CHULA VISTA, Calif. (KGTV) – Police are investigating the death of a woman whose nude body was found in the middle of a Chula Vista street early Thursday morning.At around 12:30 a.m., a person called 911 to report a naked woman lying face down in the middle of the 200 block of Shasta Street, near Second Avenue.Responding police officers checked the woman and found she was not breathing and had no pulse.Despite CPR attempts, the woman -- described as Hispanic, in her 20s, and a Chula Vista resident -- was declared dead at the scene.Police told ABC 10News there was no immediate indication the woman was struck by a vehicle. On Friday, police identified the victim as 33-year-old Laura Rodriguez.Chula Vista police Lt. Dan Peak said, "It's very suspicious at this time. The manner of death is unknown. At this time, we don't know why this person was here and why they were left here in the roadway."Officers are questioning neighborhood residents as part of their investigation."It's a bit of a shock. This is a very quiet neighborhood ... About 20 minutes before she was found, I heard a vehicle revving up its engine and going around the corner," said neighbor Roger Murray.The Chula Vista Police Department is trying to locate witnesses or anyone with information regarding Rodriguez's death. Monday to reconsider plans to lay off roughly 300 employees at the company's Chula Vista manufacturing plant as it looks toward shuttering the facility entirely.Reps. Juan Vargas, D-Chula Vista, and Scott Peters, D-San Diego, joined California Sens. Dianne Feinstein and Kamala Harris to push back against the layoffs. Vargas and Peters also requested that the company answer a list of questions about how UTC decided to shutter the plant and how involved the machinists union was in the discussion.UTC notified workers in July of the company's plan to close the factory by 2020."We understand that complex domestic and international markets factor into these difficult decisions; however, we note that UTC's company website says it creates products for one of the ‘fastest growing industries on the planet,"' Vargas and Peters said in a letter to UTC Aerospace Systems President David Gitlin. "This robust characterization of the industry seems to conflict with the decision to eliminate hundreds of production jobs."UTC's plant in Chula Vista has operated since 1940 and produces engine pods and mounts for aerospace companies like Boeing and Airbus. The union representing the workers charges UTC with moving its manufacturing plants to Mexico to take advantage of cheaper wages."We hope UTC reconsiders its decision to shut down its manufacturing facility in Chula Vista," said Robert Martinez Jr., president of the International Association of Machinists. According to police, the incident happened near the intersection of Main Street and Del Monte Avenue around 9:30 p.m.After arriving on scene, officers found the injured man in the eastbound lane of Main Street. He was taken to the hospital where he later died.At this time, the circumstances of the crash are under investigation, but the department says the driver stayed on scene and cooperated.Alcohol isn’t believed to be a factor in the crash, police say. (CNS) - Authorities publicly identified a 30-year-old Whittier man who was fatally shot by officers after allegedly leading law enforcement on a chase from Orange to San Diego County.The shooting, which happened around 1 a.m. Sunday on southbound Interstate 805 north of Orange Avenue in Chula Vista, involved officers from both the California Highway Patrol and San Diego Police Department, Sheriff's Lt. Thomas Seiver said.Christopher Ulmer of Whittier in Los Angeles County suffered "multiple" gunshot wounds and was taken to a hospital, where he later died, Seiver said.The sheriff's homicide unit is investigating the shooting "due to the multiple jurisdictions involved" in the incident, the lieutenant said.The chase began just before midnight Sunday when Santa Ana police attempted a stop because of a traffic violation, according to CHP spokesman Salvador Castro.The driver headed south on Interstate 5, then got on southbound I-805 and eventually stopped his silver sedan on the freeway near Orange Avenue.A news video Sunday appeared to depict at least 10 gunshots during the standoff. CHP and San Diego police vehicles could be seen stopped behind the car with some officers drawing their guns. After the shooting, the news video shows a police dog bite down on Ulmer or his clothing before officers turn him over and start first aid.Authorities have not disclosed if Ulmer was armed during the confrontation. (KGTV) - Chula Vista's city council will revisit whether to legalize the sale of recreational marijuana this month.City leaders said earlier this month they would take a look at the draft of the proposal that would allow Chula Vista to permit, license, and fully regulate commercial marijuana. The council will open the matter again during their Feb. 27 meeting.If passed, Chula Vista's ordinance would allow for 12 commercial licenses, including eight storefronts.
