OCEANSIDE, Calif. (KGTV) - A 16-year-old girl told Oceanside Police a man, possibly homeless, tried to kidnap her Thursday morning as she walked to El Camino High School. The girl was walking east on Mesa Drive near Vanilla Way at 7:20 a.m. and passed the man heading the opposite direction. After she walked by, the man turned and grabbed her in a bear hug, police said. The man struggled with the girl, who was able to break free when he fell to the ground, according to investigators. The girl arrived at school and notified security about the incident. Oceanside Police units and a drone were deployed to find the man but were not successful. The girl described the man as dirty or "possibly homeless" according to police, white, in his 50s, 5’9 inches tall, and very thin. He was wearing a tan pullover sweatshirt with a zipper and baggy black jeans. Police said the man may be bald on top of his head with short light brown hair on the sides. He also had a scab on the right side of his neck, the girl reported. Oceanside officers are asking anyone with information to call the department’s Family Protection Unit at 760-435-4690. 1144

OTAY MESA (CNS) - Authorities Tuesday released the names of a 70-year- old man and the two San Diego police officers who shot him in Otay Valley Regional Park in Otay Mesa when he allegedly pulled out a handgun that turned out to be a replica.Around 6 a.m. Thursday, Officers Jeremy Huff and Filip Perry from the Neighborhood Policing Division were in the park, near the 500 block of Beyer Way, to conduct an outreach and cleanup operation in conjunction with other city agencies when they encountered Carlos Soto, who was staying in an illegal encampment, according to Lt. Andra Brown of the San Diego Police Department."When officers approached the man, he produced a handgun," Brown said. "Officers gave the man commands to get on the ground. ORLANDO, Fla. (AP) — A federal judge has ordered the U.S. Census Bureau for the time being to stop following a plan that would have had it winding down operations in order to finish the 2020 census at the end of September. The federal judge in San Jose, California, issued a temporary restraining order late Saturday against the Census Bureau and the Commerce Department, which oversees the agency. The order stops the Census Bureau from winding down operations until a court hearing is held on Sept. 17. The head count of every U.S. resident every ten years helps determine how .5 trillion in federal funding is distributed and how many congressional seats each state gets. Those who have not filled out the paper census yet can fill it out online by going to the official census 2020 website. The temporary restraining order was requested by a coalition of cities, counties and civil rights groups that had sued the Census Bureau, demanding it restore its previous plan for finishing the census at the end of October, instead of using a revised plan to end operations at the end of September. The coalition had argued the earlier deadline would cause the Census Bureau to overlook minority communities in the census, leading to an inaccurate count.Because of the coronavirus pandemic, the Census Bureau pushed back ending the count from the end of July to the end of October and asked Congress to extend the deadline for turning in the apportionment numbers from December, as required by law, into next spring. When the Republican-controlled Senate failed to take up the request, the bureau was forced to create a revised schedule that had the census ending in September, according to the statistical agency. 1720

  

OMAHA, Neb.  - The DEA is warning police and parents to be on the lookout for marijuana and methamphetamine laced candy this Halloween.The DEA and police agencies throughout the country have seen an increase of seizures of drug-laced edibles, including but not limited to chocolates, suckers and gummies. The DEA's Omaha Division has not identified any specific threats but issued an advisory.The items are often professionally packaged and can easily be mistaken for regular candy or baked goods. Last year the DEA found marijuana-laced candies sold in packages labeled; Munchy Way, 3 Rastateers, Twixed, Keef Kat and Rasta Reese's; had been collected during Halloween.Signs of marijuana or meth-laced candy include unusual wrapping, appearance, unusual colors, odd smell, misspelled candy labels, or candy or food that is unwrapped or unmarked.Parents and caregivers should seek immediate medical attention if a child ingests drug-laced candy and then contact local police. 988
