WASHINGTON, Nov. 4 (Xinhua) -- The United States requested the World Trade Organization (WTO) on Wednesday to establish a dispute settlement panel to rule on China's export restraints on raw materials. But Chinese officials insist that they are consistent with WTO rules.     The materials at issue are: bauxite, coke, fluorspar, magnesium, manganese, silicon metal, silicon carbide, yellow phosphorus, and zinc, key inputs for numerous downstream products in the steel, aluminum, and chemical sectors across the globe.     The Office of the United States Trade Representative (USTR) said in a statement that the raw materials are "critical to U.S. manufacturers and workers."     The USTR also said that the European Union and Mexico are joining the United States in requesting the establishment of a WTO dispute settlement panel regarding this matter.     The U.S. and the European Union requested formal consultations with China at the WTO on June 23, 2009, and Mexico filed its consultations request on August 21, 2009.     "We believe the restraints at issue in this dispute significantly distort the international market and provide preferential conditions for Chinese industries that use these raw materials," said Debbie Mesloh, a USTR spokeswoman.     "Working together with the European Union and Mexico, we tried to resolve this issue through consultations, but did not succeed. At this point, therefore, we need to move forward with the next step in the WTO dispute settlement process," Mesloh stated. "We remain open to working with China to find a mutually agreeable solution to our concerns."     But the Chinese Ministry of Commerce defended China's export policies, saying they are consistent with WTO rules.     The chief aim of China's export policies is to protect the environment and conserve natural resources, said an official with the Ministry of Commerce in June.     China has been keeping communication and contact with the U.S. and the EU over China's policy on raw material exports, the official said, adding that China will properly deal with the consultation request in accordance with WTO dispute settlement procedures.     According to the procedures, China, the U.S., the EU and Mexico have 60 days to try to resolve their dispute through consultations. If consultations fail, the U.S., the EU and Mexico could ask for a WTO panel to investigate and rule on this dispute.

BEIJING, Oct. 28 (Xinhua) -- A senior Chinese mainland official on Wednesday urged media organizations across the Taiwan Strait to cover more stories on cross-Strait relations and report news events in an objective and comprehensive manner.     Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks in a meeting with a group of Taiwan media representatives led by Chiang Pin-kung, chairman of the island's Straits Exchange Foundation (SEF).     Media organizations play an irreplaceable role in promoting information exchanges, helping people on both sides better understand each other and eliminating estrangement, Jia said.     In light of the bright prospect of the peaceful development of cross-Strait relations, media exchanges between the two sides are facing unprecedented opportunities, he said.     Jia called for an early establishment of resident media bureaus on both sides and closer cooperation between news organizations to promote traditional Chinese culture.     He encouraged the staff of the media industry to seek common ground while shelving differences.     On behalf of the SEF and the people in Taiwan, Chiang expressed gratitude for the mainland's donations and assistance after the island was hit by Typhoon Morakot in August.     Mainland's donations, which were transferred to Taiwan mainly through the mainland-based Association for Relations Across the Taiwan Straits (ARATS), will be used for reconstruction in Taiwan, Chiang said.     Chiang also stressed the need for media at both sides to carry out further communication and cooperation.     According to Jia, the ARATS and the SEF had initially agreed to have the fourth round of talks in Taiwan's Taichung in mid or late December.

BEIJING, Nov. 20 (Xinhua) -- China-U.S. relationship that by large was entering a period where our focus would be more and more on global issues, said U.S. Ambassador to China Jon Huntsman on Friday.     Huntsman made the remarks at the Forum for America/China Exchange at Stanford (FACES) in Peking University, a top university in China.     "Obama arrived and found what he had hoped for," he said relating to the U.S. President's just concluded China visit after reviewing the bilateral link chronicle.     U.S. and China could strengthen cooperation in areas including military, people to people exchanges, climate change, clean energy and economic crisis, Huntsman told the delegates attending the forum.     He said the U.S.-China relationship was so "large and complicated" that managers of the relations should "take the areas of commonality" and "realize and speak open" about the disagreements.     Huntsman, who once lived in Taiwan and could speak Chinese called Chinese the "21st century language", saying diplomacy is ineffective without "investing a generation of professionals willing to invest their careers in turn in language, culture, regional studies."     FACES, a forum held in Beijing from Nov.15-20, gathered more than forty students from China and the U.S to discuss political, social, economic and cultural issues.

CAIRO, Nov. 7 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday met Arab League Secretary General Amr Musa and expressed China's willingness to further its cooperation with the Arab countries by enriching the contents of the China-Arab friendly cooperation. The Chinese premier met the Arab League secretary general at the league's headquarters in Cairo.     "Under the current international political and economic circumstances which are undergoing profound and complicated changes, it is in the interests of both China and the Arab countries to strengthen cooperation which contributes toward world peace, stability and development," the Chinese premier said.     Wen told Musa that China is willing to pool efforts with the Arab League and Arab countries to render the China-Arab Cooperation Forum into a more effective platform which will result in more progress. STOCKHOLM, Oct. 28 (Xinhua) -- China's Geely Automobile on Wednesday have been confirmed as preferred bidder in the ongoing discussions concerning the possible sale of Volvo Car Corporation.     Ford said while it would be engaging in more detailed and focused negotiations with Geely, no final decisions have been made, reported the Swedish news agency TT.     Ford believes Geely has the potential to be a responsible future owner of Volvo and to take the business forward while preserving its core values and the independence of the Swedish brand. "We have no specific timeline to conclude the discussions," a statement of Ford was quoted as saying by TT.     It also pointed out that Ford would continue to cooperate with Volvo in several areas after a possible sale, Ford said it does not intend to retain a shareholding in Volvo.     "Ford's objective in our discussions with Geely is to secure an agreement that is in the best interests of all the parties," Lewis Booth, executive vice president and chief financial officer of Ford Motor Company, said in the statement.     "Any prospective sale would have to ensure that Volvo has the resources, including the capital investment, necessary to further strengthen the business and build its global franchise, while enabling Ford to continue to focus on and implement our core ONE Ford strategy," Booth added.     "Volvo's management team welcomes today's announcement as a positive step forward," Volvo CEO Stephen Odell said.     "At Volvo, we are continuing to keep our attention firmly fixed on engineering and building great Volvo cars, to reduce our cost base and to return the business to sustainable profitability at the earliest possible opportunity," he added.
