SAN DIEGO (KGTV) — The Laurel Street Bridge at Balboa Park was closed late Friday after a fire started inside the bridge. At around 7:30 p.m., Park Rangers called the San Diego Fire Department after seeing smoke coming out of the side of the 105-year-old bridge. The closure caused great inconvenience for Old Globe Theater patrons trying to get to and out of Friday night's show. Season ticket holders Kenny Ard and Brian Moore barely made it to the theater, before the bridge was closed off by emergency responders. Witnesses saw firefighters carefully try to suppress the flames by opening the manholes on the road.“We kind of rushed when we saw the fire truck," Moore said. “I was like, I bet they’re going to close the bridge. So we hurried and made sure we got here.“San Diego Fire Fighters said the fire broke out inside of the hollow bridge. They have not announced the cause of the flames. However, this scene was all too familiar. Since its construction in 1914, the Laurel Street Bridge has caught fire several times. Many of the fires were started by transients who end up living inside the bridge. In 2017, several homeless people were rescued from inside a utility hole on the bridge.“There are access panels at the base and some on the sides, and so people get in there,” Moore said. While Are and Moore were able to avoid the jam getting to the show, they were not so lucky finding their way home.“My car is parked right on the other side of the bridge,” And said. “We’re going to have to take a Lyft because it’s a long way around.”The bridge had reopened by Saturday morning. 1601

SAN DIEGO (KGTV) -- The county of San Diego is hoping to help curb the spread of COVID-19 among Latinos in the county with a new campaign announced on Tuesday.County numbers show Latinos are disproportionately affected by COVID-19. Out of the 24,000 confirmed cases in the county, 60% are Latino, but Latinos only make up 34% of the county's population.Out of the 487 coronavirus deaths in the county, 45% of those were Latinos, 38% were White and 12% were Asian.The new outreach campaign will consist of signage in Spanish, with reminders to wear facial coverings and maintain social distance. The county says they are also reaching out on TV, radio and online with resources for the Latino community.Although there is no exact reason for why Latinos are disproportionately affected by this pandemic, county leaders say reasons could include the fact that many Latinos are essential workers, live in multi-generational families and some have underlying health conditions.The county says it's goal is to make sure Latinos have the information they need to protect themselves and their families, encouraging them to get tested and participate if they are called by a contact tracer.To slow the spread of the virus, the county has expanded testing throughout the region, especially in the South Bay. Currently, more than 50% of all testing is being done in this region.The county opened its newest COVID-19 testing site in Imperial Beach last week. This new location brings the total number to six testing sites in South County. Additional testing sites are located in San Ysidro, two in Chula Vista and two in National City."We've not only expanded our testing, but we've also increased our contact tracing in the region," said Barbara Jimenez, director for the Central and South regions of the County Health and Human Services Agency.Jimenez has been spearheading the county's outreach efforts in South Bay communities and has been working with city mayors and other partners to get prevention, testing and tracing messages to area residents."We all need to follow the health prevention messages we've been promoting on preventing the spread of COVID-19. Let's take care of ourselves, our families and our community," Jimenez said.The county has also increased its contact tracing capabilities and now has more than 500 disease investigators and contact tracers who are calling people who tested positive for COVID-19 and their close contacts so that they place themselves in isolation or self-quarantine. SAN DIEGO (KGTV) - The Downtown Central Courthouse plans to resume jury trials in two weeks after a six-month postponement during the shutdown, but there are concerns about the massive backlog of cases and keeping jurors safe. Non-jury trials are currently in progress through a remote virtual process.“I do have an incredible backlog, not only in criminal but also in civil cases,” said San Diego Superior Court Presiding Judge Lorna Alksne on Monday. So far, 900 jury duty summonses have been sent out for telephonic standby for in-person appearances in groups of 70 people. “The jury lounge [holds] 500 to 600 people but instead of that were going to bring in 70 [people and] socially distance them,” she added.Those people who are selected for jury will sit in courtrooms which have been retrofitted with protective measures like plexiglass barriers. Judge Alksne said there around about 2,400 criminal cases ready for trial that must be reset. Beyond that, there are thousands of other criminal proceedings to get to. “There's about 17,000 other things that need to be reset before they can even get to a trial,” she added.Civil cases are another obstacle. A spokesperson for the Courthouse confirmed that there are approximately 54,000 civil cases that are pending. There are about 2,800 that are ready to go to trial but Judge Alksne said Monday that civil jury trials likely won't resume until sometime in 2021.“The only way that I'm going to beat this backlog is if jurors come in for jury service so if you feel like you're able to serve, we would ask you to respond to the summons and come into court and help us get the jury trials started again,” she added.She noted that civil bench trials will start in mid-October and in-person arraignments will start on November 1st. 1792
