OAKLAND, Calif. (AP) — Facebook says it will restrict QAnon and stop recommending that users join groups supporting it, but the company is stopping short of banning the right-wing conspiracy movement outright. Facebook said Wednesday it is banning groups and accounts associated with QAnon, U.S.-based militia groups and anarchist groups that support violence. But the company will continue allow people to post material that supports these groups - so long as they do not otherwise violate its content policies against things like hate speech and abuse. The QAnon conspiracy theory is centered on the baseless belief that President Donald Trump is waging a secret campaign against enemies in the “deep state” and a child sex trafficking ring run by satanic pedophiles and cannibals. For more than two years, followers have pored over tangled clues purportedly posted online by a high-ranking government official known only as “Q.”The conspiracy theory emerged in a dark corner of the internet but has recently crept into mainstream politics. Trump has retweeted QAnon-promoting accounts and its followers flock to his rallies wearing clothes and hats with QAnon symbols and slogans. The move has been long anticipated. Twitter announced a similar crackdown recently. 1274
OCEANSIDE, Calif. (KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside. The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million. The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street. Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645

On the same day Dick's Sporting Goods announced it would no longer carry assault rifles, Walmart said on Wednesday that it is raising the minimum age to purchase a firearm from 18 to 21. The announcement comes two weeks after a 19-year-old confessed gunman took the lives of 17 people at a high school in Parkland, Florida. The massacre has since reignited a national debate on gun control. It has also caused a number of companies, most notably Delta Airlines and Enterprise Rental Cars, to end its support of the National Rifle Association. Walmart said it will begin enforcing the new rule as soon as possible. The company said the rule is one of many Walmart has implemented that goes beyond federal gun laws."We take seriously our obligation to be a responsible seller of firearms and go beyond Federal law by requiring customers to pass a background check before purchasing any firearm," Walmart said in a press release. "The law would allow the sale of a firearm if no response to a background check request has been received within three business days, but our policy prohibits the sale until an approval is given."Walmart added that in 2015, it stopped selling some assault rifles, including AR-15s. Walmart added that it does not carry bump stocks, high-capacity magazines and similar accessories. 1346
