Medical Marijuana Inc., based in Sorrento Valley, already has a line of CBD products but has to import the raw hemp from outside the United States. That will soon change. On Tuesday, President Donald Trump signed the 2018 Farm Bill. Inside the bi-partisan, 7 billion bill was a revision to the federal laws on hemp, which had largely outlawed commercial production since the 1930s. The bill also removed hemp from being classified as a schedule 1 drug, the DEA category for substances with “no currently accepted medical use and a high potential for abuse.” “We really think this is going to be a tremendous growth market over the next three to five years,” said Stuart Titus, president and CEO of Medical Marijuana Inc. SAN DIEGO (KGTV) - A Linda Vista grandfather is missing a pricey, sentimental piece of jewelry after trying to help out some strangers.Steve Phakdy says his 71-year-old father was attending an event at a Buddhist temple in Chollas View more than a week ago, when a white Chevy Tahoe pulled up. "Flagging him down, saying, 'Hello mister.' The husband says, 'It's my wife's birthday. Can you give her a blessing?'" said Phakdy.Phakdy says his father did something to acknowledge the birthday. A woman in her 30s then got out of the SUV."She hugs my dad," said Phakdy. In the backseat was a baby in a car seat."The husband gets out and says, 'We have some jewelry to give you or show you,'" said Phakdy.Together, the two placed rings on his hands, wrapping necklaces around his neck and arms."The husband was grabbing his wrist. Turning it around doing this and doing that," said Phakdy.His father offered to pay for the jewelry, but the couple quickly drove off. "Was looking at the bracelet they gave him and hey, wait, where's my bracelet?" said Phakdy.Gone was a 24-karat-gold-and-diamond bracelet, an anniversary gift from his wife. SAN DIEGO (KGTV) — A powerful 7.5-magnitude earthquake along Mexico’s southern coastline Tuesday was felt hundreds of miles away.Thousands of people ran into the streets as buildings swayed back and forth. A hospital in Mexico City was evacuated; patients were sent to wait outside until they were given the all-clear.According to Mexico’s civil protection agency, four people were confirmed dead.The earthquake was centered just east of the popular tourist destination Huatulco, Oaxaca. According to Mexican officials, the damage was not widespread.“Right now, we’re working together with the Mexican Army, the Mexican Marines, and the National Guard,” said Ricardo Gamez, personal secretary to the mayor of Huatulco.“The Mayor, Giovanne González García, has visited hospitals, checking buildings, homes,” he said. “We have a lot of damage. We are doing evaluations of the houses and the buildings.”Gamez said shelters were set up for anyone in need.In San Diego County, Imperial Beach Mayor Serge Dedina was left with concerns as he has close ties to the coastal town.“There’s a strong Oaxacan community in southern California, especially San Diego,” said Dedina. “Most hardcore surfers in San Diego know that coast really well.”Outside of his duties as mayor, Dedina runs Wildcoast, an international team that conserves coastal marine ecosystems and wildlife, including sea turtles in Mexico.“We have an office in Huatulco, our office received some damage I talked to our staff member there who was shaken up and in the office when the earthquake happened,” he said. “Talked to our interns, we have two paid interns that come from an indigenous community where they work to protect sea turtles; they were on the road near the epicenter when it happened.”Dedina said all three people were not injured.“It’s really a remarkable place in Mexico and probably some of the warmest, friendliest people on the planet,” he said. “Very shocked when we heard this happened and wishing our best to all our friends in Oaxaca.” 2024

SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. "The concern from the community is that it is just a rubber stamp of what police officers have already determined in their own investigations."RELATED: Transparency Project focuses on police files regarding officer-involved shootings and misconduct allegationsThe proposed independent commission would investigate all deaths occurring while a person is in police custody, all deaths resulting from interactions with a San Diego police officer, and all officer-related shootings. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The city's independent business analyst said the commission could cost between .1 million and .3 million per year, depending on staffing. SAN DIEGO (KGTV) -- A man who pleaded guilty to selling counterfeit oxycodone pills that led to the overdose death of La Jolla resident was sentenced in court Wednesday. According to the U.S. Attorney’s office, Trevon Antone Lucas was sentenced to 15 years in prison for the death of the La Jolla resident in 2018. According to court documents, Lucas pleaded guilty in June to distribution of fentanyl resulting in death. In his plea, Lucas admitted that he posted online ads for the illegal sale of prescription pills investigators say were laced with fentanyl. An investigation found that Lucas was twice warned about the danger of the pills he was selling. “Trevon Lucas knew the pills he was selling were deadly, but he sold them anyway, showing a remarkable disregard for the safety and well-being of his fellow human beings,” said U.S. Attorney Robert Brewer. “His greed transcended his humanity, and for that he will serve a very long sentence.” In his plea agreement, Lucas said he met with the victim in June of 2019, selling him nine “blues,” a slang term for prescription oxycodone pills. The pills were counterfeit and laced with fentanyl, according to documents. The documents go on the say Lucas had previously been warned about the sale of the pills. The victim reportedly died after consuming the pills. Three other people, Cenclair Marie Fields, Kevin Vandale Chandler and Donovan Adontas Carter also pleaded guilty in the case. 1454
