SAN MARCOS (KGTV) -- Since CSU San Marcos student Adrianne McWilliams was young, the service was always near and dear to her heart."My dad was active duty for 20 years, so the first few years of my life I moved around a lot. When I was in elementary school, my mom started working for the Marine Corps," McWilliams said.When she found out that those coming home from deployment wouldn't get the staple celebration she remembered as a child, McWilliams wanted to take matters into her own hands."It just kind of made me think about how when I was really young and my dad was deployed, whenever he came back there was always that big homecoming moment," McWilliams told 10News.She created thank you and care packages for those returning home from duty."I'm doing everything I can to make sure that there's at least a little handwritten note on it that says 'welcome home' and 'thank you for your service' so at least they get that little bit of homecoming that they'd get if this were under usual circumstances," McWilliams added.She included basic essentials like toiletries and snacks, something she said they could use since many of them have to self quarantine for two weeks before reuniting with family."Our Marines that are coming home do deserve a special homecoming. Coming home after a long deployment then having to quarantine is not an ideal situation," said McWilliams.McWilliams gathered gifts and donations thanks to friends, family and community members, all from word of mouth and social media. Her first batch was given to 35 returning members."I've always liked giving back but when it's something I'm passionate about and have a personal connection to, the motivation is a little stronger and it's something that hits closer to home," she said.On June 2, 50 packages will be given to another group of returning members. SAN YSIDRO, Calif. (KGTV) — Border officials seized more than million in unreported currency being smuggled into Mexico through San Ysidro.Officials stopped a vehicle on Dec. 9 in the southbound I-5 lane at the San Ysidro Port of Entry, according to U.S. Customs and Border Protection. The vehicle was referred to inspection where canine officers alerted CBP officers to the driver's side quarter panel of the vehicle.Officers discovered numerous packages containing undeclared U.S. currency in the quarter panel, under the vehicle's third row of seats, and in the cargo area, CBP says."CBP officers and a canine team successfully stopped the smuggling of the currency during outbound inspections," said Anne Maricich, Acting Director of Field Operations for CBP in San Diego. "This is a demonstration of great police work and dedication to the CBP mission by our officers with the goal of stopping the illicit movement of currency through the border."The money was seized by the CBP. 995

SANTA BARBARA, Calif. (KGTV) - The captain of the sister ship to the one that caught fire off the coast of Santa Barbara, killing at least 25, is sticking up for its crew.Ian Higgins is the captain of the Vision, a sister ship nearly identical to the Conception, which caught fire near Santa Cruz island Monday morning. Higgins spoke to 10News after media reports calling the safety protocol of the Conception into question."That vessel is inspected by the Coast Guard annually and also every five years for a more complete inspection," said Higgins, who works for Truth Aquatics. "If you think the Coast Guard would allow a vessel carrying that many passengers to operate without any type of fire suppression system, I don’t know what one would believe."RELATED: 20 bodies recovered from boat fire off coast of Southern California, officials sayRecords show the Conception had no issues after a Coast Guard inspection in February. Higgins said any report that the passengers were locked in the ship is patently false. He said passengers are given safety briefings the morning after they get on the ship. Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430
