SAN DIEGO (KGTV) - The city is running behind on a project to restore an iconic bridge that borders Hillcrest and North Park.Now, people in the area are growing frustrated at the construction on the Georgia St. bridge that's causing traffic delays and drivers to use surrounding neighborhoods as shortcuts."Traffic is very very bad because of te bridge, and I have to go around to buy stuff for my shop, and it's taking me longer to get where I want to go," said Milan Misic, who lives in the area and owns the Balboa Perk coffee and antique shop. The city is restoring the 103-year-old bridge so it can withstand an earthquake. The city broke ground on the million project in July 2016, saying it would take a year. But now it won't be finished until next spring.A city spokesman says the delays are because of weather, and unanticipated cobbles and deposits crews discovered in the bridge walls, making drilling more difficult.He added that there is no threat to public safety and it will not raise the cost.You can track the project on the city's website.   1092

SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

SAN DIEGO (KGTV) - The City of San Diego is close to completing a project that will protect a popular Ocean Beach walking path from erosion.People who live along Orchard Avenue say the pathway that goes along the coast has been falling apart in the past few years, as tidal surges wear away the concrete."It was falling apart. The sidewalk's coming up, you could have tripped," says Tony Nieves, who lives on the corner nearby. "It's nice to see something done about it."Over the winter, the City started construction on a 3,000 project to rebuild the walkway and add break rocks and rip rap to protect it. It's part of a bigger plan to revitalize staircases and walkways along the coast to improve beach access, which the city started working on in 2008.Rainy, windy weather delayed the Orchard Avenue part of the project, which was supposed to be completed by the start of spring.This past week, the city installed large, man-made rocks to the coast to break up waves. They also added green metal cages around them, leading people to fear they'll get so big they may block views."I come down here most nights that I'm not working, just to catch the sunset," says Brittany Hagedorn. "Living a block away makes it easy."In a statement, the City told 10News the boulders will get another layer of concrete above the cages and they hope to have the project completed before Memorial Day Weekend.In the meantime, people who live nearby will have to wait to use the path again.The full statement from the City of San Diego is below:"The man made boulders being constructed are part of the project to reconstruct the beach access walkway at Orchard Ave. The boulders are intended to protect the newly-installed sidewalk, because this section of sidewalk has previously been seriously damaged by tidal surges. SAN DIEGO (KGTV) - The Medical Board of California has filed an accusation and petition to revoke the probation of a Del Mar doctor who is accused of prowling in a former girlfriend’s backyard.10News first broke the story about Dr. Jeffrey Lovin in May after we were given home security video showing a man lurking behind a home. An ex-girlfriend said the man in the video was Dr. Lovin, a radiologist. Lovin was charged with prowling, peeking and violating a restraining order. He pleaded not guilty.At the time, Lovin was already on probation with the Medical Board for other criminal activity. This month, the Board issued an accusation and petition to revoke his probation. SAN DIEGO (KGTV) -- The all-clear was given after a suspicious device forced the evacuation of a building at San Diego City College Monday. The device was reported Monday afternoon in or near Building A, according to the school. The building serves as administrative offices. The college says no classes were affected by the evacuation. The building, as well as a cafeteria will remain closed for the remainder of the day. 431
