SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds.However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack.The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months. The Sheriff’s Department sent 10News the following statement on Thursday:“The San Diego County Sheriff's Department investigated the assault on Miguel Lucas and forwarded the case to the District Attorney's Office. SAN DIEGO (KGTV) — The San Diego Board of Supervisors announced Monday that the county will close bars without a license to sell food ahead of the July 4 weekend in an effort to slow rising coronavirus cases.San Diego Supervisor Nathan Fletcher said the county will close all bars, wineries, and breweries that do not have a license to serve food. California took a similar stance with several counties over the weekend."Bars are purely social settings where different people and groups often mix. It's a simple reality that alcohol consumption impairs judgment and may lead to less compliance with physical distancing guidelines," Fletcher said. "People often spend more time in a bar than other establishments like a restaurant for eating."RELATED: Gov. Of those, two outbreaks were traced back to restaurants/bars. SAN DIEGO (KGTV) -- The Poway man at the center of a multimillion-dollar Ponzi scheme was sentenced Wednesday to 12 years in prison. Numerous victims spoke to Dougherty via video conferencing due to COVID-19 protocols.In a plea deal, Christopher Dougherty pleaded guilty to grand theft and securities fraud back in March. He also received a white-collar crime enhancement, according to the District Attorney’s office. Prosecutors say there were nearly 50 victims, many who were elderly.He originally faced more than 80 felony counts after his arrest in April 2019.Team 10 first spoke to several alleged victims of Dougherty early last year. They said he stole the money he was supposed to invest for them. Some of his victims met Dougherty through their jobs as educators while he worked as an investment advisor with various school districts.“The lessons we learned from you were beyond the academic acumen. They are about the dark side of life,” said victim Cheryl Biagi during victim impact statements Wednesday afternoon.Biagi said Dougherty not only took money from her, but also her niece and her 91-year-old mother who has since passed away.“We know you are guilty of so much more than securities fraud and grand theft, but we hope when you get out of prison, you make every effort to repay every dime to those people who believed in you,” Biagi said.Investigators said Dougherty offered victims investment opportunities in companies he owned, then used some of their funds for his personal expenses like home remodeling, travel, and college tuition.For the first time, Dougherty spoke about his crimes. He offered an apology that lasted roughly 17 seconds.“To everyone, I accept full responsibility for my actions. I want to sincerely apologize to you and your family members and I also want to let you know I did make a mistake and I will not do this in the future. I extremely apologize,” Dougherty said in court.It is an apology that falls short for many victims. Jerry and Diane Cole told Team 10 they lost more than .6 million in the scheme.“This wasn’t money that basically fell out of the sky to us. This was the product of 50 years of our married life together… of working, saving, putting away money,” Cole said.Cole said they have been able to survive, thanks to their children and close friends. They believe Dougherty has no remorse for his crimes.Although Dougherty is ordered to pay restitution, many victims are doubtful they will see their money again.Deputy District Attorney Michael Zachry called this case “extremely egregious.” Zachry said there was over million dollars taken in with million net loss to victims.“It’s more than just money. SAN DIEGO (KGTV) - Three animal rights activists have been banned from SeaWorld San Diego following a demonstration at an orca show this year.A San Diego Superior Court order issued Thursday banned three protestors affiliated with People for the Ethical Treatment of Animals (PETA) from entering SeaWorld San Diego and Aquatica San Diego, SeaWorld said in a statement.Included in that ban were Ricky Rodriguez, Lyanne Fernandez, and Lisa Lange, PETA's senior vice president of communications.
