TOKYO, Sept. 24 (Xinhua) -- Chief Cabinet Secretary Yoshito Sengoku said Friday that China and Japan, the two major economic powers in Asia, need to work toward improving bilateral relations."It is true that Japan-China relations have shown signs of deterioration," Sengoku, Japan's top government spokesman, said at a press conference, adding that efforts were needed to deepen bilateral relations between the two countries.The comments came as the Naha, Okinawa, prosecutor's office said Friday it will release Zhan Qixiong, the 41-year-old Chinese fishing boat captain who has been held for more than two weeks.Two Japan Coast Guard patrol ships and a Chinese trawler collided in waters off China's Diaoyu Islands on Spet. 7.The next day, the Japan Coast Guard illegally seized the Chinese trawler and detained its captain and 14 fishermen on board, drawing strong protests from the Chinese government and its people.The Japanese released the fishermen and boat last week but held the captain. China has repeatedly urged Japan to unconditionally send back the captain to avoid additional damage to their bilateral ties.According to local media, Zhan was to leave Japan on Friday. BEIJING, Oct. 12 (Xinhua) -- The central parity rate of the yuan, China's currency Renminbi (RMB), dropped 43 basis points Tuesday to 6.6775 per U.S. dollar, according to the data released by the China Foreign Exchange Trading System.The yuan has picked up its strength against the U.S. dollars and seen increased volatility in the trading days since the People's Bank of China (PBOC), the central bank, announced on June 19 this year to increase exchange rate flexibility.Based on Tuesday's central parity, the Chinese currency has strengthened against the U.S. dollar by 2.19 percent from the rate of 6.8275 per U.S. dollar that was set a day before the PBOC's pledge to increase flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate during trading each day.The PBOC released the yuan's central parity rates against a basket of currencies -- the U.S. dollar, the euro, the Japanese yen, the Hong Kong dollar, the British pound and the Malaysian Ringgit.The yuan's parity rate against the euro was set by the central bank at 9.2574 Tuesday, higher from 9.3215 on Oct. 11, the previous trading day.The yuan's rate against 100 yen was 8.124 Tuesday, compared with 8.1276 on Monday.The yuan's rate against the British pound was 10.6042, compared with 10.6311 on the previous trading day.The central parity of RMB against the U.S. dollar is based on a weighted average of enquired prices from all market makers before the opening of the market in each business day.The central parity of RMB against the other five currencies is based on the central rate of RMB against the U.S. dollar of the same business day as well as the exchange rates of the five currencies against the U.S. dollar at 9 a.m. (0100 GMT) of the same business day in the international foreign exchange market.

BEIJING, Aug. 28 (Xinhua) -- Chinese legislators on Saturday passed the People's Mediation Law on the final day of the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature.The law establishes the people's mediation committee as the legal organization to resolve everyday disputes, and sets down the procedure for formation of such an organization within community committees.The law stipulates that governments at county levels and above shall provide financial support for mediation work and shall honor and reward outstanding mediation committees and mediators.The law encourages people to settle disputes at the neighborhood-level, outside of courts and arbitration.To achieve that goal, the law streamlines the relation between mediation and other kinds of dispute resolution methods. It provides that courts at the grassroots level, as well as police offices, should inform parties involved in disputes about the possibility of solving such disputes through mediation.The law also spells out that agreements reached in the mediation procedure are legally binding and can be enforced by courts upon one party's request.Nonetheless, the law stipulates that mediation should be carried out in accordance with the parties' real intent. If one of the parties in dispute has explicitly refused to resolve the problem through mediation, the mediation should not be undertaken.In China, people traditionally regard going to court as a very serious action, so resolving disputes through mediation has become popular.China has more than 4.9 million mediators working in more than 800,000 mediation committees, according to the Ministry of Justice.These organizations handled more than 7.67 million disputes last year, with a 97.2-percent resolution rate, while only 1 percent went on to litigation.

FUZHOU, Oct. 23 (Xinhua) -- Senior Communist Party of China (CPC) leader Zhou Yongkang, while on an inspection tour, has urged officials in the coastal province of Fujian in southeast China to pursue leapfrog economic development.Fujian should make full use of the opportunity for development and put in place the next five-year development plan based upon its real conditions to significantly improve the people's standards of living, said Zhou, member of the Standing Committee of the Political Bureau of the CPC Central Committee.He further said the province should increase its economic and cultural exchanges with Taiwan.Zhou also told officials to divert more government spending and public services to impoverished areas and low-income residents to boost the development of the old revolutionary base areas, as well as the western and northern areas in Fujian.
