SAN DIEGO (KGTV) - The city of San Diego has a long to-do list when it comes to improving their Bridge homeless shelters. On Saturday morning, 300 people moved into the new Alpha Project bridge shelter in East Village, after the facility was flooded on December 6th. But for all of those residents, their stay is temporary. “This exists for one reason. To help people get back onto their feet. To help them get that apartment, and get that job,” Mayor Kevin Faulconer said while pointing at the mended Alpha Project tent.After contaminated flood water inundated the area, the city scrambled for a week to reopen the shelter. For nine days, residents spent their nights at SDCCU stadium. Once the East Village facility was sterilized and fixed, residents were bused back and moved into their bunks Saturday morning. But the city faces several other challenges. According to FEMA, the improved Alpha Project tent housing sits directly on top of a floodplain. Instead of rebuilding on a lower-risk area, the city decided to rehouse 325 residents in the same spot. SAN DIEGO (KGTV) — The man suspected of opening fire on U.S. Customs and Border Protection agents at the border Monday has been named.San Diego Police say 23-year-old Travis James Eckstein, a U.S. citizen, was shot and killed during a shootout with CBP officers Monday at the San Ysidro Port of Entry. Eckstein was driving from Mexico into the U.S. and refused to stop for officers. Officers say Eckstein tried to drive through an inspection area, before a vehicle blocked his exit.He then began to fire on officers before he exited his vehicle continued shooting. He said he was driving back home to Chula Vista from Mexico on Monday evening. Moments after he cleared customs, he said he saw a white truck blaze past him. He immediately saw CBP agents throw out spike strips on the ground and the driver of the truck crash into another vehicle. Seconds after two separate shootouts, our viewer saw agents dragging Eckstein onto the sidewalk. Meanwhile, other officers were pointing their guns at the bullet-ridden truck, addressing the passengers. Two male Chinese nationals, ages 18 and 27, were found in the rear of Eckstein's truck and were interviewed and released to CBP officials.First responders attempted life-saving measures on Eckstein, but he did not survive his injuries.Seven CBP officers were involved in the shooting but, miraculously, none were injured.“The CBP officers risked their own lives to protect the public from this gunman,” Pete Flores, Director of Field Operations, said in a release. “Human smuggling is always dangerous. SAN DIEGO (KGTV) - Supporters of the newly passed California Prop 17, which restores the right to vote to felons on parole, believe the vote outcome may help improve public safety.For the first time in some three decades, Mancy Thompson, 56, was allowed to cast a vote in a presidential election, recently sending in his mail-in ballot from his La Mesa home."Elated. I felt like,'Yes!'" said Thompson.For decades, the answer had been "no."In 1987, high on cocaine and heroin, the active-duty Marine shot and killed a bystander during a bar fight in Oceanside. After pleading guilty and serving more than 23 years in prison, he was released on parole in 2011.He graduated from a reentry program at the local nonprofit Second Chance, and has held down jobs ever since, including positions at the nonprofit. He was on parole for seven years and not legally allowed to vote."If I am disenfranchised, I'm no longer connected. I don't have value to myself, family or community, because they don't have to listen to you," said Thompson.When he got off parole, his right to vote was restored. That right that will now be granted to some 50,000 state parolees, thanks to the passage of Prop 17.Thompson says it can help remove the stigma of the past."Now I have a right to be heard and participle in the democratic process. It's huge," said Thompson.Prop 17 supporters point to a recent parole commission report that found felons with voting rights were less likely to commit future crimes. SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy.Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home.
