SAN DIEGO (KGTV) — An orphaned puppy at a local animal rescue will receive a state-of-the-art heart surgery to repair a rare heart murmur.Helen Woodward Animal Center said Tuesday Cowboy, a terrier-blend brought to the center last October, has an irregular heart rhythm, so intense that veterinary staff could actually feel a distinct and loud rumble if their hands were placed on his chest.The puppy was brought into the center with his mother and five siblings, all of whom have found new homes.RELATED: Puppies found abandoned in Escondido park adopted out to new homesSince Cowboy arrived at Helen Woodward, he's been cared for by center staff and a foster owner and administered a medication called Atenolol to take pressure off his heart.“We care deeply about every single orphan pet that comes into our care and go to great lengths to make sure that each one of these wonderful animals has the chance to live a long, healthy and happy life with a loving forever family,” Jennifer Shorey, Helen Woodward Animal Center Director of Operations, said. “When we learned about Cowboy’s unique condition, we didn’t hesitate to find him the expert care he needs. SAN DIEGO (KGTV) — A Sorrento Valley company is working to create an implant that will help people kick their addiction to both opioids and alcohol.BioCorRx, based in Orange County, is developing the implant. They chose San Diego-based Irisys Therapeutics to help them build it."It’s not going to fix the opioid crisis," says BioCorRx CEO Brady Granier. "But it’s going to be another tool in a tool chest of those people looking for another solution and one that will help them get through the cravings."The implant uses Naltrexone, a drug already approved by the FDA as an every-day pill or a once-per-month shot. Naltrexone blocks receptors in the brain so that opioids or alcohol won't have any effect on people who use them. It also helps curb cravings."As long as it’s blocking the receptor, the opioids come in, and they can’t engage with that receptor to give you the euphoria or the respiratory depression that leads to overdose," says Granier. "It’s protecting you."Granier says creating an implant that lasts three months will make it more likely that people will be able to beat their addition. The implant, named BICX102, would be implanted into a person's stomach fat and dissolve slowly over three months."The goal is to give someone a longer period of time to address those issues without the intrusive cravings coming in," he says. "A lot of behavioral changes can take place in 90 days that you can’t do in 30."Granier's company just received a .7 million grant from the National Institute on Drug Abuse. It will last two years, which Granier says will fund the research through the development of the implant and some early testing.He's hoping to start human testing by 2020.Granier says implants like the one he is hoping to create are already available in other countries. But the FDA has yet to approve one in the US, where standards are more strict."The first pellet you make needs to be exactly the same as the 10,000th," he says. Concertgoers told Team 10 they had difficulty reaching anyone for answers. “We all know this isn’t happening, there’s no festival taking place. Please just give us a refund,” said San Diego resident Vince Matthews.Matthews loves music and travels to festivals all across the country. He has been to KAABOO in Del Mar every year since it started in 2015. He spent more than 0 for early bird VIP tickets for this year’s KAABOO festival. “Last year was the first festival ever that I’ve done VIP and once I did it, I realized there was no going back to general admission!”With the pandemic and COVID cases rising, Matthews wanted to know what was going to happen with KAABOO. As more large events got canceled, he was convinced it was likely not going to take place. Still, he had yet to receive any concrete information from festival organizers.“I reached out to them usually every couple weeks by email,” Matthews said. “I get the same form email that says please be patient."Patience was running out. As of Monday early afternoon, the last update posted on KAABOO’s social media accounts was June 15th. It said, in part, that they “will need just a little more time to determine our position as it relates to this year’s installment of KAABOO.” It told fans they would be hearing from KAABOO shortly.Matthews is frustrated by the lack of communication as we now head into the month of August.“There's nobody touring, there is no festival, there is no lineup. It's not going to happen,” Matthews said.KAABOO is under new ownership. It was announced last year that Virgin Fest was taking over the brand. SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968
