SAN DIEGO (CNS) - Drug use among teens booked into San Diego Juvenile Hall reached its highest rate since 2000, with 62% of those interviewed testing positive for an illicit substance last year, up 4% from the previous year, according to a report released Monday.According to the San Diego Association of Governments, 57% of 109 juveniles interviewed in 2019 tested positive for marijuana, also the highest rate since 2000 and an increase of 2% compared to 2018.Ninety-two percent of interviewees reported trying marijuana, compared to 86% for alcohol and 70% for tobacco, according to the SANDAG report. Overall, 93% of juveniles reported trying some kind of illicit substance.Nearly 60% of respondents also said marijuana was the first substance they had tried, compared to 27% for alcohol and 12% for tobacco.Overall, those who had used marijuana, alcohol and tobacco reported getting started at or before age 13 1/2, on average.Just over three-quarters of the youth interviewees reported having tried vaping, and 49% reported vaping at school. SAN DIEGO (CNS) - Mayor Kevin Faulconer announced today that all city-owned property along the San Diego River has been cleaned at least once. The city owns roughly one-third of riverfront property, and employees have removed nearly 99 tons of debris from 32 locations since last September, he said.Faulconer said the cleanup will continue, particularly in regard to outreach and coordination with owners of the remaining two-thirds of land along the river."The San Diego River is one of our most precious natural resources and we must continue to give it the care and attention it deserves," Faulconer said. "While we've cleared all of the city's property once, we still have a lot more work to do, so we're encouraging every property owner next to the river to join our cleanup efforts and help preserve the San Diego River for future generations."City employees have sent letters to 33 private property owners,including several businesses, that collectively own another third of riverfront property. SAN DIEGO (CNS) - A man who went on a South Bay crime spree that included shooting at a moving vehicle and ramming an occupied San Diego police vehicle during a pursuit was sentenced Thursday to 19 years in state prison.Alfonso Ayala Flores, 26, pleaded guilty earlier this year to charges of assault with a semi-automatic firearm and resisting arrest for a series of crimes last November that culminated in him driving toward officers who cornered him in a cul-de-sac and ramming a patrol car.One officer opened fire on the pickup truck Flores was driving, striking the truck, but not Flores.He was also given a separate 16-month sentence for an unrelated burglary case, but that term will be served concurrently with his 19-year prison term.The spree began with Flores carjacking a motorist's Ford F-150 pickup at the Frontier Motel in San Ysidro on Nov. 6. Deputy District Attorney Mary Naoom said that on the following day, Flores shot at an occupied vehicle.Two days later, he sped off when San Diego police spotted him driving the stolen truck in the 1900 block of Dairy Mart Road in San Ysidro. The suspect, who had a female companion in the truck with him, fled west, where he wound up at the end of a cul-de-sac in the Nestor neighborhood.As officers got out of their cars and shouted at him to halt, Flores made a U-turn and accelerated toward them, prompting one of the officers to open fire, police and prosecutors said.Naoom said Flores rammed the patrol car with the pickup as he sped away, with police again in pursuit. The subsequent chase ended in the 1200 block of Holly Avenue in Imperial Beach, where he pulled over and ran off along with the woman, according to Sainz.His companion was quickly apprehended and questioned by police before being released. SAN DIEGO (CNS) - A motorist who fled from officers near Hoover High School Wednesday led police on a meandering, roughly 45-minute road chase, running stoplights and driving the wrong way on one-way streets before pulling over near Lindbergh Field and making a failed attempt to escape on foot.The man drove off when patrol personnel approached him at about 12:15 p.m. to check on his welfare in response to a report that he appeared distraught while sitting in a white Chevrolet Malibu parked in the 4400 block of El Cajon Boulevard in the Teralta East area, according to San Diego police.The fleeing motorist, whose name was not immediately available, traveled over various mid-city streets before heading west on University Avenue through City Heights, North Park and Hillcrest.Early on in the chase, the driver ran over a spike strip laid out by police in his path, winding up with at least one flat tire on his car, Officer Tony Martinez said.After crisscrossing streets near Scripps Mercy Hospital, the man -- who appeared to be talking on a cellphone throughout the pursuit -- headed south on Fifth Avenue, driving against light traffic on the one-way northbound thoroughfare.Reaching downtown San Diego, the motorist crisscrossed the busy urban center for about 15 minutes, often driving at slow speeds, blowing through red lights and traveling in the wrong direction on one-way streets as police cruisers and an SDPD helicopter tailed him and officers placed more spike strips ahead of him.Eventually, he proceeded west through the Cortez Hill and Little Italy districts on B Street, then north on Pacific Highway, at one point driving onto a sidewalk to evade the pursuing police personnel.Just after 1 p.m., the fleeing man drove into a car-rental lot near San Diego International Airport, pulled over, jumped out of his vehicle and ran off into a parking garage.Officers gave chase and got the man into custody following a brief struggle, police said.No injuries were reported. 1998
