SAN DIEGO (KGTV) - A senior "hero" leapt into action when she saw a man snatching a neighbor's package in the La Jolla area.On a quiet afternoon last week, Gillian Ackland was in her living room when she saw an unfamiliar white car park right in her cul-de-sac off Colima Street in Bird Rock."It felt kind of strange," said Ackland.Next door was a big package sitting outside her neighbor's door.MAP: Track crime happening in your neighborhood"The car suddenly starts backing up diagonally. I realize he's going for the package, and I run out the front door, saw him with the package and ran to his side of the car," said Ackland.Her neighbor's Ring camera captured it all. In the video, a man is seen walking up to the door, grabbing the big package and a smaller one. As he starts running to his car, so does Ackland, who yells, "That's not yours!" three times.He shoves the package in the back seat, but the door didn't fully close."There was adrenaline going," said Ackland.Ackland sensed her chance."I knew I had a few seconds and I could do something - and I did it," said Ackland.She opened the back door and tried to pull the package out. The package starts to fall out, but not far enough, as the car drives off. Ackland has no regrets."The injustice of all kept me going. I just felt it's not right, and I just thought I could get the package away from him," said Ackland.Another neighbor took a photo of the car showing an Uber sticker on the front windshield. Inside the package was a side table. She says the neighbor missing the package thanked her profusely. He told 10News she is a "superhero neighbor.""It's actually a little embarrassing," said Ackland.The video was shared on the "Neighbors by Ring" app."It's important that neighbors look out for each other. SAN DIEGO (KGTV) — An early report card on student grades during the pandemic shows cause for concern, as the number of D's and F's are up at schools across California.Nine months into the coronavirus pandemic and some parents are just done with distance learning."Best case scenario I'd like to get my child back in a classroom," Amanda McLean says. Her five-year-old daughter is a student at L R Green Elementary School in Escondido. "There is very minimal interaction with children and teachers in the classroom and yet our children are thriving far better in that setting than they are in zoom."Early grade reports from some secondary schools across the state seem to back up that statement.In November, the Vista Unified School District released its six-week progress report for all of its high schools.The number of F's up more than 200% from last year.In late October, the Carlsbad Unified School District released an eight-week progress report and a similar finding, F grades increased by more than 300%.At one of the largest high school districts in the state, Sweetwater Union High School District D's and F's are also up. District data shows the most impacted are English learner students and students that are socioeconomically disadvantaged."The pandemic is illuminating for us how these traditional practices are so inapplicable and so unhelpful and actually punishing students for things outside their control like a pandemic," Joe Feldman, the head of Crescendo Education Group, said.Feldman said he believes districts need to change the way they grade students, starting with removing the environmental factors students can't control."And then what they have to do is they have to think about, are we able to deliver the instruction in the way that we want and are we able to really accurately assess what students know," Feldman said.Some districts say they released early progress report data as a proactive step to help students with support and intervention immediately.In San Luis Obispo County, Rick Mayfield, the director of learning and achievement for San Luis Coastal Unified School District, said he's concerned about the data he's seeing."Comparing last year's data in full pre-COVID to this year's data during distance learning we're very concerned about what we're seeing," Mayfield said.Preliminary data shows a five to 15% increase in D's and F's depending on the school.Mayfield says educators need to find a balance between rigorous learning and understanding they are in the middle of a pandemic."It's not an option for any district to just say ya well there's nothing we can do about the pandemic and let's just move forward. We're developing a robust learning recovery plan to get kids back up to speed," Mayfield said.The state's second-largest school district, San Diego Unified, says it has not released grade data yet. 2868

SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. SAN DIEGO (KGTV) -- Americans are spending more and more time commuting for every day while others aren’t commuting at all, according to a new report. The report, released Thursday by Apartment List, claims that the number of “super commuters,” people who travel more than 90 minutes to work each way, has increased by more than 31 percent since 2005. In the same time frame, the number of Americans working from home has increased by 76 percent, according to the report. Another California city, Stockton, pulled ahead of all other metros in the U.S. with more than 11 percent of its population considered super commuters. Apartment List says the cheaper cost of living when compared to the San Francisco Bay Area is a contributing factor. While the share of super commuters in San Diego may be modest, some people have decided not to commute at all. SAN DIEGO (KGTV) - A sign advertising a block party at the home of a registered sex offender is causing concern in Rancho Bernardo.“We would like to invite you and your kids to a neighborhood get together” read the sign, which was posted outside a home on Bernardo Oaks Drive in the Seven Oaks retirement neighborhood this week.“I always keep an eye on that house because I know there’s a registered sex offender that lives there,” said Susan Sutherland.Sutherland told 10News she looked up her community on the Megan’s Law website four years ago and found a listing for a neighbor who had had been convicted of lewd acts on a child under 14, according to Sutherland“I come from a background of abuse. I can’t live with myself if I allow a child to get hurt. I can’t live with that,” Sutherland said.The sign was posted by the contractor who recently renovated the home, which is owned by the man's mother. 10News reached out to Elor Energy, which said it had no prior knowledge of the man's past.
