SAN DIEGO (CNS) - Violent crime dropped in San Diego County in the first half of the year for the first time in six years, even though the region saw a spike in the number of homicides, according to a report released Tuesday by the San Diego Association of Governments.The report by SANDAG's Criminal Justice Research Division found that the mid-year number of violent crimes in the county was 5,356 in 2020, down from 5,545 last year.Mid-year violent crime totals from recent years were 5,510 in 2018; 5,421 in 2017; 5,361 in 2016; and 5,330 in 2015. The five-year increase amounted to a 4% bump in violent crime.The report found there were 52 homicides in the first half of 2020, a dramatic increase from 38 homicides measured at the halfway point last year.A month-by-month breakdown of the homicides this year showed that seven were recorded in January, three in February, 11 each in March and April, and 10 each in May and June. In 2019, January had five homicides, February had six, March and April each had six homicides, May had eight and June had seven.Among homicides in which motive could be determined, 22% were attributed to robbery -- compared to 4% last year -- and 3% were attributed to gangs -- down from 19% last year, according to the report. No homicides were attributed to domestic violence this year, while 19% of last year's homicide were considered domestic violence-related.The report also found that overall domestic violence cases reported to law enforcement in 2020 increased each month from January through March, then decreased slightly in April and May before rising 3% in June, compared to the same time in 2019."The zig-zag percentages of reports in domestic violence regionwide could be attributed to the pandemic," SANDAG director of research and program management Cynthia Burkem said. "When you factor in social distancing, including families isolating together during stressful times and with less contact with mandated reporters, it could affect an individual's willingness to report a crime to police."Reports of rape fell to 432 after reaching 539 at the midway point of 2019. Further analysis showed the biggest month-to-month changes from this year compared to last year were seen in April and May.The number of reported robberies dropped 10% -- from 1,410 in 2019 to 1,268 this year -- while the number of aggravated assaults increased 1% -- from 3,572 in 2019 to 3,604 this year.Reports of property crime totaled 24,512 in the first half of this year, down from 27,239 during the same period in 2019.In 2020, 3,624 burglaries were reported throughout the county, a 3% drop from the first half of 2019. Residential burglaries decreased 19%, but non- residential burglaries increased 9%.Property crimes includes burglary, larceny and motor vehicle theft. SAN DIEGO (CNS) - With every other county in California reporting election results in 100 percent of precincts, San Diego County mysteriously lagged behind for more than 12 hours after polls closed Tuesday night.Riverside County's semi-final report of election results at 8:01 a.m. handed San Diego County the distinction of being the last county in the state without 100 percent of precincts reporting. The delay hindered the ability to officially call certain local races, like that of the San Diego City Council and the county Board of Supervisors, until the early afternoon.According to the San Diego County Registrar's Office, a technical glitch caused the delay.RELATED:  690

SAN DIEGO (KGTV) -- A group of San Diego City College students are hoping their fundraising efforts will help them get to a national STEM conference in Hawaii later this year. The students are a part of the club called SACNAS (Society for the Advancement of Chicanos/Hispanics and Native Americans in Science), a chapter of a larger, national organization. The club works with students K-12 to teach them about the career opportunities in STEM. The conference offers research opportunities, tips to improve networking skills and workshops about cutting-edge research. SACNAS takes place in October of 2019 in Honolulu, Hawaii. SAN DIEGO (KGTV) - A battle is brewing between the San Diego bay cruise companies over which companies can start up again and which ones cannot. Some companies are cleared to resume dinner cruises next weekend, while others are still stuck at the docks. On Hornblower Cruises & Events’ Facebook page, the announcement is up that it's reopening this upcoming weekend. Wednesday, the fleet was docked but starting Saturday, the company is offering dining cruises through the bay. “At the moment, we have not been permitted to leave the dock,” said Carole Noska, owner of Charter Services. She told 10News that her boat and other charters still can't operate bay tours. County guidelines only permit recreational boating, not charters, and the recreational sailing is only for passengers within the same household. The County reports that dining cruises, though, are fine to set sail so long as they operate within the County's dine-in guidelines for restaurants.“We probably lost ,000 to ,000 over Memorial weekend after having already been at the dock for the last two months since COVID started," Noska told 10News and added, “Those of us in the legal charter community the credentialed vessels for charter would just ask that the County and the Port and the State level the playing field.”In a press release, Hornblower Cruises & Events provided an extensive list of safety measures its implementing, including social distancing aboard, and facial covering requirements. The company sent 10News the following statement on Wednesday."In accordance with the latest Stage 2 Variance which now permits dine-in restaurants to operate, we are thrilled to be able to offer a limited choice of seated dining cruises starting this weekend. Like other restaurants within the County, we are adhering to the specific guidelines laid out in the San Diego Safe Onsite Dining Plan for Restaurants and the State guidance for Dine-in restaurants. In addition to already stringent cleaning protocols, we are adapting the onboard experience to reflect the need for social distancing, alongside elevated health and hygiene practices. So, while our Guests can still expect the same high standards and welcoming service, they can be assured we are fully compliant with all relevant and necessary requirements."Flagship Cruises & Events is starting dining cruises as well, but the company is also doing bay tours which is in violation of the County health code. The company was cited by Harbor Police over the holiday weekend but reports that it is continuing its operation, maintaining its allowed to do so under a certain section of County code, which the County disputes. 2679

SAN DIEGO (KGTV) - 10News sat down exclusively with Father Joe Carroll to talk about his legacy and fight against homelessness.He got involved with the homeless in San Diego in 1982. "The bishop called me in his office told me, the next day he's going to appoint me head of St. Vincent de Paul and my job was to build a shelter."Immediately assigned as the guy to find a solution to the problem, "When I first started, I'd be writing letters, 'please help me, please help me' and I'd get stacks back, 'no, no, no'."Despite dealing with rejection and other challenges early on, Father Joe has remained committed to fighting homelessness for decades. As Father Joe says, "the rest is history."He remembers ten years ago when he first recognized the problem of homelessness was growing. "We ignored it and we ignored it and had all these crazy ideas which I still think they have, so, I still think it's not reachable for a few more decades."Father Joe may be retired but he's still involved weekly in the fight against homelessness.As he watches the City of San Diego continue to try and solve the problems, he tells 10News, "housing is not the answer to homelessness."He says, instead, the answer is rehabilitation.After decades of fighting homelessness, Father Joe says the answers come from the individuals themselves, "slowly but surely I learned you had to talk to the homeless first to know what you're doing."While he's more removed from Father Joe's Villages since retirement, he still talks with the homeless community daily."Everyday I get out of here, I shake hands with people who are success stories, and that's what makes me want to do more." 1663
