New restaurants and hundreds of much-needed apartments could be coming to Poway's main road. But that proposal could also spell the end for Poway Fun Bowl, a longtime hangout for friends and local families. Fairfield Housing is proposing to buy the Alley's land and the Carriage Center strip mall next door - to build 216 apartments, 13,000 square-feet of commercial space, and a public plaza. The Poway City Council is holding an information session on Tuesday, and will give the developer feedback on the idea.Both the alley's owner and the mall management stressed that this is nothing close to a done deal, and that both have no immediate plans to close."Although people have expressed an interest in redeveloping the site, the owner is not currently under contract to sell the property," said Bobby Israel, the mall's property manager. Fairfield Housing didn't immediately return a call seeking comment.Casey Nezhoda, who owns Bargain Hunter's Thrift Shop in the mall, said there's been confusion among many of the mom-and-pop owners about what's next."Because it’s been kind of like a guessing game, of well, what’s going to happen with our shopping center?" she said, noting moving 7,000 square feet of merchandise would be a lot of work.But Andrew Weiss, who was shopping in the mall, said the project sounds like a good opportunity."This mall's a little bit old, so redevelopment would be nice, plus Poway's a great place to be," he said. NEW YORK — Each year, twin towers of light shine into the night sky over Manhattan in honor of the thousands killed during the terrorist attack on Sept. 11, but the sky will be a little darker this year.The 'Tribute in Light' was canceled because of concerns over the coronavirus pandemic, 9/11 Memorial and Museum spokesman Michael Frazier said. The annual reading of the names was also recently canceled.“The world’s beloved twin beams of light regrettably will not shine over lower Manhattan as part of this year's tributes to commemorate 9/11," Frazier said. NEW YORK — Travelers from states with a high rate of coronavirus transmission are now required to provide contact information upon entering New York, or they could face a hefty fine.New York Gov. Andrew Cuomo announced the emergency order during a coronavirus briefing on Monday in an effort to enforce the state’s travel advisory, which mandates travelers from designated states to self-quarantine for 14 days when they arrive in New York.Travelers who do not comply could face a ,000 fine and a hearing for a court-ordered quarantine.Cuomo, New Jersey Gov. Phil Murphy and Connecticut Gov. Ned Lamont announced the travel advisory in late June as the number of coronavirus cases began to surge in other parts of the country.“We worked really hard to get the viral transmission rate down, and we don’t want to see it go up,” Cuomo had said of the decision to implement the advisory.The travel advisory applies to states that have an infection rate above 10 cases per 100,000 people or if 10% of the total population tests positive. NEW YORK (AP) — A judge has denied President Donald Trump's request that the United States replace him as the defendant in a defamation lawsuit that alleges that he raped a woman in a Manhattan luxury department store in the 1990s.The decision Tuesday by U.S. District Judge Lewis A. Kaplan came after the Justice Department argued that the U.S. and by extension American taxpayers should replace Trump as the defendant in the lawsuit filed by E. Jean Carroll.The judge ruled that Trump's public denials of the rape allegation came outside the scope of his employment as president.The Washington Post obtained Kaplan’s 59-page ruling, which said Trump didn’t qualify as a federal “employee” and that he wasn’t acting “within the scope of his employment” when he denied Carroll’s rape allegation during 2019 interviews.During those interviews, Trump claimed Carroll was “totally lying” to sell a book and denied ever meeting her, though they were photographed together in the late 1980s.Carroll’s lawsuit claims the president harmed her reputation when he denied the allegation and branded her a liar, The New York Times reports. 1136
