BEIJING, April 30 (Xinhua) -- Jia Qinglin, Li Changchun and Zhou Yongkang, members of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, visited a large-scale theme exhibition, "Tibet, the Past and the Present," on Wednesday.     During their separate visits, they were shown around the 160 material exhibits and more than 400 pictures. The exhibition is being held in two halls of the Nationalities Cultural Palace. Li Changchun, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, visits a large-scale theme exhibition, "Tibet, the Past and the Present," on Wednesday.Li, who is responsible for the Party's ideological work, said the exhibition exposes the darkness, cruelty and backwardness of Old Tibet and the hypocritical face of the ** Lama as a "human rights guardian," "missionary of peace" and "spiritual leader."     The historic materials show that Tibet has been an inseparable part of China since ancient times, as the Chinese central government has exercised effective sovereign rule over Tibet, said Zhou, the secretary of the CPC Central Committee for Political and Legislative Affairs. BEIJING, July 17 (Xinhua) -- China's State Flood Control and Drought Relief Headquarters said Thursday night it had launched a level-three flood control emergency response mechanism to cope with Typhoon Kalmaegi.     Tropical storm Kalmaegi escalated to typhoon level on Thursday and was expected to be reinforced and land the coast areas in east China's Zhejiang and Fujian provinces on Friday, according to the headquarters. Chen Lei, deputy commander-in-chief of the headquarters, ordered local governments to start their emergency mechanism and make full preparations for the typhoon's landfall.     Meteorological, water resources, and transportation, and other related departments should closely monitor the situation and inform the public on time, said Chen.     Kalmaegi, the seventh tropical storm this year, is also expected to affect Shanghai on Friday and Saturday.     Under its influence, force 8-10 winds is predicted to blow on the sea off Zhejiang. Heavy storms are likely to hit the coast cities in Zhejiang, the provincial meteorological authority said Thursday.     It is also expected to bring heavy rain to Quanzhou, Xiamen and Zhangzhou in Fujian in the next two days.     The heavy rain would continue in Fujian until this weekend, according to the weather services.     Flood-control, offshore fishery and marine authorities in Fujian, Zhejiang and Shanghai have sent out warnings for early preparations against the storm. LANZHOU, Sept. 14 (Xinhua) -- Inspectors had found poisonous chemical in the Sanlu infant formula produced by one of its partner producers in northwest China's Gansu Province, an official said on Sunday.     Two out of the 12 samples randomly selected from the Sanlu milk powder produced by the Haoniu Dairy Co., Ltd. in Jiuquan City had tested positive for melamine, said Xian Hui, vice-governor of Gansu.     "The products of Haoniu have been sealed up," he said.     The test was conducted after the Sanlu Group, a leading Chinese dairy producer based in northern Hebei Province, admitted that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material strictly forbidden by the country to be used in food processing.     As of Saturday, a total of 432 babies throughout the nation have been sickened with kidney stones after drinking the contaminated milk powder.     Haoniu was founded in 2002 with the registered capital of 51 million yuan (7.45 million U.S. dollars). Its production was in line with the Sanlu standard and its products use the Sanlu trademark.     As of Saturday night, Gansu has reported 102 cases of infant kidney stone caused by the Sanlu milk powder. Two babies have died, Xian said.     The province has so far seized altogether 164,000 packs of Sanlu milk powder.

A notice issued by the municipal government said that, except for schools and institutions that provide essential services, SOEs should operate from 9 a.m. to 5 p.m. The Beijing municipal government said on Sunday that the city's state-owned enterprises (SOEs), institutions and social groups should adjust their working hours from July 20 to Sept. 20 to avoid traffic jams    Large shopping centers should open at 10 a.m. and stay open later in the evening.     Other institutions should operate from 9:30 a.m. to 5:30 p.m.     Government departments won't alter their hours, the notice said.     The notice also encouraged institutions to handle business online if possible and arrange flex-time arrangements where feasible.

BEIJING, July 12 (Xinhua) -- The Chinese government will modify its temporary subsidy plan for quake survivors starting in September, with each survivor experiencing financial hardship to get 200 yuan (29 U.S. dollars) per month, a State Council statement said on Saturday.     "Life in most parts of the area will return to normal by September but, in some worst-hit areas, some people might still suffer difficulties. To help them, the government decided to continue financial assistance after the present policy ends," said the statement issued after a cabinet meeting presided over by Premier Wen Jiabao. The quake, on May 12, left millions of people homeless and destitute.     The policy will cover such categories as orphans, the elderly and the disabled without family support, those whose relatives were killed or severely injured, those who were displaced and those whose residences were destroyed, it said.     Since the disaster, every needy survivor has been eligible to receive 10 yuan and 500 grams of food a day. The policy has covered about 8.82 million people but will end in August. The new system won't include any food allotment.     Some types of survivors could receive more than the minimum. Under the present policy, about 261,000 orphans, elderly and disabled without family support have received 600 yuan a month. Under the new policy, they will receive more than 200 yuan, the statement said, without elaborating.     The new policy will expire in November, the statement said. The experts were also told to locate sites where quake debris can be stored for long periods for later investigation and take measures to protect such sites.     The meeting endorsed an assessment report by central and provincial authorities, which listed 10 counties and cities, including Wenchuan County, Beichuan County and Dujiangyan City, as the worst-hit areas.     Another 41 counties, cities and districts were characterized as heavily affected and other 186 were said to be moderately affected.     The first two categories will be covered by the national reconstruction plan, it said.     The 8.0-magnitude quake has claimed nearly 70,000 lives, injured more than 374,000 people and left another 18,340 missing.
