WASHINGTON, D.C. -- Streets are far emptier than normal in cities and towns across America. It’s the most visual example of how the coronavirus is impacting daily life. At the root of that: orders to stay home. “The authority lies with the governor and in a number of jurisdictions that authority can also be devolved down to mayors,” said Meryl Chertoff, executive director of Georgetown Law’s Project on State and Local Government Policy and Law. She said things like stay-at-home orders, curfews and non-essential business closings, all have legal footing. “There is some question as to whether these are voluntary at this point, or whether they are mandatory, but there is no doubt that if you took these to court right now, they would be sustained by a court,” she said. They are also enforceable, she said. If you were to break the law, you’d likely be charged with a misdemeanor. However, Chertoff said there is something even bigger she is keeping an eye on. “What I am more concerned about, candidly, are the violation of civil rights of individual and loss of the right to travel,” she said. “So, one of the things that I've been thinking about is what about the right to cross state lines.” There are a growing number of state rules now in place about travel. Hawaii has asked all visitors to stay away for 30-days. Alaska wants anyone entering the state from the “outside” to self-quarantine for 14 days. The governor of Texas is now ordering people coming in from New York City or New Orleans to self-quarantine for 14 days. Florida’s governor asked people traveling in from New York – or who have in the past three weeks—as well as Louisiana, to also self-quarantine. “This is important because, after all the hard work, we don’t want it to now to get seeded, as people flee kind of the ‘hot zone,’” said Gov. Ron DeSantis, R-Florida. Whether any of travel requests or restrictions are enforceable is a question, Chertoff said, as similar orders that had come before the courts in previous years only applied to an individual, or a small group. “What enforcement capacities the states have is an open legal question because we've never been in a situation where there are large numbers of people potentially infected,” she said. It’s a situation that the nation might be forced to grapple with in the weeks – and possibly months – to come. 2365

WASHINGTON, D.C. – The Trump administration’s coronavirus task force has announced strict new guidelines in an effort to restrict the spread of COVID-19, the illness caused by the virus. President Donald Trump said Monday that his administration is recommending the following: – Schooling from home, if possible – Avoiding gatherings of more than 10 people – Avoiding discretionary travel, shopping trips and social visits – And, avoiding bars, restaurants and food courts The White House is also recommending that older people and those with underlying health conditions “stay home and away from other people” as it continues to step up efforts to halt the pandemic. These guidelines are part of a campaign that the administration is calling, “15 days to slow the spread.”Specifically, the task force pleaded for millennials, America’s largest generation, to limit their interactions with others. “They are the core group that will stop this virus,” said Dr. Deborah Birx, the coordinator of the task force. “They are the group that communicates successfully, independent of picking up a phone.”Dr. Birx said millennials intuitively know how to contact each other without being in large social gatherings.“We’re asking all of them to hold their gatherings under 10 people. Not just in bars and restaurants, but in homes,” said Dr. Birx. “We really want people to be separated at this time. Because we don’t have a vaccine or a therapy to address the virus, Dr. Birx says the only thing we have at our disposal is the ingenuity and compassion of the American people. “We’re appealing to all Americans to take these steps, to protect each other,” said Dr. Birx. The White House is also advising governors in states with evidence of community transmission to close schools and says that states with evidence of community spread should close restaurants, bars, gyms, and other venues where people gather. Dr. Anthony Fauci says these guidelines will be in effect for about the next 15 days. Clarifying an earlier comment from Trump, Dr. Fauci said the virus could be present in the U.S. in a major way through July or August. Additionally, the administration is alleging that a foreign disinformation campaign is underway aiming to stoke fear amid the coronavirus pandemic. Three U.S. officials said Monday that federal officials began confronting what they said was a deliberate effort by a foreign entity to sow fear of a nationwide quarantine. The three U.S. officials did not name the foreign entity they believe to be responsible. They spoke 2557

ROME (AP) — After months in a Rome jail, a trial has begun for a pair of schoolmates from California who are accused of murdering an Italian policeman during vacation in Italy. The first hearing, held Wednesday, is expected to deal with procedural manners. Carabinieri paramilitary officer Mario Cerciello Rega was unarmed and on plainclothes assignment when he was stabbed 11 times near the Americans’ hotel in the early hours of July 26, 2019. Prosecutors have alleged that Finnegan Lee Elder, now 20, thrust a 7-inch attack-style knife repeatedly into the 35-year-old officer, while Gabriel Natale-Hjorth, now 19, scuffled nearby with the officer's partner.Prosecutors believe the suspects attacked the officers to avoid arrest after attempting to buy drugs in Rome’s trendy Trastevere area. The defendants have said they're innocent. They say they acted in self-defense, believing the officers were ill-intentioned. The circumstances that led to the officer’s death remain unclear, but there’s overwhelming evidence against the suspects, including the murder weapon that was found in their possession, 1121
