CINCINNATI -- A school bus crash Monday afternoon on Winton Road in Cincinnati left a 12-year-old girl in "critical" condition, flung a 2-year-old boy onto the road and resulted in the hospitalization of at least 18 other children, according to Lt. Steve Saunders.At least 11 children, including the seriously injured boy and girl, were taken away in ambulances Monday afternoon after the Pleasant Hill Academy bus and four other vehicles collided around 2:30 p.m. Nine others were taken to Cincinnati Children's Hospital Medical Center after their parents took them there to be checked out."I was devastated," parent Latisha McKelton said of the moment she heard about the crash. "I didn’t know what was wrong with my child. I just had to jump in the first moving vehicle and get here as fast as I could to my child. I didn't know if he was injured. I didn't know if he was going to be alive. I just didn't know. I was praying the whole way."According to a news release from Cincinnati police, a total of around 40 people were involved in the crash.Police said the bus was traveling southbound on Winton when a northbound vehicle driven by 23-year-old Robert Jett made an ill-fated attempt to pass the vehicle in front of him.Jett lost control of his car and struck another, this one driven by Jordan Ervin and transporting a pair of toddlers. Ervin's vehicle spun out of control and hit the bus; bus driver Tina Turnbow attempted to control her spinning vehicle and struck a fourth car, this one driven by LeAndre Acoff.Ervin was hospitalized in serious condition, as were his two passengers: The 2-year-old and a 1-year-old.The injured 12-year-old had been riding in the school bus at the time of the crash, according to the release. A district assistant superintendent went to Children's Hospital to help families there. "Our thoughts and prayers are with the families who are affected by this," Saunders said.He added charges were pending against Jett. 2010

(KGTV) — Friday, 10News accompanied Chula Vista Police as they raided a marijuana dispensary operating illegally in the city.The raid in the 700 block of Third Avenue shut down an illegal shop called "Chula's Fuego Meds." Four people were arrested, including a man who said he was a security guard. Police found two loaded hand guns and about ,000 in cash and products.Back in March, Chula Vista hired a new attorney focused on prosecuting illegal pot shops, expediting raids and cases. "The businesses have been sealed up, literally with welded shut windows, steel plates on doors and windows, magnetically sealed doors that do not open in the event of a power outage or another emergency," Collum said.Until now, the city and police department have been shutting down illegal pot shops with civil abatement warrants. They weren't able to seize the product or charge criminals. Instead the city could slap a ,000 penalty on the business.In March, they hired their first Criminal Prosecutor, and are working on getting funding for a full-time paralegal and an investigator. Together they will be called the Neighborhood Protection Unit. They hope to have those positions funded and filled by the end of this year or early 2020."We are out there, we are investigating you and we will be coming to close you down," Capt. Collum said.Collum said he knows the industry will continue to change and he said the department will adapt with it, "we'll continue to be out there, we will move and change our enforcement methods as the needs of our community dictate and we are going to continue to make sure that our community stays safe no matter what happens in the future for cannabis."Police say they're also learning some illegal dispensaries are operated by cartels and other organized crime networks. 3389

CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

CHULA VISTA (CNS) - A Tijuana police officer who allegedly took part in a plot to steal more than million from a Chula Vista home, which he and other defendants believed was a stash house containing drug money, was ordered Monday to stand trial on two conspiracy charges.Jesus Estrada Torres, 35, is accused of planning with five other men to rob the home in late January, after an undercover FBI agent told them a shipment of money would be delivered to the residence, according to testimony at the defendant's preliminary hearing.A fellow officer, Marco Quijas-Castillo, 27, pleaded guilty earlier this year to conspiracy to commit robbery and faces two years in state prison. Four others are also facing various charges in connection with the attempted theft.RELATED: 2 Tijuana police officers among group charged in Chula Vista home burglaryTestimony at Torres' preliminary hearing indicated the defendants were told two unarmed individuals would be inside the three-bedroom home, which was actually being rented by the FBI for the operation.The criminal complaint alleges Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 33, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 29, who traveled to Chula Vista from San Bernardino County.Castillo and Torres allegedly "provided counter-surveillance" at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance at the Chula Vista residence while Shaw walked up to the house, and "entered a code into a lockbox containing a key to enter the house," the complaint alleges.The men had allegedly planned to tie up the two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home, according to testimony.The defendants are due back in court June 30 for a readiness conference. 2022

CHULA VISTA, Calif. (KGTV) -- Frustration is growing after a second fire broke out at the Teresina Apartments in Chula Vista on Sunday night. Witnesses tell 10News they saw a group of teens playing in the park near the apartments and a few minutes later they noticed the fire. William Maher lives in the apartment complex. He tells 10News he was the one who made the call to the fire department. Maher says the teens were recording the flames and laughing. He says they ran away when he yelled at him. The fire was so close to the apartments that the heat shattered several windows and melted window blinds.Sunday night's fire is the second fire in less than three weeks in that same area. On October 25th, fire crews responded to a fire just feet away. Maher hopes police will find the teens before someone gets hurt. He's also hoping parents look through their teen's phones to see if they can find the videos that were recorded. Anyone with information is asked to call the Chula Vista Police.  1050
