Although the noose is now known to have been in garage number 4 in 2019, nobody could have known Mr. Wallace would be assigned to garage number 4 last week."NASCAR President Steve Phelps told reporters that NASCAR will continue its own investigation.“I want to be clear about the 43 team – the 43 team had nothing to do with this,” Phelps said. “The evidence is very clear that the noose that was in that garage had been in the garage previously. The last race we’d had there in October, that noose was present, and the fact that it was not found until a member of the 43 team came there is something that is a fact.“We had not been back to the garage. It was a quick one-day show. The crew member went back in there, he looked at - he saw the noose, brought it to the attention of his crew chief, who then went to the NASCAR series director Jay Fabian and we launched this investigation. To be clear, we would do this again. The evidence that we had, it was clear we needed to look into this."Wallace's crew reported on Sunday finding a noose hanging from a garage stall at Talladega Superspeedway. Before Monday's race, drivers and crew members stood in solidarity with Wallace. Fellow drivers pushed Wallace’s car to the front of the field moments before the race got underway.Wallace became the first Black full-time NASCAR Cup Series driver in 2018 in more than four decades. He instantly found success as a full-time driver, finishing as the runner-up of the 2018 Daytona 500.Amid national unrest over the death of George Floyd, Wallace called for the ban of Confederate symbols from NASCAR events. NASCAR announced two weeks ago that Confederate flags would no longer be permitted at its tracks.Despite the ban, multiple Confederate flags were seen flying outside of the raceway, according to photos shared by the Associated Press. 2610

NATIONAL CITY — SAN DIEGO (KGTV) - Trash is increasing along San Diego freeways and homelessness appears to one of the driving factors, Caltrans reports.Caltrans officials held a news conference Thursday to raise awareness of the growing problem and encourage people to do the right thing. While Caltrans has no statistics, the agency says its crews are seeing more homeless encampments along local freeways, especially through urban areas, and officials believe that's contributing to the increasing litter. He stood along an on-ramp to I-805 in National City as it was being cleaned by a contracted litter crew. Orso and other Caltrans officials said along with more homeless encampments producing trash, the problem appears to be on the rise from drivers as well, especially those transporting loads of trash or refuse to landfills without properly tying down their loads. San Diego is not alone, Orso said, as Caltrans officials up and down the state are holding news conferences to increase awareness and encourage people to act responsibly.Orso said trash pickup along freeways puts those who have to clean it up, like Caltrans workers, contractors and corrections inmates, at risk. According to police, the crash happened on the 2500 block of Ridgeway Drive around 11:30 p.m. Police say the driver of the vehicle somehow lost control of the vehicle, flipping over and landing in the front of the home. The car then caught fire, but crews were able to quickly extinguish the flames before they spread. According to police, the crash took out a fence, street sign and a mail box. More than 20 fire departments are working to burn down a Beaver Dam, Wisconsin apartment building where a deadly explosion happened last week. City officials said dangerous chemicals inside of the structure made it too dangerous for residents to re-enter, and that burning the building to the ground is the safest way to prevent any injuries."We have carefully reviewed this, and we firmly believe this is the action that needs to be taken, unfortunately," said Beaver Dam Fire Chief Alan Mannel at a Wednesday evening news conference. The five, neighboring buildings in the apartment complex were evacuated ahead of Thursday's controlled burn. Streets in the area were shut down at 9 a.m.Around 10 o'clock, firefighters lit both ends of the apartment building at 109 Knaup Dr. on fire and allowed it to burn towards the middle. Large shipping containers were placed around building 109 to help contain the heat and flames. Mannel said staffing of the fire trucks surrounding the building is minimal, and that firefighters only plan to step in and control the flames if they threatened any of the nearby structures. Police on Wednesday identified 28-year old Benjamin Morrow as the man killed in last Monday's blast. According to authorities, Morrow lived in one of the units.Beaver Dam Police Chief John Kreuziger said investigators continue to suspect that Morrow was building a bomb inside of the apartment. According to his obituary, Morrow worked in the quality department at Richelieu Foods in Beaver Dam for almost a year. His obituary describes him as "a hard worker" who "had a good rapport with all those around him."Police and the FBI continue to investigate why Morrow was in possession of the volatile chemicals that required them to eventually burn the building down.Kreuziger on Wednesday declined to comment on what the chemicals inside of the apartment were. City officials said the plan is for evacuated residents to be allowed back into their homes this evening. That's also when they plan to re-open nearby streets. The EPA has placed air monitoring devices in the area. Mannel said the EPA can also test the air in individual apartments within the evacuation zone at the request of residents. 2336
