BEIJING, April 6 (Xinhua) -- China's outstanding external debt reached 428.6 billion U.S.dollars by the end of 2009, up 14.4 percent from a year earlier, the State Administration of Foreign Exchange (SAFE) said here in a statement on its website Tuesday.The figure excluded Hong Kong Special Administrative Region (SAR), Macao SAR, and Taiwan.The country's registered foreign debt was equivalent to 266.95 billion U.S. dollars by the end of last year, up 2.5 percent from the 2008 level. Outstanding trade credits stood at 161.7 billion U.S.dollars, according to SAFE.China's foreign debt service ratio was 2.87 percent, while the foreign debt ratio and liability ratio stood at 32.15 percent and 8.73 percent, respectively, SAFE said.Mid- and long-term external debt, accounting for 39.52 percent of all outstanding foreign debt, totaled 169.39 billion U.S.dollars by 2009, most of which came from manufacturing and infrastructure construction in transportation, storage and postal services, it said.Short-term external debt rose 23 percent to 259.26 billion U.S.dollars year on year by the end of 2009, accounting for 60.48 percent of the total.New mid- and long-term debt in 2009 declined 38.18 percent to 22.45 billion U.S.dollars from a year earlier.China repaid principals for mid- and long-term loans of 34.19 billion U.S. dollars and 3.63 billion U.S. dollars in interest in 2009, up 46.78 percent and down 12.64 percent year on year, respectively, said SAFE.

BEIJING, May 10 (Xinhua) -- The energy intensity of China's centrally-administered state-owned enterprises fell close to government targets from 2005 to 2009, a senior SOE administrator said Monday.The level of energy consumption per 10,000 yuan of output value was down 15.1 percent over the five-year period, said Li Rongrong, director of the State-owned Assets Supervision and Administration Commission (SASAC).Combined investment in energy-efficient and emissions reduction projects by centrally-administrated SOEs totaled 87.84 billion yuan (12.9 billion U.S. dollars) in 2009, said Li.This helped reduce sulfur dioxide emissions per 10,000 yuan of output value by 36.8 percent and chemical oxygen demand by 33 percent compared with 2005 levels, said Li.Enterprises executives who performed poorly in promoting energy conservation and emissions reductions, would be held for responsible by the SASAC, said Li.But he did not explain what would be considered a "poor" performance nor what penalties would be enforced.Under China's 11th five-year plan (2006-2010), the centrally-administered SOEs are expected to reduce energy intensity by 20 percent by the end of 2010 from 2005.By the end of 2009, China had 131 centrally-administered SOEs, many of them leading companies in highly polluting industries, including petrochemicals, steel, power generation, and non-ferrous metals industries.

ASTANA, May 28 (Xinhua) -- Defense ministers of China and Kazakhstan agreed Friday to upgrade cooperation of the two militaries to a new level.At a meeting with his Kazakh counterpart, Adilbek Dzhaksybekov, visiting Chinese Defense Minister Liang Guanglie recalled the smooth growth of the bilateral cooperative relationship since the establishment of diplomatic ties between China and Kazakhstan, including frequent top-level exchanges, deepening of political trust, and expansion of cooperation in all aspects.He recalled frequent meetings between Chinese President Hu Jintao and his Kazakh counterpart, Nursultan Nazarbayev. The two leaders held in-depth discussions on how to further bilateral strategic partnership, thus continuously adding new momentum and providing guidance to the development of bilateral ties.Liang said military-to-military relationship is a key part of overall bilateral relations. BEIJING, May 7 (Xinhua) -- The Chinese government has allocated another 200 million yuan (29.3 million U.S. dollars) to quake relief in the northwest Qinghai Province on top of 500 million yuan already earmarked, the Ministry of Finance said Friday.The funds will support relief efforts, including resettlement, subsidy on daily necessities, medical care, epidemic prevention, re-opening of schools, and infrastructure repairs, according to the ministry's website.The ministry ordered timely allotment and tightened management of the relief funds to help the quake-affected residents to restore production and life as early as possible.The 7.1-magnitude earthquake that hit Qinghai's Yushu prefecture on April 14 had left at least 2,200 people dead, with more than 100,000 homeless.
