SAN DIEGO (KGTV) -- Police are asking for the public’s help searching for a missing 13-year-old girl who disappeared from San Diego in late November. According to police, Kymilah Wolford went missing from her home in the Emerald Hills area of Southeastern San Diego on November 30 around 10 a.m. Wolford was last seen wearing black leggings and a gray hoodie. She is described as five feet, four inches tall, weighs approximately 170 pounds and has short, black hair and brown eyes. Anyone with information is asked to call the San Diego Police Department at 619-531-2000. 581

SAN DIEGO (KGTV) -- Police have identified both the victim and the suspect after a man died following a stabbing in Rancho Pe?asquitos Thursday afternoon. According to police, the stabbing happened on the 9500 block of High Park Lane just before 2 p.m.Police arrived as they say the suspect, Howard Forrest Lowe, 52, was riding away on a bike. Lowe was arrested and will be booked into jail on suspicion of murder, police say.After entering the home’s garage, police found 72-year-old Richard Dale Munsinger. SAN DIEGO (KGTV) - More than million has been spent on Proposition 15 this year, making it the third most expensive ballot proposition in 2020.According to reports from the California Fair Political Practices Commission, supporters have brought in million. Opponents have contributed million.As written on the ballot, Proposition 15 will "increase funding sources for public schools, community colleges, and local government services by changing tax assessment of commercial and industrial property."The Proposition will raise commercial and industrial property taxes by reassessing property based on current values. Under 1978's Proposition 13, property tax has been calculated based on the value when the property was last sold.The change in tax assessments could bring the state anywhere from billion to billion every year.Because so much money is at stake, stakeholders are willing to spend a lot to sway voters."With those being the stakes, we felt compelled to do whatever is necessary to raise funds to defeat this thing," says Michael Bustamante, the Spokesperson for the No on Prop 15 campaign committee. They've raised the most money of any committee listed, at million.A large chunk of that money, million, comes from the California Business Roundtable. Their website says it's "a non-partisan organization comprised of the senior executive leadership of the major employers throughout the state."Other top donors for the opposition to Proposition 15 include more than 0,000 from the California Taxpayers Association and a half-million dollars from the California Farm Bureau Federation.On the other side, the largest donor supporting Proposition 13 is the California Teachers Association, which has contributed million to help it pass."What it says for us and why we're collectively behind this is because we feel like this is a time to reset the priorities in California," says CTA Vice President David Goldberg.Supporters of Proposition 15 also got .5 million from the Chan Zuckerberg Initiative, an education-focused charity run by Facebook founder Mark Zuckerberg and wife Priscilla Chan.The California Service Employees International Union donated million to help the Proposition pass.Prop 15 needs a simple majority vote to pass. SAN DIEGO (KGTV) - New statistics from San Diego County show the zip codes closest to the border have the most cases of COVID-19.According to the County's Coronavirus Heat Map, the zip codes 92154, 91911, 91910, 92113, and 91950 are the five highest for positive tests. Those zip codes make up the area of the County stretching along the harbor from San Ysidro through Chula Vista and National City.Those five zip codes account for more than 21% of all the positive tests in the County.The zip code that makes up most of San Ysidro, 92173, has the highest number of cases per capita in the County. In that zip code, one out of every 14 people has tested positive."We don't want these numbers to continue going up," says Adriana Bearse, the Research Program Manager for San Ysidro Health."When cases rise, it's not only people's health that gets affected. It's also other aspects of their lives like their job situation and their family situation."Bearse says the Pandemic is taking a disproportionate toll on the South Bay's minority community, especially among Latinx and Hispanic populations."These people are working essential jobs, people who may live in multi-Generational households, and also people who may not necessarily have as much access to other resources as other people in the community," she says.That includes less access to quality health care, food assistance, and financial assistance. The lack of help leads to more cases and more deaths.County records show 50% of San Diego's COVID-19-related deaths are among Hispanic or Latinx people, even though they make up just 34% of the County's total population.It's starting to take a toll on the South Bay healthcare system.At Sharp Chula Vista, the ICU in their brand new tower is 85% full. Of those patients, 38% are either COVID-positive or under investigation for COVID-related illness.Emergency Doctor Karrar Ali says it's overwhelming to think about what could happen in the next few months if cases keep rising."If the prediction is that this is going to be another second or third or fourth wave, I don't know if anyone's going to be prepared," he says.Healthcare workers in the South Bay are finding some solutions.Dr. Ali says sometimes it's as simple as reminding everyone to wear a mask and social distance.Bearse says San Ysidro Health has several outreach, discount, and educational programs available. One, "Testing With Care," offers a free telehealth visit to anyone who gets a COVID-19 test."That way, we can help walk the person through all these follow up items that are needed," she says. "We also make sure they can get follow-up care if they get a positive test."Healthcare workers also remind people in the South Bay to get a flu shot so local clinics and hospitals don't get overwhelmed by a double pandemic this fall. 2817

  

SAN DIEGO (KGTV) - One person was shot and killed Friday at the Linda Vista Recreation Center, San Diego Police said.The shooting happened about 5 p.m. at the facility at 7064 Levant St., near the intersection of Linda Vista Road and Genesee Avenue.A witness told 10News he heard the shots and saw a teenager with a gunshot wound to the chest and someone performing CPR.RELATED: 17-year-old shot during Linda Vista drive-by shootingVideo from Sky10 showed police tape blocking off part of the parking lot near the tennis courts and officers with flashlights on the area's walkways.No information was immediately available about the shooter.Bystanders said this type of violence is happening at least once a month and blamed homeless people and gangs.This is the fourth shooting since May in Linda Vista. May 23: Carlos Valdovinos, 16, was shot and killed on Kelly Street. A suspect was later arrested. June 14: Two people, a 20-year-old man and 15-year-old boy, were shot and injured at Valdovinos’ memorial. Aug. 8: A 19-year-old man was shot, but not seriously injured, during a fight at Kelly Street Park. Oct. 3: A 17-year-old boy who was walking with a girl on Linda Vista Road was shot just after noon.
