contained as of Wednesday morning. 567

SAN DIEGO (KGTV) — Sailors from the USS Abraham Lincoln Strike Group are returning home after 294 days.Sailors left from their home port in Virginia in April and saw their deployment extended twice before coming to their new home port of Coronado.P02 John Aportela is one of the the 6,000 sailors that made up the strike group. Like many parents, he met his 6-month-old daughter for the first time.“I’m blessed to be back and I thank God for bringing us back safe." Sailors and Marines were involved with maritime security and combat missions while working with allies, including France, Bahrain, Malaysia, Singapore, Saudi Arabia and Oman.Those missions took the crew across the globe to places like Singapore, Saipan, Philippines, Japan, Israel, Thailand, Australia, Maldives, Hong Kong, and other locations. The strike group's Helicopter Marine Strike Squadron 79, or "The Griffins," returned to NAS Coronado Sunday ahead of the carrier's arrival. That team was supposed to return before Halloween, but had their employment extended.The group's 10-month deployment was the longest carrier deployment since the Cold War. SAN DIEGO (KGTV) — Residents of several inland North County communities tell 10News they are fed up with the numerous delays which have led to a series of road improvement projects to take more than two years to complete.The most impactful is the widening of Rancho Bernardo Road between I-15 and Bernardo Center Drive.Work on that stretch began in February of 2017 and was projected to take six to seven months. It's almost a year past that point. Residents say rush hour traffic in the area is traffic, and say that the narrower lanes caused by the road work are a safety hazard.RELATED: Couple warns of loose temporary road markers along Highway 79One woman said she almost hit a person, another said she witnessed an accident, and a man says his car clipped temporary fencing along the project twice.The project is being managed by a private developer who agreed to do the road work as part of the approval for their new housing project five miles away in Black Mountain Ranch.10News confirmed with the City of San Diego and the office of Councilmember Mark Kersey that the developer has missed multiple deadlines. SAN DIEGO (KGTV) - San Diego Police are investigating Tuesday the report of a woman's body found in the water at Bonita Cove in Mission Bay.A person walking on the beach found the remains of the woman about 10:20 a.m., San Diego Police Lt. Chris Sharp said.There was no indication of foul play but there were injuries to the body, said Lt. Sharp.The Medical Examiner will try to identify the victim and conduct an autopsy to determine the cause of death.Bonita Cove is a busy area of Mission Bay. Several boats and recreational vehicles were nearby when the discovery was made. Police did not elaborate on possible witnesses.10News is monitoring breaking developments in this story. 690

SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746
