EL CAJON (CNS) - A 21-year-old man accused of leading Border Patrol agents on a high-speed pursuit that ended with a crash on Interstate 8 in Boulevard, killing three of the suspected undocumented immigrants riding in the pickup and injuring seven others, was charged today with murder and other counts.Arraignment for Luis Alberto Virgen, a U.S. citizen who lives in Tijuana, was postponed until Dec. 18 so he can hire an attorney. He was charged with three counts each of second-degree murder and gross vehicular manslaughter, along with seven counts of reckless driving causing injury.Virgen, who is being held on million bail, faces up to 45 years to life in prison.Virgen allegedly sped off when federal officers tried to pull over the passenger-packed white Chevrolet Silverado he was driving near the Mexican border in eastern San Diego County shortly before 4:30 p.m. last Thursday, according to the California Highway Patrol.RELATED: Truck fleeing Border Patrol crashes in Boulevard; 3 killedWith the agents giving chase, Virgen entered Interstate 8 at Buckman Springs Road and fled to the east briefly before exiting at Ribbonwood Road and re-entering the freeway, this time headed west, the Border Patrol reported.After fleeing for several more miles, the suspect ran over a tire- flattening spike strip that agents had laid across the roadway in his path east of Crestwood Road, according to the federal agency.About a minute later, the Silverado -- occupied by a single passenger in the front and the rest unrestrained in the cargo bed -- veered off the interstate, went up a dirt embankment, became airborne, overturned and rolled back down the sloping roadside onto the freeway.Virgen was the only one in the truck wearing a seat belt at the time of the crash, and the others were ejected, CHP public-affairs Officer Travis Garrow said. Two of the male passengers and the sole female member of the group died at the scene of the crash.The names of the deceased were withheld pending family notification. Paramedics took Virgen and the surviving passengers to a hospital for treatment of moderate to serious injuries, Garrow said.About an hour after the fatal accident, Border Patrol personnel in the area came across another vehicle believed to have been involved in the apparent human-smuggling attempt and arrested a second man. DETROIT, Michigan — General Motors made a major announcement on Monday saying it will close two plants in metro Detroit as well as plants in Ohio and Canada. The plan will help save the company billion by 2020, according to GM.In a news release, the company said it will close the Detroit-Hamtramck Assembly Plant in Detroit and Warren Transmission Operations in Warren. Other plans closing include the Oshawa Assembly Plant in Oshawa, Ontario, the Lordstown Assembly in Warren, Ohio and the Baltimore Operations in White Marsh, Maryland.According to a spokesperson for GM, the plants will be unallocated which means they will no longer produce vehicles in those plants in 2019. Of those, 8,100 will be white-collar workers that will either take buyouts or be laid off.The company said that the moves will help continue its focus on crossovers, SUVs and trucks. With the move, GM plans to cut 25 percent of the executive staff and 15 percent of the salaried and salaried contract staff."These actions will increase the long-term profit and cash generation potential of the company and improve resilience through the cycle," Barra added in the release.Detroit Mayor Mike Duggan called the news "troubling," saying he spoke with Barra on Monday morning and has also spoken with UAW President Gary Jones as well as Detroit's economic development team."We all know there is strong demand for manufacturing space in Detroit and we are willing to work with GM to fill all the available manufacturing space at Poletown with either GM-related entities or other companies," Duggan added.Rep. EL CAJON, Calif., (KGTV) — The combination of good old fashioned police work and advancements in DNA science helped put an Oregon man behind bars after he killed a La Mesa man in 2006. Today, Hon. Judge Robert Amador announced Zachary Bunney's sentence: 12 years in a California prison for voluntary manslaughter. Before his sentence was announced, Bunney read an apology letter to the family of Scott Martinez. "I just wanted to say I'm sorry for the pain that this has caused the Martinez family. If I could go back in time and change the course of events that led to this, I would. I know that words cannot bring back to life, but I am truly sorry."Bunney referred to the night of June 27, 2006. La Mesa Police said Bunney went into 47-year-old Scott Martinez's apartment and used a sword to stab Martinez 30 times, killing him. For 12 years, Bunney evaded police, and the case went cold. Until this January, investigators linked the killer's DNA left on a bloody tissue paper, to Bunney's distant relative who was registered on a public genealogy database. "The defendant's DNA was uploaded into the system," Deputy District Attorney Brian Erickson said. "A relative of his had uploaded her DNA, and then they do the family tree backwards, and they were able to trace it through that."Detectives discovered that the DNA on the bloody tissue belonged to Oregon resident Zachary Bunney. "I didn't think anything like this would be what cracked the case," Martinez's daughter, Angelina Panek said. By November, Bunney pleaded guilty to voluntary manslaughter. In exchange for dismissing the murder charge, his stipulated agreement was that he would get 12 years in state prison. "The amount of years that he was on the run, and this is the amount of years he is going to be given as a sentence. It was a sign. And I had to take it," Panek said. Panek said she will always wear her father's ashes in her special necklace, knowing that he is watching over her and her family. "I'm just grateful that this day has come. EL CAJON, Calif. (KGTV) - A day after a massive fire broke out in an East County recycling plant, smoke was seen billowing from a building just a freeway exit away Thursday.San Diego firefighters responded to the site at about 12:30 p.m. Smoke could be seen pouring from a building in the 100 block of Fletcher Parkway in El Cajon. The site is that of the city's former police station, that has since sat abandoned.It's not clear if there were active flames inside the building, but footage from Sky10 showed thick smoke coming from the building.San Diego Police officers were also seen nearby with three individuals sitting on the ground. Police have not confirmed if anyone was in custody or being questioned.The site was approved for redevelopment last year, with plans to build a hotel and retail stores on the site.Wednesday, a metal recycling facility burst into flames, sending black smoke into the air. The fire erupted at the intersection of Magnolia Avenue and Bradley Ave., just one exit away on State Route 67.10News is monitoring this breaking news story. 1081
