XI'AN, July 20 (Xinhua) -- Floods and landslides triggered by torrential rains have left at least 15 people dead and 54 missing in northwest China's Shaanxi Province, flood control authorities said late Monday.The lives of more than 1.33 million people were disrupted by the heavy flooding in 23 counties and cities in the southern regions of the province, said officials in the provincial flood control headquarters.Torrential rains have cut off roads, flattened homes, destroyed power facilities and flooded farmland in the worst-hit Ankang City, causing economic losses estimated at 881 million yuan (129 million U.S. dollars), said officials.In the mountainous county of Langao in Ankang, three people were reported dead and 17 still missing after landslides and mud-rock flows struck several villages late Sunday.Continuous rainfall has battered many Chinese provinces and regions over the past week.In neighboring Sichuan Province, flash floods and landslides left at least 26 people dead and more than 30 missing.China is also preparing for the worst Yangtze flooding in more than a decade as water levels in the upper and middle sections of China' s longest waterway continue rising.

COLOMBO, June 11 (Xinhua) -- Sri Lankan Prime Minister D. M. Jayaratne and the visiting Chinese Vice Premier Zhang Dejiang stressed here on Friday to enhance the two friendly nations' cooperation in a wide range of areas including economy, education, culture and international affairs.Jayaratne told Zhang that Sri Lanka's economy has been greatly benefited by some mega-projects funded by China in recent years. He also expressed his gratitude to China's participation in Sri Lanka's economic rebuilding after the conclusion of a 30-year-old civil war.The Sri Lanka prime minister said Sri Lanka treasures the friendship between the two countries and unswervingly supports China on issues of her core interests.Zhang congratulated Sri Lanka for the end of the civil war, as well as the steady progress in rebuilding and social-economic development.He said China hopes to continue to increase friendly exchange between the two countries and enhance cooperation in the areas of infrastructure, industry, communication, energy, education, culture, tourism, among others.Zhang also proposed the two countries to enhance multilateral cooperation in the international arena to protect the just rights and interests of the developing nations.They also witnessed the signing of several economic and commercial cooperation agreements after their talks.Sri Lankan speaker Chamal Rajapaksa held talks with Zhang earlier on Friday.The Chinese vice premier arrived in Colombo Thursday night for a three-day visit to Sri Lanka, the second stop of his four-nation tour which will also take him to Greece and Austria. BEIJING, July 30 (Xinhuanet) --Zhejiang Geely Holding Group Co is expected to complete it takeover of Swedish luxury car brand Volvo from US automaker Ford Motor Co on Monday after getting government approval for the deal.Ministry of Commerce officials told China Daily on Thursday that the government cleared the Volvo deal on Monday 26, after the National Development and Reform Commission cleared the proposal last week.Geely has also got the necessary anti-trust approvals from the European Union and the US government for the deal.Li Shufu (center), chairman of Zhejiang Geely Holding Co, arrives for a news conference in Beijing earlier this year. The Geely-Volvo deal has won approval from the Chinese government."With this the decks are now clear for Geely to complete its acquisition of Volvo and start manufacturing the brand in China," said Wang Zhile, director of the research center on transnational corporations under the Ministry of Commerce.Yuan Xiaolin, Geely's spokesman for the Volvo deal was unavailable on Thursday for comment. However, unnamed sources from Geely told China Daily that the Zhejiang-based automaker will hold a formal function on Monday to complete the deal.Geely's shares surged nearly 11.32 percent and closed at HK.95 per share in Hong Kong on Thursday.Privately owned Geely paid .8 billion to acquire the Volvo car brand from Ford on March 28 this year. It was the biggest overseas deal made by Chinese automakers in recent times.Geely Chairman Li Shufu had at that time indicated that the company would invest 0 million as operating capital in Volvo apart from the US.8 billion purchase price.Geely said on July 15 that it had appointed Li as the chairman of the board at Volvo Car Corp. At the same time it appointed the former president and CEO of Volvo Hans-Olov Olsson as the vice-chairman.More appointments to the board and top management, including the chief executive and chief financial officer, may be made next week, said sources.Analysts said the Volvo buy will help Geely gain a competitive edge in China and also a major toehold in Europe.Pursuant to completion of the deal, Geely is likely to start making Volvo cars locally.Though it has not announced a location yet, indications are that it may consider Jiading in Shanghai, Chengdu in Sichuan, Beijing or Tianjin as possible production sites.During the firsts six months of the year, Volvo sold 15,497 cars in China, up 88 percent over last year.That compares to the Swedish luxury brand's 5.2 percent and 9 percent year-on-year decline in major markets like the United States and Germany.Geely plans to increase Volvo's annual sales in China to 150,000 units by 2015, said sources.

BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

ZHOUQU, Gansu, Aug. 16 (Xinhua) -- A new round of rains started to pound the mudslide-flattened Chinese town of Zhouqu Monday night, which has increased the possibilities of new mudslides occurring.The weather bureau in the Gannan Tibetan Autonomous Prefecture in northwest China's Gansu Province, which administers Zhouqu County, issued a rainstorm warning Monday night, warning about the likelihood of new geological disasters.Rains started pounding Zhouqu at around 10 p.m., which, according to Gansu's provincial weather bureau, could last for five days and precipitation in some regions may reach 60 to 80 mm.The massive landslide on August 8 killed 1,254 people as of 4 p.m.Monday, with 490 still missing.Residents are ferried by a boat in landslide-hit Zhouqu County, Gannan Tibetan Autonomous Prefecture in northwest China's Gansu Province, Aug. 16, 2010. Large-scaled ponding area still remained in the county although the flood has subsidised. Meanwhile, rescue headquarters in Zhouqu has started implementing a disaster prevention contingency plan, which was drawn up on August 11.The plan asks rescue teams and residents alike to move out of mudslide-prone areas if heavy rainfalls pelt the region.According to the plan, tents built in these areas should be removed immediately. Also, cars are not allowed to park in these areas.
