NEW YORK (AP) — Mail-in voting has gotten off to a rocky start in New York City, where election officials sent out a large number of absentee ballots with the wrong names and addresses on the return envelopes.The faulty ballots were sent to an unknown number of voters in Brooklyn and could result in ballots being voided if voters sign their own name on return envelopes bearing different names. More than 140,000 ballots have already been sent out so far across the borough. It was unclear how many people got the wrong envelopes.The city Board of Elections is blaming the problem on the vendor that was contracted to print and mail the ballots for voters in Brooklyn and Queens. Board of Elections head Michael J. Ryan says the proper ballots and envelopes will get to voters before the Nov. 3 election.But it’s unclear exactly how the city will handle voters who had already mailed their completed ballot back in the provided envelopes.Ryan said elections workers will reach out to voters by social media and, if available, by telephone and email addresses. NEW YORK (AP) -- Fire officials say a man has been killed in in a raging apartment fire at Trump Tower in New York City.Fire Commissioner Daniel Nigro says a 50th-floor apartment at the midtown tower was "virtually entirely on fire" when firefighters arrived after 5:30 p.m. Saturday.Fire officials say a man who was in the apartment was taken to a hospital and later died. Four firefighters suffered minor injuries. President Donald Trump tweeted earlier that the fire was "Very confined (well built building)." Trump's business is based at Trump Tower and his residence is there, but he has spent little time in New York since taking office.Nigro says no member of the Trump family was at the building on Saturday.He says about 200 firefighters battled the blaze. 783

It's a doctrine implemented by the U.S. Supreme Court that makes it difficult to sue police, even if one's constitutional rights are violated.The doctrine protects officers who can defend their actions because they didn't know their conduct was unconstitutional. That's because it wasn't “clearly established” in a prior court ruling.In practice, courts have dismissed civil rights lawsuits because there wasn't a previous case in the same location with the same circumstances. So, there's also no precedent for future cases. That's why the doctrine is criticized as a "catch 22."“That kind of ‘does this officer get the benefit of the doubt?’ type of inquiry gives judges just lots of room based on their interpretation, their view of whether this seems like a bad case or not, and it means that the judge is taking cases away from the jury based on their own views of the facts,” said Brandon Garrett, professor of law at Duke University.“The way to truly understand it is to look at in the context, as a lot of people are suddenly looking at it when police uses force, and particularly when it's deadly force,” said Aderson Francois, professor of law at Georgetown UniversityThe officers involved in a wrongful death lawsuit in Washington D.C. are expected to claim qualified immunity.
