A regional pilot scheme designed to provide basic medical insurance for all urban citizens will go nationwide this year, a senior labor official said Tuesday.A further 229 cities will be added to the scheme this year, Wang Dongjin, former vice-minister of labor and social security and head of a team of experts involved with the pilot, said at a national teleconference.By the end of the year, the scheme will cover 317 cities, Wang said.Dubbed by the public as a lifesaving project, the scheme has been well received by residents in the 88 pilot cities and has brought financial and medical relief to all beneficiaries, he said.Launched in September, the program, as of December, covered 40.68 million people with 620,000 of them already benefiting from it, Wang said.With an average annual premium of 236 yuan () for adults and 97 yuan for children, the scheme will be extended to at least 240 million non-working urban residents, such as children, students, the elderly, the disabled and the unemployed.These groups have been given access to the insurance plan through agents at schools and neighborhood communities, Wang said.For the disabled, home visits will be offered to help them sign up, he said.The premiums are paid by households, instead of individuals, he said. And the government will give subsidies annually to each participant, with more going to families of low-income earners and the disabled.Wang cited a recent survey showing 68 percent of those insured giving it the thumbs up.The poll also found that, between October and December, the number of patients who refused medical treatment for fear of high costs decreased by 10 percent.While subsidized by both central and local governments, the insurance scheme presents both personal and governmental liabilities and cannot be considered a welfare program in its entirety, Vice-Premier Wu Yi said at the conference.Personal contributions to enroll in the scheme cannot be lowered, she said.With the new scheme, China now has a three-layer medicare system, including the health insurance plan for urban employees launched in 1998 and the New Rural Cooperative Medical Scheme launched in 2003.Among those already covered by the medical scheme are more than 10.8 million urban residents in Jiangsu province, almost 4.7 million people in Anhui province, and in excess of 2.2 million urban residents in Gansu province.

China hopes all concerned parties, including Iran, make joint efforts to resume negotiations as soon as possible in a bid to promote the comprehensive and proper settlement of this issue," Yang told Iranian chief nuclear negotiator Saeed Jalili in their talks in Beijing.Yang reiterated China's consistent position on the Iranian nuclear issue, saying China has always advocated a peaceful solution to the issue through diplomatic negotiations, supported the international non-proliferation system, safeguarded regional peace and stability and made continuous efforts in this regard. Jalili said Iran's nuclear plan is completely of a peaceful nature. He added Iran appreciates China's position of a peaceful solution and the country is ready to strengthen cooperation with the International Atomic Energy Agency (IAEA) and resolve the issue through negotiations.The two sides also exchanged views on bilateral ties. Yang said China is satisfied with the continuous progress of bilateral exchanges and cooperation in various fields in recent years and hopes both sides make joint efforts to make greater progress in the friendly and cooperative ties between the two countries.Jalili said Iran and China have a friendly relationship and share a good basis of cooperation. BEIJING, March 21 (Xinhua)-- Personal computer giant Dell Inc. said Thursday that it will raise parts purchases from China by 27.8 percent this year, increasing its presence in the booming market.     Dell is to buy 23 billion U.S. dollars worth of computer components and other equipment from Chinese suppliers this year, compared with 18 billion U.S. dollars in 2007, said Michael Dell, chief executive officer of the PC giant, at a press conference.     However, Dell's Beijing representative office denied reports that the company was planning to buy 29 billion U.S. dollars of computer parts from China in 2009.     To secure a bigger share of the Chinese market, Dell broke with its Internet sales model and sealed a deal in September to sell PCs through the country's top electronics retailer, GOME Electrical Appliances.     Dell saw its PC shipments in China up 54 percent year-on-year in 2007.     The company plans to expand its retail outlets from 45 cities in 2007 to 1,200 by the end of the year.     China, where Dell ranks third in terms of market share, is one of the company's fastest growing markets, said Michael Dell.     Dell has two factories in Xiamen, a coastal city in southeastern Fujian Province, a design center in Shanghai and a customer contact center in Dalian, a northeast coastal city, with more than 6,000 employees in China.     Meanwhile, Dell estimates it will contribute more than 50 billion U.S. dollars to China's gross domestic product (GDP) this year, and provide about 2 million jobs.     Dell also said it would donate 1.7 million yuan (239,436 U.S. dollars) to build six education centers in China to teach computer skills to migrant workers' children.

Two labor watchdog officers in north China's Shanxi Province have been detained by police in connection with the country's growing slave-worker scandal. Hou Junyuan, head of an inspection team in Yongji City's Labor and Social Security Bureau, was accused of dereliction of duty and detained yesterday afternoon. Another officer from the team, Shang Guangze, was arrested on charges of abuse of power and fired from his job. The two had transferred an underage laborer, who was from central China's Henan Province and was being sent back home, to another kiln for new employment, authorities said. Police have arrested 168 people and are seeking more than 20 other suspects involved in the forced-labor scandal. By Sunday night, 45,000 officers had raided more than 8,000 kilns and small coal mines in Shanxi and Henan provinces and freed 591 workers, including 51 children. Those charged with crimes are suspected not only of illegal employment practices but also of abduction, limiting others' freedom, employing underage workers and even murder. Meanwhile, the government of Shanxi's Hongtong County, where one of the most notorious kilns was located, has dispatched work teams to 12 provinces to compensate victims who were compelled to work in captivity. The central government plans to launch a nationwide survey of labor conditions in small kilns and collieries, and those who illegally employ children, force people to work or deliberately injure workers will be severely punished, the State Council warned.

GENEVA -- China on Tuesday got its first judge on the  World Trade Organization (WTO)'s highest court, six years after the country joined the Geneva-based body.Zhang YuejiaoChinese lawyer Zhang Yuejiao was formally appointed by the WTO Dispute Settlement Body (DSB) as a member of the seven-person Appellate Body, which issues final rulings in trade disputes, WTO sources said.Jennifer Hillman of the United States, Lilia Bautista of the Philippines and Shotaro Oshima of Japan were also appointed as new members of the top court at a DSB meeting on Tuesday.The appointments were made according to the Dispute Settlement Understanding which stipulates that the Appellate Body shall " comprise persons of recognized authority, with demonstrated expertise in law, international trade and the subject matter of the WTO agreements generally," a WTO statement said.The WTO said Hillman and Bautista would formally join the top court next month, while Zhang and Oshima would join in June. They can serve up to two four-year terms.Zhang, 63, is professor of law at Shantou University in China. She is also an arbitrator on China's International Trade and Economic Arbitration Commission and practises law as a private attorney.Zhang once held positions at the Chinese Ministry of Commerce as well as at the Asian Development Bank.
