It gives me great pleasure to join you in Tajikistan, the country of mountains, for the 17th Meeting of the Council of Heads of Government of Member States of the Shanghai Cooperation Organization (SCO). Over recent years, two-way trips between the two countries have been increasing, practical cooperation growing steadily, and bilateral relations advancing continuously, said the prime minister.

"They are very serious and I am not surprised because of the comprehensive and fast expansion of the Chinese model of economy in Montenegro, Europe and the whole world," he said.

Fourth, let us build a China-Africa community with a shared future that enjoys cultural prosperity. Both China and Africa are proud of our splendid civilizations, and we are both ready to make greater contributions to promoting cultural diversity in the world. By enhancing exchanges, mutual learning and harmonious co-existence of our civilizations, we will inject lasting impetus into invigorating our civilizations and cultures, enriching our artistic creations, and provide rich cultural nourishment for China-Africa cooperation. With more people-to-people exchanges in culture and art, education, sports, and between our think tanks, the media, and women and young people, we will strengthen the bond between the people of China and Africa.

As we the SCO member states are at a critical development phase, we should make the most of this opportunity to increase resource input in science, technology and innovation and upgrade the industrial structure with new technologies, new forms of business and new models. This will help us speed up the transition from old growth drivers to new ones and achieve better quality of economic development.
