SAN DIEGO (KGTV) -- From across the country to here in San Diego, there is no denying racial tensions between law enforcement and some communities. Locally, San Diego County has seen protests over officer-involved shootings and deaths of people in police custody. The 2016 shooting of Ugandan immigrant Alfred Olango sparked protests throughout El Cajon. Olango’s sister called 911 to report that her brother was displaying erratic behavior. Olango pulled something out of his pocket officers believed was a gun and, according to police, he assumed “what appeared to be a shooting stance.” Officer Richard Gonsalves fired his gun at least four times, killing Olango. Earlier this year, a jury in a separate civil suit found the officer acted reasonably.In National City, the death of Earl McNeil in 2018 sparked questions from his family and protests at city council meetings. McNeil, who had mental illness, went to the National City Police station seeking help, according to his family. Police said when he went to the station, he was making paranoid, threatening and irrational statements. Police say he told them he was in possession of a controlled substance. A statement from National City police said he was transported to County Jail for processing and exhibited signs of medical distress. According to his family, he suffered brain and nerve damage that led to his placement in a coma. He was pronounced dead June 11, 2018.Bishop Cornelius Bowser is a former gang member who grew up in San Diego. “I was up to no good every day,” he said. He turned his life around and is now a local activist, vocal about what he calls inequities in policing. That includes overpolicing, with more negative than positive interactions.“What I mean by being overpoliced is that the community is saturated with law enforcement. They’re looking specifically for specific people. When a black person, just by being black and young, that makes me a criminal. That makes me a threat,” Bowser said. He feels there is a lack of community policing, which is commonly defined as the use of partnerships and problem-solving techniques to proactively address concerns. “The culture has to be changed, the way [police] come into our community—they have to build those relationships. And they have to be here long enough,” Bowser said.The District Attorney's Office analyzed officer-involved shootings over the past 25 years. White officers make up more than 70 percent of those involved in these shootings. 2494

"Workers are not losing productivity - many workers will not return to regular 9-to-5 office jobs."According to CNN, Facebook CEO Mark Zuckerberg said as many as 50 percent of Facebook employees could be working remotely within the next five to 10 years.The online job site FlexJobs said it experienced a 7% growth in the number of its remote job listings in April 2020 over March 2020. The increase came in jobs such as customer service, sales, and marketing.McNair said if you're going to interview virtually, go with it and believe in yourself."You kind of just take one step forward, and you just keep moving forward and then it starts to sink in, this is moving forward in a positive direction," McNair said. 2299

SAN DIEGO (KGTV) - Green Flash Brewery has been sold to a new investment group, continuing a turbulent start to the year for the San Diego-based brewery.The company announced Monday the finalized sale to the group made up of "individuals with extensive experience" in craft beer and food and beverage industries.In a letter to shareholders published on The Full Pint, CEO Mike Hinkley said the company's lender, Comerica Bank, had "foreclosed on its loans and sold the assets of the company ... to WC IPA LLC."RELATED: National City adopts 'craft beer ordinance' to attract breweriesGreen Flash had reportedly taken on a loan for the development of a Virginia Beach, Va., brewery, which has also closed."As such, the Company no longer owns the Green Flash and Alpine businesses. Comerica Bank is currently conducting a separate process to sell the Virginia Beach brewery," the letter continued.The Virginia brewery closing followed that of Green Flash's Poway barrel-aging facility, Cellar 3, also closing this year. The Green Flash and Alpine Beer Company brands, the latter of which was picked up by Green Flash in 2014, will continue."The Green Flash and Alpine breweries will continue to operate in San Diego and Alpine, respectively," a release by the brewery said.In the letter, Hinkley blamed a "general slowdown" in the craft beer industry and increased competition as causes of the sell-off. SAN DIEGO (KGTV) - Fed up homeowners' associations are now turning to a local licensed private investigator for help with catching homeowners who are breaking HOA rules by renting out their homes on short-term vacation rental sites such as Airbnb, VRBO and Craigslist.  “I admittedly watched a lot of Magnum, P. I. growing up,” jokes Nick Bradley of San Diego’s Bradley Investigative Services.  In the last 6 months, Bradley has taken on a new field of investigative work. He and his associates are being hired by HOAs to investigate homeowners and tenants who are violating HOA bylaws and CC&Rs that prohibit turning units into short-term vacation rentals.   Bradley gave 10News an exclusive interview about this new area of detective work. He declined to offer us specifics about how he executes his investigations into short-term rental violators. We ask, “Do you ever pose as a guest and do you do surveillance work?” Bradley replies, “No comment.” “My initial thought was [to laugh],” says San Diego attorney Dan Zimberoff. He represents homeowners and has previously represented HOAs. Zimberoff thinks it’s an extreme measure for HOAs to hire private investigators, but he understands why there’s so much passion over short-term rentals. “I think what makes this issue a little different [from others] is the dollars at stake, especially in San Diego. Some of these units can go for multiple hundreds of dollars a night or thousands of dollars. People care,” he adds.  According to Airbnb, San Diego is the second ranking city in the state for Airbnb guests, after Los Angeles. Per Airbnb, in 2017 there were 537,000 guest arrivals in San Diego, generating 0 million in host income. “Right now, it’s too lucrative for [homeowners] to not do this,” says Bradley. The short-term rental fight in America’s finest city continues to be ugly. The city attorney has deemed short-term rentals illegal, per code. Meanwhile, the city council is delaying discussions over how to regulate them. Even so, certain HOAs have rules prohibiting them. The fines for violators can be astronomical. “It’s been ,000 per occurrence in some situations,” adds Bradley. If fines don’t work, court is another option. In 2012, The Mark condominium owners association filed a lawsuit against Thomas Stevens, a former condo owner, accusing him of violating the association’s policies about short-term rentals. He then had to pay out more than 0,000 after a judge ruled that he violated The Mark’s policies.  Bradley can help gather the evidence that HOAs need to litigate. “When [HOAs] go to court, my documentation and reporting will basically count as expert witness testimony for our side,” he says.  Zimberoff thinks it’s time for HOAs to consider allowing short-term rentals, but with reasonable and efficient regulations to curb nuisances, like excessive partying. “Instead of spending that energy trying to catch [a homeowner], let’s try to think of a long-term fix,” he adds. For more information about Bradley Investigative Services click here.For more information about Dan Zimberoff click here. 3193

  

SAN DIEGO (KGTV) -- Due to the pandemic, high school sports are officially on hold until January at the earliest. But while frustration is setting in, CIF is doing everything it can to get the kids back on the field. There's nothing like high school football and the sights and sounds of Friday Night Lights, or a slam dunk on the basketball court. Unfortunately, because of COVID-19, it's wait-and-see for every high school athlete."I think it's very disappointing. Are kids, are families, are schools and communities have been waiting quite a long time and it's been tough," says San Diego Section CIF Commissioner Joe Heinz.There was hope of a December start, but as COVID-19 surged, it was negated by the California Department of Public Health. "It's definitely a fine balance across the nation as different things are happening," Heinz said. "I know our executive director is talking on a regular basis with the California Department of Health and with the governor's office."So for the time being, players, coaches, schools, and everybody else associated with high school athletics must be patient. It has everyone frustrated."You can't blame them. I think we are all frustrated. It's been a long time coming, and when you see other things going on in other states, which has been successful," said Heinz.Now, if the OK is given next month, Heinz says they will have a plan in place. However, there is no guarantee all sports can be played. "Obviously we could get to some point where we just don't have enough time to get a season in. There is no way to compact all of our sports into one season. We're just waiting for that opportunity to put a plan in place. We are just waiting for the word from the state," Heinz said. 1737
