SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. It's a mandate that if an officer sees an officer using force that is unreasonable for the obstacle that they're trying to overcome, that the officer must intervene,” said Chief Nisleit.Samantha Jenkins with the Community Advisory Board on Police Practices and NAACP San Diego told reporters, “This new level of built-in accountability will hopefully usher in a new culture of policing in San Diego.”“We thank God for everyone that's been a part of this. Community, keep speaking. We hear your voice,” added Bishop Dr. William Benson with the Total Deliverance Worship Center.Chief Nisleit said these changes are a step in the right direction but the department will continue to look at best practices across the nation and how officers can continue to best serve this city. 1921

A San Diego organization is making sure the future is within reach. “I was on probation… I had to go to sober living to get my life right,” said Anthony Johnson. Johnson is a recent graduate of Second Chance, an organization in Encanto that helps kids and adults who have criminal backgrounds or are facing poverty get back on the right track through their programs and job training. “They changed my life," said Johnson. Covering the walls of the classrooms at Second Chance are notes illustrate the hope and want students have for a better future. “Our mission statement starts with the word disrupt. If we can break the past now, then the future has a chance to come into that person’s life,” said Robert Coleman.Coleman is the President and CEO of Second Chance and has been helping people create a future where they can provide for themselves and their families. “Isn’t it better to have people in our community who have hope and have a sense of direction and career and housing and not a journey of crime? We give them a future, and we are actually making our community a safer place,” said Coleman.Coleman’s dedication to the people in Encanto and Southeast San Diego, along with the gratitude expressed by his students and colleagues, is why we have selected Robert Coleman as our 10News Leadership Award recipient. “Everyone has hope. SAN DIEGO (KGTV) -- Businesses near the border say they’re taking a hit because of the chaos at the border, and it couldn’t come at a worse time.Just blocks from the border, a local business owner says his shop is normally buzzing with shoppers.Owner Jamie Gonzales says sales have taken a hit from the border crisis. “We had to shut down business yesterday,” said Gonzales.RELATED: Commuters in turmoil after migrants rush borderHe has three stores that all closed yesterday. Not a single customer in sight. 90 percent of his workers are from Tijuana and couldn’t get there.He says business has been down 40 percent in the last month. SAN DIEGO (KGTV) - Crime Stoppers released photos Wednesday to find a man and woman suspected of two armed robberies in Otay Mesa and Pacific Beach. The first robbery happened the afternoon of Sunday, July 28 at Tepito Club, a clothing store at 2364 Roll Drive. Police said the pair selected merchandise and approached the clerk, then the woman pulled a gun and demanded cash. The couple took the money and drove off in a blue Toyota Corolla. One day later, police said the two suspects gathered items at the Chevron gas station at 1575 Garnet Ave., eventually demanding cash from the clerk. The man and woman walked away from the area with the money, police said. The suspects are both white, according to Crime Stoppers. The woman is 5’6”, thin, and was wearing a black tank top and grey leggings. The man has a medium build, and is about 30 years old with tattoos. Anyone with information is asked to call Crime Stoppers at 888-580-8477. Information leading to an arrest can result in a ,000 reward. 1012
