SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

SAN DIEGO (KGTV) — Former Congressman Duncan Hunter Sr. called his son’s opponent in the November election a threat to national security to his face on Tuesday.Hunter Sr., the father of Congressman Duncan D. Hunter, held what he called a “security briefing” on Democrat Ammar Campa-Najjar across from the U.S.S Midway Museum. Campa-Najjar is running against Duncan D. Hunter for his seat in the 50th Congressional District. Congressman Hunter and his wife Margaret are currently facing 60 federal charges of wire fraud and conspiracy. SAN DIEGO (KGTV) — Disney officials say they do not believe Disneyland or California Adventure parks will reopen before 2021.During an earnings call on Thursday, Disney Chief Financial Officer Christine McCarthy said the Anaheim theme park will likely remain close through the end of the fiscal first quarter, which ends in late December."While some of our parks are open with limited capacity, we currently anticipate Disneyland resort will remain closed at least through the end of the fiscal first quarter," McCarthy said.RELATED: San Diego County businesses sue amid rollback in reopening restrictionsMcCarthy added that the company does not have any indication of how long restrictions on theme parks will last.California introduced reopening guidelines for small and large theme parks in October. Small theme parks with a capacity of less than 15,000 visitors can reopen in the state's moderate (orange) tier while large parks like Disneyland can reopen in the minimal (yellow) tier.Orange County is currently in the red tier and would need to post two weeks of orange tier data to move forward. The county would need to do the same to move into the yellow tier. SAN DIEGO (KGTV) — Friends of Anthony Womack, the teenager who died after jumping from Sunset Cliffs Wednesday, spent the morning joining a local car club to wash cars in National City, in exchange for funeral donations."He was just like a happy person," said Sweetwater High School student, Sarah Seineke. "He was always around school laughing. He was really good person to everybody...that's why everyone is so affected by it."When members of Diego Style Car Club heard about Womack's tragic death, they knew they wanted to help.RELATED: Loved ones remember student who died at Sunset CliffsThe crew showed up to the Church of God of Prophecy on Epsilon Street and were set up to begin the washes by 8 a.m. that would go until the afternoon."It's been hard the last couple of days," said Llamas, who's daughter was close friends with Womack and asked for the fundraiser."When your kid hurts, you know we hurt also," he said. "She came to us and she asked us if we could do something for her friend."The community showed up, car after car stopped by the church leaving cash and comforting the teens who have lost someone who meant so much."I hope they remember his vibe as a person," said Seineke. SAN DIEGO (KGTV) -- Due to struggling ridership, the City of San Diego has been busy creating a plan to revamp its bikesharing program.On Wednesday staff will provide an update on improvements made and future plans, in response to a grand jury report in 2016.The program, DecoBike, is privately owned but works in partnership with the city.Critics of the program say it has not met the city's needs due to where stations were built.Last year a county grand jury report titled "San Diego's Bikesharing Program Needs Help," outlined ways the city and DecoBike could improve to better serve the community.One recommendation was to put more stations in beach communities, even though local business owners and residents protested them being there.Since then, the city has done the opposite, removing 14 stations from beach communities.City spokesperson Katie Keach says the city and DecoBike are concentrating on increasing the number of stations in the urban core.By doing this, they believe it will provide for a comprehensive system to increase alternative transportation options. They say it will also help the city meet its Climate Action Plan goals.Keach says they hope to have additional stations in North Park, Uptown, Golden Hill and downtown this winter.The city is conducting presentations to community planning groups this fall, seeking public input.Bicycle and climate activists want the program to succeed, saying it's critical to the city's Climate Action Plan.  1486
