SDG&E suggests customers turn off air conditioners and significantly reduce or avoid using other appliances and electric equipment. Refrigerator and freezer doors should also be kept closed and all unnecessary lighting should be turned off, health and safety permitting.The company suggested customers also reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said. 8939

SAN DIEGO (KGTV) - Researchers at UC San Diego and the Scripps Institution of Oceanography are noticing a welcome side effect to the Coronavirus. Social isolation and quarantines may be helping to reverse climate change."This isn't the right reason to be changing the environment," says Professor Ralph Keeling. "We should be doing it because we want to do it, not because we're forced to do it."Recent studies by the European Space Agency showed significantly less Nitrogen Dioxide in the air over Spain, France, and Italy during March of 2020, compared to March of 2019. All three of those countries are under heavy lockdowns because of the Coronavirus.Meanwhile, a report in the New York Times showed similar changes over New York City, Los Angeles, and Seattle.Keeling says it's good to see the short-term gains. But there's no way to know if this will lead to long term changes in the environment. He compares it to a bathtub. As Keeling describes it, the pollutants we put into the atmosphere are like the water flowing into the tub. "If you turn down the tap on a bathtub, and you look at the spigot, you can tell there's less water flowing in," he says. "But if you look at the level of a tub. You don't see immediately that the levels are rising more slowly."Meanwhile, the oceans may also see a benefit from the economic slowdown. Scripps Professor Jeremy Jackson says shipping will slow down, and fisheries that may rely on government subsidies will have to halt operations. That could help fish populations rebound."That very tragic loss of jobs is definitely going to be good for the state of marine resources," Jackson says. "We are going to be preying upon fish and shellfish at a much lower level."But he adds that it's a balancing act. The worse things get for the economy and industries, the better it will be for the environment. But we have to make sure people's livelihoods are protected as well."If we go into a depression, then industrial output and activity are going to take a long time to recover," he says. "But that very grim news will make a big dent on environmental damage."Still, both professors say this could be short-lived. Jackson worries that governments may turn to higher-polluting industries like oil and gas to help pull the world out of economic recessions. And Keeling says none of these gains will last unless people change their habits long-term."I think how we come out of this will make a difference. You know people are learning how to live with less," says Keeling. "We'd like to bend the curve for co2 as well as bending the curve for the Coronavirus. That will take sustained changes, not just short term changes.""What this tells us is that environments can spring back very quickly in terms of animal and plant life if we stop stressing it," says Jackson. "I'm cautiously hopeful this whole business will give us a slightly increased sense of humility about what we can get away with, and this will help towards getting us to think more sustainably." 3012

SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday.The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. (SDPD has posted the full video here.)Police can be heard in the video telling the man not to pick the gun up after putting it on the ground, but that he was not complying.RELATED: Man dies after officer-involved shooting in City Heights“The male initially complied and raised his hands, at which point a firearm fell from his clothing onto the ground near him, they continued giving him directions to back away from the weapon, but he refused to comply," SDPD Lt. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured.After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. SAN DIEGO (KGTV) -- San Diego police are asking the public to be on the lookout for a door-to-door solicitor who has prompted a string of complaints about threatening outbursts and who was seen on video taking swings at a woman in Pacific Beach.Corey Lamont Terry, 45, is wanted on felony charges of making criminal threats and attempted burglary, according to the San Diego County District Attorney’s Office. A warrant for his arrest was issued earlier this month, according to the Sheriff’s Department website.Police have been investigating Terry since at least early November, after “several” people complained about Terry’s aggressive language while soliciting money door-to-door, according to SDPD Lt. Shawn Takeuchi.Takeuchi urged the public to call their local police agency if they spot Terry, who is about 6 feet tall and weighs roughly 220 pounds. He said residents should not approach him based on his past behavior.Terry has canvassed neighborhoods in Pacific Beach and Ocean Beach in recent weeks, claiming he is raising money for charity.
