SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968

SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. SAN DIEGO (KGTV) -- A war veteran who used to deliver meals to seniors in the North County is now receiving them himself.City councilman Mark Kersey honored Jim Munday on Wednesday morning for his contributions. This week, the long-time Rancho Bernardo resident will celebrate a birthday most of us can only hope to reach—102 years old.Councilman Kersey brought him a blanket, flowers, some food, and a special certificate in honor of his birthday and thanking him for all of his contributions to the Meals on Wheels of San Diego County, but it's even more meaningful because Jim was once a Meals on Wheels volunteer himself.“He started delivering when he was 90 and now he's 102, so he's a pretty special guy,” Kersey said. At 102, Munday is quiet, modest, and hard of hearing but still very much aware of the world around him.“A good day for a birthday party,” he said as he sat outside. The World War II vet fought in the Battle of the Bulge, receiving several medals including a Purple Heart and Bronze Star.His own artwork lines his living room. He started painting when was 90 and says he learned from watching Bob Ross on PBS.In 2003, Munday’s wife, Mildred, passed away, but their great-grandson, Hudson, and daughter Millie, were both on hand for this major milestone.“He's a very honest, generous person, and I'm very proud of him,” Millie said. A man taught his family to care for others. Now his community is doing the same for him.“To be able to give back to someone who's given so much is something that makes San Diego and Rancho Bernardo a special place,” Kersey said. "Meals on Wheels" delivered more than 447,000 meals last year to thousands of seniors throughout the county. 1701
